THE Senate and the House of Representatives, on Thursday, respectively endorsed the Constitution Amendment Report by the (House) Committee on Constitution Review and passed into law, the electoral reform aspect of the constitution amendment bill.

While there were points of convergence in the Thursday resolutions of the two chambers, there were equally points of differences.


As an instance, the two chambers differed on the issue of cross-carpeting. While the House outlawed it, the Senate endorsed it.


The report on constitution amendment presented to the plenary session by the Deputy Speaker, Honourable Usman Nafada, outlawed defection by political office holders, while allowing independent candidacy.


According to the amendments, the Independent National Electoral Commission (INEC), National Assembly and state Houses of Assembly had been granted financial autonomy, as they would now be paid directly from the Consolidated Revenue Fund of the federation and states.


The approved report also indicated that to become president, vice-president, governor, deputy governor and member of the National Assembly, candidates must possess a degree from a recognised tertiary institution, just as it also indicated that a member of the National Assembly who had served before could contest, even without being a graduate.


An executive summary of the report, which was made available to the Nigerian Tribune, indicated that sections 65, 106, 131 and 171 of the 1999 Constitution was amended to accommodate independent candidacy.


Also, sections 68, 109, 135 and 180 of the constitution was amended to deal with defection, thus making a defector to automatically lose his seat.


According to the amended sections, where a person elected on the ticket of a political party decided to join another political party without evidence of a merger or factions in his former political party, he would vacate his seat.


The amended portion of the constitution also specified that where a person who was elected as an independent candidate became a member of a political party before the expiration of the period of his tenure of office, he would vacate his seat.


Any political office holder who was expelled by his political party, according to the amendment, would retain his seat only if he refrained from joining another political party when his tenure was still on.


Sections 81 and 121 so amended made provisions for inclusion of INEC, National Assembly and state Houses of Assembly for payment in the consolidated revenue fund of the federation and the states.


According to the proposed amendment, section 65, 131 and 177 had been altered to encourage a certain level of academic qualification among contestants into the office of president, vice-president, governors, deputy governors and member of National Assembly, such that contestants for the offices would need to possess a minimum of tertiary institution level or its equivalent, while obtaining relevant certificates of service as a member of the National Assembly for a complete tenure.


Sections 145 and 190 dealt with the periods of election in which a maximum of 60 days to a minimum of 30 days were required before the expiration of the term of office of the last holder of the office to a minimum of 120 days and a maximum of 150 days before the expiration of the term of office of the last holder of that office.


The report also recommended relevant sections of the Nigeria's electoral law to accommodate the alterations and adjustments made in the 1999 Constitution.


Also, on Thursday, the Senate passed the electoral reform aspect of the constitution amendment bill into law, with the approval for a change in the time for holding general election which could see the next election holding between January and March 2011.


The senators had voted in favour of the amendment of all the clauses of the electoral reform bill on Wednesday, but they deferred the passage of the bill for the third and final reading because of the discovery of the omission of Section 109 and errors on other aspects of the bill.


The Senate thus directed that the errors be corrected and the bill represented for final passage on Thursday.


The bill passed by the Senate indicated that general election would hold, not earlier than 150 days before the expiration of the term of office of the office holder and not later than 90 days before the expiration of the tenure.


Another feature of the bill is the approval of the nominees for resident electoral commissioners (RECs) by the Senate, which were, before now, appointed by the president.


The senators, also on Thursday, approved the missing Section 109 of the constitution to pave the way for cross carpeting by members of the Houses of Assembly.


It was also approved that anyone who would seek elective office must be a university graduate or its equivalent, besides that he must be a citizen of Nigeria by birth, attained the age of 40 years and sponsored by a political party of which he is a member.


The amendments also provided time frames for the disposal of election petitions before the swearing in a and general conduct of elections.

An intelligence official says that in the two months since a Nigerian man tried to blow up a Detroit-bound airplane, the government's list of suspected terrorists banned from flying grew from about 3,400 to 6,000.

An intelligence official says the government has nearly doubled the number of people on the no-fly list since the attempted Christmas Day attack near Detroit.


The official says that in the two months since a Nigerian man tried to blow up a Detroit-bound airplane, the government's list of suspected terrorists banned from flying grew from about 3,400 to 6,000.

The official spoke on condition of anonymity to discuss sensitive security issues.

The list expanded, in part, to add people associated with Al Qaeda's Yemen branch and others from Nigeria and Yemen with potential ties to the alleged would-be bomber, Umar Farouk Abdulmutallab.

Reviewing and updating the no-fly list were among President Barack Obama's immediate responses to the Dec. 25 attack.

Despite changes over time, the list remains an imperfect tool, dependent on the work of hundreds of government terrorism analysts who sift through massive flows of information. The list ballooned after 9/11 and has fluctuated in size over the past decade. In 2004, it included about 20,000 people. The standards for getting on the list have been refined over the years, and technology has improved to make the matching process more reliable.

