Facebook Inc’s WhatsApp is limiting worldwide the number of times a user can forward a message to five, starting on Monday, the popular messaging service looks to fight “misinformation and rumours”, company executives said on Monday.

Previously, a WhatsApp user could forward a message to 20 individuals or groups.

The limit of five is an expansion of a measure WhatsApp put in place in India in July after the spread of rumours on social media led to killings and lynching attempts.

“We’re imposing a limit of five messages all over the world as of today,” Victoria Grand, Vice President for Policy and Communications at WhatsApp, said at an event in the Indonesian capital.

WhatsApp, which has around 1.5 billion users, has been trying to find ways to stop misuse of the app.

This followed global concern that the platform was being used to spread fake news, manipulated photos, videos without context, and audio hoaxes, with no way to monitor their origin or full reach.

The messaging service became part of the political battleground in Brazil’s presidential election on October 2019, with far-right candidate Jair Bolsonaro facing claims of using the app to spread falsehoods related to his main opponent.

Bolsonaro, who ended up coasting to victory, has denied the charges.

The messaging app was also used to mobilise support for massive truckers strike in Brazil during May 2018.

The truckers strike blocked the country’s main roadways for about 10 days and hampered everything from fuel deliveries to gas stations to shipments of commodities at ports.

The app’s end-to-end encryption allows groups of hundreds of users to exchange texts, photos and video beyond the oversight of independent fact checkers or even the platform itself.

WhatsApp will roll out an update to activate the new forward limit, starting on Monday, WhatsApp’s head of communications Carl Woog said.

Users of devices running Google’s Android system will receive the update first, followed by users of Apple Inc’s (AAPL.O) iOS.

Assistant Inspector-General of Police, Mohammed Adamu, has been sighted at the Presidential Villa, Abuja.

Adamu is said to be the possible replacement for the outgoing Inspector-General of Police, Mr. Ibrahim Idris, though the official announcement of Idris’ replacement has yet to be made by President Muhammadu Buhari.

Adamu was seen on Tuesday morning going to the office of the Chief of Staff to the President, Mr. Abba Kyari, for a meeting.

However, while the AIG was at the Villa, Idris was with other security chiefs at the Cenotaph of the Unknown Soldier laying a wreath in commemoration of the 2019 Armed Forces Remembrance Day.

The exercise was expected to be Idris’ last public function before the awaited announcement of his successor.

The detained Maiduguri Bureau Chief of Daily Trust, Uthman Abubakar, has been released by the military authorities who detained him since Sunday afternoon.

The Editor-in-Chief of Daily Trust, Mannir Dan-Ali, announced the release shortly after speaking to the editor who was brought back to the Maiduguri office by an unnamed Major who handed him over to a Security officer at the office.

Uthman who maintains that he was courteously treated, however, said his mobile phones and laptop are still with the military. They told him that they need time to finish the forensic checks they are carrying out on the equipment.

Ballon d’Or winner Luka Modric has criticised Cristiano Ronaldo and Lionel Messi for choosing not to attend this month’s ceremony where he was given the award.

He said their decision was unfair to fellow players and voters.

Croatian captain Modric broke Messi and Ronaldo’s decade-long stranglehold on the prestigious prize last month.

He said in a newspaper interview on Saturday the pair’s absence from the gala in Paris on Dec. 3 did not make sense.

“I cannot speak about why someone didn’t turn up at an award ceremony, it’s their choice. It doesn’t make sense, does it?

“It seems these votes and awards are only significant when they win,” the Real Madrid midfielder told Croatian newspaper Sportske Novosti.

“It’s unfair to fellow players and voters who have nominated them in the past 10 years, as well as to football and the fans. However, people will act the way they think they should.”

Juventus forward Ronaldo came second in the 2018 Ballon d’Or vote behind his old Real team-mate Modric, while Messi was fifth.

It was a ranking which met with some consternation at both the Argentine’s club FC Barcelona and in the Catalan media.

Modric lifted a third successive UEFA Champions League title with Real last season and led Croatia to a first-ever FIFA World Cup final.

But he said Ronaldo and Messi were still the best two players around, even as he added that it did not mean they should always be named best player each season.

“In my opinion, things are very simple: Ronaldo and Messi are phenomenons who have been dominant in the past 10 years or so. They’ve been in a league of their own,” Modric said.

“But we are talking about a season’s accomplishments here and I guess it means something that votes by national team coaches, managers, football legends, journalists and fellow players have produced the same results.”

The Croatian also offered the sarcastic suggestion: “If the debate is going to be about how good a particular player is, the only course of action is to award all trophies to Messi and Ronaldo until they retire and scrap the voting.”

