They cannot be everywhere and can't just arrest random people

Until a ritualist actually commit fraud or murder, they are in the clear.

that is not why we are calling efcc. Efcc has no business with ritualists. Their business is these guys openly confess to fraudsters. Self indictment is enough for an arrest and investigation.