It could take minutes to put a name on the list. Or it could take hours, days or months.

That's because the list is only as good as the nation's intelligence and the experts who analyze it. If an intelligence lead is not shared, or if an analyst is unable to connect one piece of information to another, a terrorist could slip onto an airplane. Officials allege that's just what took place ahead of the attempted Christmas Day attack on a Detroit-bound jet.

There are four steps to banning a person from flying:

--It begins with law enforcement and intelligence officials collecting the smallest scraps of intelligence -- a tip from a CIA informant or a wiretapped conversation.

The information is then sent to the National Counterterrorism Center, a Northern Virginia nerve center set up after 9/11. There, analysts put names -- even partial names -- into a huge classified database of known and suspected terrorists. The database, called Terrorist Identities Datamart Enterprise, or TIDE, also includes some suspects' relatives and others in contact with the suspects. About 2 percent of the people in this database are Americans.

Analysts scour the database trying to make connections and update files as new intelligence flows in. Abdulmutallab's name was in TIDE before the Christmas Day attempt, thanks to a warning his father gave the U.S. Embassy in Nigeria about the alleged bomber's extremist ties in Yemen.

But much of the information coming into the center is incomplete. This is one reason analysts didn't connect Abdulmutallab's father's warning to other fragmented pieces of information. Because of this, analysts did not send his name to the next tier of analysis at the Terrorist Screening Center, another Northern Virginia intelligence center, staffed by analysts from federal law enforcement agencies across the government.

About 350 names a day are sent to the Terrorist Screening Center for more analysis and consideration to be put on the government-wide terror watch list. This is a list of about 418,000 people, maintained by the FBI.

To place a name on that list, analysts must have a reasonable suspicion that the person is connected to terrorism. People on this watch list may be questioned at a U.S. border checkpoint or when applying for a visa. But just being on this list isn't enough to keep a person off an airplane. Authorities must have a suspect's full name and date of birth as well as adequate information showing the suspect is a threat to aviation or national security.

--Once armed with information for those three categories, about a half-dozen experts from the Transportation Security Administration who work at the screening center have two options. They can add a suspect to the "selectee list," a roster of about 18,000 people who can still fly but must go through extra screening at the airport. Or, if analysts determine a person is too dangerous to board a plane, they can put the suspect on the no-fly list.

The names on each list are constantly under review and updated as the threat changes.

In 2007, officials removed people who were no longer considered threats. Some were inactive members of the Irish Republican Army, a former law enforcement official said. And in 2008, the criteria was expanded to include information about young Somali-American men leaving the U.S. to join the international terrorist group al-Shabab, the senior intelligence official said. If a person on the no-fly list dies, his name could stay on the list so that the government can catch anyone trying to assume his identity.

At times, officials have allowed passengers to fly even if they are on the no-fly list, the former law enforcement official said. In some cases, this is to let agents shadow suspected terrorists while they're in the U.S. Before this happens, FBI agents and TSA experts consult with each other. If it is decided a suspected terrorist should be allowed on the flight, he and his belongings might then go through extra screening, he might be watched on camera at the airport, and more federal air marshals might be assigned to monitor him during his flight, the former official said.

As the government takes on more responsibility for checking names against the lists, officials hope the number of mistaken identity cases will dramatically decrease. And since Dec. 25, national security officials have been looking at ways to change and improve the standards for placing people on it.

One thing is for sure: Another incident like the Christmas Day near-miss will cause more re-examinations of a system still far from foolproof

Islamic Republic uncovered in Ibadan


Barely a week after the gory massacre of 500 souls in Jos, Plateau State, some Islamic fundamentalists are again at work to stage a similar pogrom on Christians in Ibadan, Oyo State capital.
Daily Sun investigation shows that some people have been distributing and dropping anonymous and inciting leaflets, calling for Jihad and attacks on Christians, in mosques within the volatile capital city and its environs.


Aside of this is emergence of a fanatical Islamic sect in Beree, a suburb of Ibadan in Oluyole Local Government Area, which is now under close watch of security agencies in the state due to its intolerance of other religious groups in the area.


The group was said to have established a village called ‘Madina’ about six years ago, where its followers camped.

It was learnt that the group was fond of destroying and defacing Christian crusade/revival posters in public.

Last Thursday, the extremists were also said to have threatened to attack Ogun (god of iron) worshipers in the community while the latter were celebrating their festival.

It took the intervention of elders of the community to pacify them and put the situation under control.

A police source told Daily Sun that the command has set up a dragnet for the group’s leader.

One of the inciting leaflets circulating in mosques urged Muslims to rise up against Christians in a holy war on the ground that they were losing their brethren to Christianity.

It said the attack must be carried out on a Sunday when their targets would be in church to worship.

One of the grouses of the author of the leaflet is that the ‘most educated’ Nigerians and ‘hypocrites’ in the country are Christians.

The leaflet writer regretted that Muslims in the southern part of the country had not been as militant as their counterparts in the North, stressing that they must now take a cue from past Jihadists in Kano and other northern states.