The 37 state party chairmen of the Social Democratic Party, including that of the Federal Capital Territory have rejected the Justice Hussein Baba-Yusuf-led court order which declared Prof. Jerry Gana as the presidential candidate of the party.

An FCT High Court had on Friday declared Gana the winner of the presidential primary of the SDP conducted on October 6, over alleged violation of the party’s constitution.

Specifically, the court ruled that SDP’s National Chairman, Chief Olu Falae, and the presidential candidate, Mr Donald Duke, are from the southern part of the country.

Duke had won the October 6 primary with 812 votes, while Gana polled 611, but the former Minister of Information had approached the court to declare him the winner on the grounds of zoning and rotation formula contained in the party’s constitution.

But chairmen, in a statement jointly issued on Saturday by its Forum’s Chairman, Oke Idawene and Secretary, Abubakar Dogara, insisted that the embattled Duke remained the presidential candidate of the party for the 2019 election.

The chairmen said the court’s ruling was an act of gross injustice, unconstitutional, null and void, adding that it will not see the light of the day.

The statement read, “The party shall abide by the unanimous decision taken by the party’s delegates and the mandates of the 36 state chapters and the FCT when they convincingly and overwhelmingly voted for Mr. Donald Duke in the October 6, 2018, national presidential primaries of the party.

“The mandate given to Donald Duke as the party’s presidential candidate is sacred, supreme and so remained sacrosanct as the will and ultimate decision of party members and leadership which no court can abort.”

The Forum said it would use all available legal and judicial processes to protect its mandate and ensure that the will of the people prevailed.

“We wish to use this medium to assure the general public, especially party members to remain calm and steadfast in their support and goodwill for the party and its presidential candidate towards the actualisation of the vision of the Party to rescue Nigeria through the 2019 General elections.

“The SDP is working within the ambiance of the law to vacate the order of the Abuja court where Prof Gana is trying to pervert and arrest justice through his unlawful claims.

“Against this backdrop, our legal team has filed an appeal against the order of the High Court at the Appeal Court in Abuja. Therefore, we want to appeal to all party members across the country to continue with their party activities and campaigns with utmost decorum, decency, and orderliness,” the forum explains.

The Social Democratic Party has formalised the substitution of its 2019 Presidential Candidate’s running mate, Dr. Mohammed Junaid, with Mr. Shehu Musa Gabam, who is also the National Secretary of the party.

SDP National Publicity Secretary, Alfa Mohammed, who gave the confirmation on Thursday in Abuja, said that the substitution was done long ago.

He said that Junaid’s substitution was subjected to deliberation at the party’s leadership level which he was a member.

Mohammed said the consensus was that Junaid should step down as running mate to the SDP Presidential Candidate, Donald Duke, for strategic reasons.

“Hence, as a genuine party man, he voluntarily stepped down and thereafter signed all the Independent National Electoral Commission (INEC) forms required to perfect the substitution process.

“He remains one of our highly respected leaders the party is proud to have.

“Meanwhile, the substitution which was done long ago now has Shehu Musa Gabam from the North East as our vice presidential candidate,” he said.

The pair is then said to have argued at their home for a whole weekend following the stunt.

Another host of the programme said, “She doesn’t want to go to Mexico under any circumstances. She wants to stay in Argentina.”

The 58-year-old met Rocio in 2012 after divorcing his first wife Claudia Villafane in 2003 after 17 years of marriage.

Manchester City’s highly-rated young midfielder, Phil Foden, has signed a new five-and-a-half-year deal with the Premier League champions the club announced on Monday.

Foden is regarded as one of the brightest emerging stars in English football and City have moved to secure his long-term future after claims he could be tempted to leave due to a lack of first-team opportunities.

The 18-year-old has made 13 appearances in all competitions this season and had been linked with Juventus and Borussia Dortmund

Foden, who has been with City since he was eight, is now contracted to the team he supported as a child until 2024.

His new deal is reported to be worth £30,000 per week.

“Phil Foden has agreed to a new five-and-a-half-year contract extension with City,” the club said on its official website.

Foden, dubbed the ‘Stockport Iniesta’ in reference to former Barcelona star Andres Iniesta, made his name by helping England Under-17s become world champions as he scored twice in the final against Spain in 2017.

He made his City debut in November 2017 as a substitute against Feyenoord and became the youngest English player to start a Champions League game against Shakhtar Donetsk last season.

City’s director of football Txiki Begiristain said: “We are delighted to have secured Phil for the next five and a half years.

A fuel tanker was involved in a lone accident on the Lagos-Ibadan Expressway on Friday, emptying its content on the national gateway as it fell on its side.

The accident led to a gridlock that spread from the expressway to major roads in Lagos State.

The Italian Competition Authority said on Friday that it has fined Facebook 10 million euros ($11.4 million) for illegally harvesting its users’ data for commercial purposes.

