Fct is not a state even in the law. The law is very clear. 3 requirements to become president. (1) win majority of the total valid votes cast.
(2)25% of valid votes cast in 24 states out of 36 states(2/3) (3)25% of valid votes cast in the fct. No twisting of the law.