Intelligence reports on the development, Daily Sun learnt, was responsible for an emergency meeting the state Commissioner of Police, Adisa Bolanta, had with leaders of religious groups in the state last week.

At the meeting were: Rev. Bola Ajibike, who represented the Chairman of the State Chapter of Christian Association of Nigeria (CAN); Archbishop Akinfenwa; leader, National Council of Muslim Youth Organizations (NACOMYO) Alhaji Kunle Sanni; Dr. Dawood Alaga; Serikin Hausawa and representative of the Chief Imam of Ibadan, Alhaji Busari Suara.

The police boss was said to have intimated them on the existence of the hate letters and warned them against acts that could cause disharmony and crisis within the state.

Daily Sun learnt that the Muslim delegation complained about a certain Christian home video, featuring a Muslim called ‘Alfa Sule,’ it claimed, was provocative.

To this, the CAN leaders were said to have declared the body’s efforts at disciplining its erring members but called for maturity on the part of viewers of such productions.

The police commissioner calmed frayed nerves but reminded the meeting of constitutional freedom of expression and worship.

He, however, promised to request the film censor board to look into the complaint, adding that the video producer would be invited and cautioned.

The meeting ended with a resolution for the setting up of an inter-faith committee to meet quarterly to resolve issues of conflicts that could breach public peace.

Lagerback to be unveiled Wednesday

Lars Lagerback is expected to be officially unveiled at a media conference on Wednesday, just before the friendly international against Democratic Republic of Congo in Abuja.

The Swede will remain in Abuja to complete negotiations on the final details of his contract and is expected to sign the deal early next week before his midweek unveiling.

The NFF have proposed three local assistants for him in Austin Eguavoen, Daniel Amokachi and Alloy Agu.

Lagerback has, however, proposed to bring in three of his own backroom staff – one assistant coach, one physical trainer and one scout.

Meanwhile, a top official of the NFF has told KickOffNigeria.com that Lagerback was only offered an initial five-month contract until August because his wages will be paid by the Presidential Task Force, which will cease to exist after that time.

“The PTF will be responsible for the wages of the new coach, and their job will end in August after the World Cup. From that point on, it is the NFF that will take up the responsibility for paying the coach and it will be up to us to decide whether we want to keep him or not, depending on our performance at the World Cup.”

NFF Executive Committee member Taiwo Ogunjobi added that if the Glass House were suitably impressed by Lagerback, he would be offered a minimum two-year deal.

“We hope that he will do very well. If he does, we will not give him anything less than a two-year contract,” Ogunjobi told KickOffNigeria.com.

The PTF was set up by Nigeria President Umaru Musa Yaradua to help secure World Cup qualification and prepare the team for the tournament and their brief will end after the World Cup.

Man mi I remember my experience vividly, menh I use to tot flying on a plane was the coolest thing ever, like meeting fine babes or potential bizz partner, newayz let get to the story. My first experience was when Naija airways (abi na airline) still dey fly obodo oyinbo. I was happy and looking forward to this 15hrs trip (Non-stop). Firstly the way the inside of the plane dey smell like dead ratz the luggage area was mad too small, it only contain 2 small luggages (while unlike other planes u can fit close to 4 medium bags). Then come the food part, chei only in Nigeria will dey serve you ofoda rice (the type of rice that contains sand) with one humongous bush meat, menh I chop the meat for the whole 15hrs. Then come the story of the crazy passengers, e be like se we dey dress market the way iya risika and iya tawa dey yawn in loud tone , menh they spoke for like , the whole 15hrs, they were actually calling one and another iya basira bawo loja (how is market) iya kubura ijo wo loma losi south Korea( when r u going to s/Korea) iya ibidun, taye lolu nko (how is taye) and the hostess or wat ever they call themselves couldn't caution them, bear in mind there's is no T.V on naija airways, just one big screen that display current location of the plane, and guess what pple, the screen suddenly stopped working 3hrs to the flight. Now I have to listen to all these dress market yawn and to add salt to injury, there were no fine babe(s) na so so woowoo ppl dey the flight, and both take off and landing of the plane na like watching SAW V. that stuff was scary as hell, I could go on but ama stop right here, any how shaa

@tosh_acer. Dude you missing the whole point. How many percentage of Nigerians can boost of having basic amenities (i.e running water, 3 square meals/day, moderate transportation not personal cars but decent public transportation, light and above all security, very few)Go to Libya, Ghana even little Guinea do provide their citizenry with basic amenities. The purpose of the pictures is too make us think, if all these minor African countries can be shaping their countries into a better and sustainable one (with little or no natural resources) then the so called Giant of Corruption , oops my bad  i mean Giant of Africa should hide her name in shame.

I know one thing for sure, sooner or later all those money laundries, pot bellies, unscrupulous 'ol bastard that have  brutally raped  our economy and bastardized the value and image of our dear country will pay dearly with their blood or their children blood.
