ORAUKWU—The tussle for the traditional stool of Oraukwu community has taken a turn for the worse as two monarchs have emerged in spite of issuance of Certificate of Recognition to one of the contestants, Dr. Emeka Onuorah by the Anambra State Governor, Chief Willie Obiano. Gov. Willie Obiano of Anambra State Last week Wednesday, the supporters of one of the contestants, Pius Ezedigbo Okoye marched to Government House, Awka to protest what they described as selection of Onuorah as the traditional ruler of the community. Barely 24 hours (Thursday), after the peaceful protest, the state Governor issued a certificate of recognition to Onuorah in his private residence at Oraukwu. In a meeting with his supporters in his Ezennaja country home on weekend (Saturday), Okoye and his group insisted that in spite of what the Governor had done, Okoye remained the elected traditional ruler of the community, having scored 535 votes against 15 votes scored by Onuorah in an election conducted by the Community Caretaker Committee empowered by the 1986 constitution of the community to conduct the election. But in a swift reaction, Onuorah while addressing newsmen on the issue said there was no election as claimed by Okoye and his group, saying that in a situation where there was one candidate, the candidate according to the custom and tradition of the community undergoes screening and thereafter ,he will be presented to the Reagent in Council and if he qualifies, he emerges as Igwe as was his case. “The Igweship in Oraukwu is rotatory and this is the first time we are talking about election for Igwe in this community. We have had five traditional rulers without election. “It is not true that I came last in an election. I never participated in it. I was not involved in any election. Okechukwu that had 20 votes was not involved in any election. It is the Reagent in Council that has the power to conduct the Igweship election. I was not informed of any election neither was Okechukwu informed and that was why we wrote petitions to the state government.” He added that the purported election was no election as even the Chairman and the Secretary of the committee set up by Secretary to the state government were not present at the said election. Onuorah said a Reconciliation Committee that will have members from the three villages in the community had been set up to reconcile all aggrieved persons to ensure the development of the community. The Okoye group resolved to contest their matter in a law court, saying that the Governor’s action was illegal because he did not consult the Caretaker Committee before installing Igwe Obiorah. “What the Governor has done amount to insult to the community. It is not good and we shall go to court to seek redress.

The United Nations has raised alarm over the illicit proliferation of Small Arms and Light Weapons (SALW) in Nigeria with over 350 million or 70 per cent of an estimated 500 million of such weapons said to be circulating in West Africa be in the country.

The director of United Nations Regional Centre for Peace and Disarmament in Africa (UNREC), Olatokunbo Ige, gave this statistics at the ongoing National Consultation on Physical Security and Stockpile Management (PSSM) in Abuja, organised by the Agency and Presidential Committee on Smalls Arms and Light Weapons (PRESCOM).

Ms. Ige said the country is awash with illicit weapons, which have found its way into unauthorised hands on non-state actors that are threatening the existence of the country, as well lives and properties of the people.

“The illicit proliferation of SALW has had a dramatic impact on peace and security in Africa, threatening not only the existence of the state, but also the livelihoods of millions of people across the continent,” she said.

“Nigerian is one of the countries that is experiencing some of the most devastating effects of the proliferation of SALW as a result of spillover effect of the recent crises in Libya, and Mali as well as unresolved internal conflicts in different parts of the country especially in the North East, Niger Delta and Southern regions.

“While reliable data on the numbers of these weapons circulating freely in the country is unavailable, analysts have in recent times estimated that of the about 500 million weapons that may be circulating in West Africa in 2010, some 70 per cent of these could be found in Nigeria,” she added.

She warned that “as alarming as these figures seem, it is very clear that if left unchecked, this scourge will not only jeopardise the developmental gains achieved over the last 50 years, but will also impede the nation’s capacity to achieve its developmental targets and therefore, negatively impact on the future generations”.

According to Ms. Ige, this has highlighted, more than ever before the critical need not only to control the flow of arms in the non-state sector, but also the state owned actors through the effective management of the armoury and weapon stockpiles.

