Head to the first page of the Xiaomi Thread. There's a helpful guide there to disable ads on MiUI.

Quick tip: Open the settings of any system app and disable "recommendations" that's usually the as option, you can also block them from using mobile data or WiFi.

I bought redmi note 9 last 3 weeks. 4/128 nd i can recommend it to anyone... The phone is really good... It's not a flagship phone, but it gets the job done. From gaming, to pictures.
Although it shows Ads but i don't see it as a big issue.