“The authority has found that Facebook, in violation of articles 21 and 22 of the Code of Consumer Rights, fraudulently encouraged consumers to register on its platform without informing them immediately and properly during the activation of their accounts of its data collection activities for commercial purposes,” AGCM said in a statement, announcing a hefty fine for Facebook.

According to the competition authority, Facebook has been practising “aggressive” policies toward registered users, “who suffer from the transfer of their personal data by Facebook to third parties without their direct and prior consent, thus without notification and automatically.”

Over recent months, Facebook has been in the international focus due to a number of data breach scandals.

In March, the social media company faced sharp criticism after it emerged that personal data of about 50 million users had been harvested by Cambridge Analytica without their permission via a special app.

The information was allegedly used to help target political advertising.

Earlier in the week, the UK parliament’s Digital, Culture, Media and Sport Committee released documents suggesting that Facebook executives, including founder and CEO Mark Zuckerberg, linked access to user data to the financial value of a developer’s relations with Facebook.

The US high-tech giant denied claims it had ever sold users’ personal data to third parties.

The Chief of Army Staff, Lt.-Gen. Tukur Buratai, has appointed new commanders for Operation Lafiya Dole, the military task force in the North-East.

The Director of Army Public Relations, Brig.-Gen Sani Usman, confirmed this in a statement on Thursday in Abuja.

According to Usman, the newly promoted Maj.-Gen. O.T. Akinjobi, Head of the Operations Monitoring Team at the Office of the Chief of Army Staff, has been appointed Commander, Sector 3, Operation Lafiya Dole.

He said that Maj.-Gen. M.G. Ali, Commander, 9 Brigade, has been appointed Commander of the newly created Nigerian Army Special Forces Command.

He said that Brig.-Gen. B.R. Sinjen would command Integrated Fire Support, while Brig.-Gen. F.O. Omoigui, had been moved from 2 Division, Nigerian Army to Army Headquarters’ Department of Training and Operations as Director of Operations.

Usman stated that the deployment moved Brig.-Gen. T.A. Lagbaja to 9 Brigade, Nigerian Army as commander.

Also affected, he said, was Brig.-Gen. O.R. Aiyenigba, Director, Land Warfare, Armed Forces Command and Staff College, who had been assigned to Office of the Chief of Army Staff as Head of Operations Monitoring Team.

According to Usman, Brig.-Gen. A.U. Kuliya is to take over as Director, Land Warfare at the Armed Forces Command and Staff College.

“Similarly, new Brigade Commanders have been appointed for some of the Brigades at Operation LAFIYA DOLE.

“These include Brig.-Gen. E.F. Oyinlola, 22 Brigade; Brig.-Gen. V.U. Okoro, 25 Task Force Brigade; Brig.-Gen. A.B. Mohammed, 26 Task Force Brigade and Brig.-Gen. A.O. Oyelade, 27 Task Force Brigade.

“Brig.-Gen. M.T. Usman, 28 Task Force Brigade and Brig.-Gen. M.G. Kangye, 37 Brigade.’’

The army spokesman added that Brig.-Gen. A.S. Ishaq had been appointed as Coordinator, Nigeria Police Force for Operation LAFIYA DOLE.

He also announced that new commanders had been appointed for the various Army Headquarters Logistics Commands at the theatre.

“These include Brig.-Gen. A.G. Ibrahim, Brig.-Gen. P.N. Okeson and Brig.-Gen. O.A. Aminu, for Logistics Base I, II and III, respectively.”

Usman said the posting affected several Commanding Officers of the various units in Operation Lafiya Dole.

He said Buratai had directed that all those affected by the posting must remain committed and fully in charge until they were properly relieved in line with standard operating procedures and military professional ethics.

The News Agency of Nigeria reports that Buratai had, shortly after decorating the newly-promoted senior officers on Thursday in Abuja, hinted that deployments were in the offing for them.

Kylian Mbappe was named as the winner of the Kopa Trophy for the best player of the year under the age of 21 at the Ballon d’Or ceremony in Paris on Monday.

The Peoples Democratic Party on Sunday said over N11trn had been stolen under the administration of President Muhammadu Buhari, particularly, in the petroleum sector, where he sits as minister.

It also challenged Buhari to respond to the alleged diversion of funds meant for the purchase of weapons and welfare of Nigerian soldiers to finance his re-election campaign.

The Director, Media and Publicity, PDP Presidential Campaign Council, Kola Ologbondiyan, in a statement, also accused Buhari of neglect and insensitivity that led to the escalation of killings and bloodletting in various parts of the country.