“It is widely acknowledged that one of the major factors contributing to the illicit proliferation of arms is the ineffective stockpile management,” she noted.

The UNREC boss stressed that unsecured stocks and ineffectively managed stockpiles are a major contributing factor to the trafficking and diversion of arms into the illicit market and their subsequent flow to the terrorists and other criminal groups like Boko Haram and Niger Delta militants.

She said that part of the activities programmed under the PSSM in the Sahel project in the context of the UN and European Union (EU) is to support security and stability in the region.

Ms. Ige explained that the project, which is funded by the EU, has been developed jointly by the United Nations Office of Disarmament Affairs (UNODA) for the benefit of the six Sahel countries of Burkina Faso, Chad, Mali, Mauritania, Niger and Nigeria.

“This project aims to support states in the region to prevent diversion and trafficking of SALW and their ammunition, by improving the PSSM of national stockpiles,” she stated.

Also speaking, the Chairman of PRESCOM, Emmanuel Imohe, said Nigeria’s Firearms law was obsolete and ineffective in the face of the 21st century security challenges.

Imohe said that PRESCOM has to generate a new document in collaboration with relevant agencies for over six months to come out with a repeal of the firearms bill that is yet to be attended at the National Assembly.

He said: “The 1959 Firearms Act is obsolete and using the 1959 law to tackle the 21st century security challenges is ineffective.”

Human rights lawyer, Mr. Femi Falana (SAN), added his voice to the call for investigation and prosecution of federal lawmakers involved in the padding of the 2016 budget, but said the Department of State Service lacked both the moral and legal rights to carry out the probe.

[b]Falana said in a statement on Sunday that the DSS had by its recent acts lost moral right to probe the scam and thus could not be trusted with such responsibility.

He cited as an example, DSS’ recent arrest and detention of the principal officers and administrative staff of the Zamfara State House of Assembly for attempting to commence an impeachment proceedings against Governor Mohammed Yari on grounds of alleged corrupt practices



He also said there was no legal backing for the DSS to embark on such investigation as the agency, according to the senior lawyer, by virtue of National Security Agencies Act, was strictly limited to the “preservation and detection within Nigeria of any crime against the internal security of Nigeria.”

He said since the alleged budget padding was a form of economic crime and had nothing to do with internal security, the DSS should be stopped from going ahead with the investigation.

He also said the police as well as other anti-graft agencies should be allowed to get to root of the scam and bring the culprits to book.[/b]

Falana said, “It was reported last week that the Nigeria Police Force had commenced investigations into the criminal allegation of the padding of the national budget by some members of the House of Representatives.

“Some civil society organisations have also requested the Economic and Financial Crimes Commission and the Independent Corrupt Practices and Other Offences Commission to wade into the matter. Curiously, the State Security Service (Department of State Service) is alleged to have usurped the statutory duties of the police and the anti graft agencies by taking over the investigation of the padding of the budget.

“Based on the illegal decision to take over the investigation the DSS is reported to have sealed off the office of the Chairman of the Appropriation Committee of the House of Representatives.

“Having regard to the recent activities of the SSS and the clear provisions of the relevant laws on investigation of corruption and other economic and financial crimes the DSS lacks the moral right and legal powers to interfere in the investigation of the criminal allegation of padding of the budget in any manner whatsoever.”

He added, “More importantly, by virtue of the provisions of the National Security Agencies Act the powers of the SSS are strictly limited to the ‘preservation and detection within Nigeria of any crime against the internal security of Nigeria.’

“Since the padding of the national budget is a straight forward case of economic crime which is not concerned with the internal security of the nation the SSS should not play into the soiled hands of the criminal suspects in the House of Representatives as they may later turn round to challenge the legal validity of any criminal charge arising from a faulty investigation report.

“The SSS should be called to order as the nation cannot afford to bungle the investigation of the highly placed politically exposed persons involved in the padding of the budget.


“In the light of the foregoing, the Police and the anti graft agencies should be allowed to get to the root of the criminality of budget padding in the National Assembly.”