He said, “President Buhari should, by now, be providing answers for the over N11trn stolen under his watch, particularly in the petroleum sector where he sits as minister; the alleged diversion of funds meant for the purchase of weapons and welfare of our soldiers to finance his re-election campaign as well as the neglect and insensitivity that led to the escalation of killings and bloodletting in various parts of the country under his rule.

“Buhari should provide answers for his incompetence and harsh economic policies that plunged our economy into recession, leading to high cost of living, loss of over 30 million jobs, acute poverty, hunger, collapse of infrastructure in our country in the last three and a half years.

“On our own part, the PDP will continue to focus on issue-based campaign and run with practical answers to the myriad of challenges facing our nation in line with the manifesto of our repositioned party and the policy direction of our presidential candidate, Atiku Abubakar.”

Ologbondiyan, who is also the PDP Publicity Secretary, berated the Buhari presidency over what he called fresh lies on Atiku.

He stated that the attention of the PDP Presidential Campaign had been drawn to perceived fresh fabrications allegedly being sponsored by the Buhari Presidency, in what he termed the presidency’s unrelenting bid to tarnish the image of Abubakar.

He said, “It is indeed despicable that Buhari will continue to endorse the spinning of lies by his handlers against another presidential candidate, including their false claims that Atiku cannot travel to the United States, which Nigerians have since found to be mere fabrications.

“Is it not ludicrous that the Buhari Presidency has abandoned its statutory duties and turned itself into a lying, “monitoring spirit” on Atiku and his movements, yet it has not been able to produce any documentary evidence to substantiate its claims?


“Buhari’s fixation on Atiku, to the extent of sponsoring fabrications in a section of the media, only goes to show that he is intimidated by our candidate’s resume, his overwhelming popularity and policy direction, which have since amplified his (President Buhari’s) incompetence and lack of direction, as a result of which he is being rejected by the majority of Nigerians.”

Ologbondiyan described Atiku as a global figure that was not inhibited, in any way whatsoever, from travelling to any part of the world.

He stated that Atiku, however, was not prepared to make the sky his office.

This, according to him, is unlike Buhari, who, Ologbondiyan alleged had unleashed a widely condemned taste for very expensive and wasteful gallivanting with the national fleet, while Nigerians wallow in abject poverty for neglect and abuse of resources.

He said in any case, the PDP refused to lose sight that its campaign was on the rescue mission and that Nigerians were looking up to the PDP candidate for direction.

He stated they would not allow the Buhari Presidency to distract them from their focus of repositioning and redirecting the nation to the path of a united, peaceful, secure and prosperous nation where all citizens are happy and free.

He said, “The PDP campaign therefore counsels President Buhari to note that Nigerians have moved ahead with Atiku as their next President.

“He should therefore use the remaining days of his fading administration to prepare answers for his misrule.”

President Muhammadu Buhari for the first on Sunday, reacted to a trending allegation that he was cloned.
Buhari, according to the allegation, is dead, while the person going about as Nigeria’s President is a certain Jubril Aminu from Sudan, Buhari’s cloned version.

But, speaking in far away Krakow, Poland, Buhari called those spreading the allegation as “ignorant and irreligious.”

He described himself as the real Buhari, saying that he would soon celebrate his 76th birthday and would be stronger.

‘‘It’s real me, I assure you. I will soon celebrate my 76th birthday and I will still go strong”, a statement by his Senior Special Assistant on Media and Publicity, Mr Garba Shehu, quoted the President as saying.

Buhari, who was addressing the Nigerian community in Poland, responded to a specific question on whether he was the real Buhari Nigerians elected as President in 2015.

The interactive session was put together by the Senior Special Assistant to the President on Diaspora Affairs, Mrs. Abike Dabiri-Erewa.
The President spoke further, ‘‘A lot of people hoped that I died during my ill health.

“Some even reached out to the Vice-President (Prof. Yemi Osinbajo) to consider them to be his deputy because they assumed I was dead.

“That embarrassed him (Osinbajo) a lot and of course, he visited me when I was in London convalescing… It’s real me; I assure you.”

The President added that he was beyond harassment by anyone, except his grandchildren.

‘‘If I am getting harassed by anyone, it is my grandchildren, who are getting too many”, he said.

He told the session that he would continue to deliver on his campaign promises of improving security, the economy and the fight against corruption.

Buhari gave details,‘‘Those in the North-East will tell you that in spite of the recent setbacks, there is a difference between the time we came and before.

‘‘We are not doing badly on security, economy and agriculture. We have virtually stopped the importation of food, especially rice and we are saving a lot of money.

‘‘We now have food security and that has come with fiscal security because a lot of young educated people have not regretted going back to the farms and earning a respectable living.

‘‘I am afraid, this is not receiving good publicity… but a lot of people in the rural areas are enjoying the benefits of our interventions in agriculture.”
