Ghostwriting is basically a phenomenon in which a writer is contracted to work on a writing project which they do not take the credit for. ONCE considered the smartest hangout in town, the Benin Plaza motel in southern Nigeria’s Benin City has seen better days. Its chalet-style rooms are normally empty, and the Moat Bar, which promises “groovy nights and exotic cocktails”, has fallen into disrepair. For the Plaza’s recent influx of guests, though, the motel is the first comfortable night they have had in rather a long time. Requisitioned by the government for migrants repatriated from Libya, it offers new arrivals free accommodation for a few days while they find their feet. The repatriation programme is part of a joint UN and EU effort to stem the flow of migrants to Europe. It encourages those who have made it to Libya to go home voluntarily, rather than risk a rickety boat across the Mediterranean. People who turn back get a free flight—cutting out the need for a perilous return journey across the Sahara. The programme, launched in December 2016, repatriated some 15,000 migrants to various west African countries in its first year. Most of them were in squalid Libyan detention centres or destitute on the streets of Tripoli. This barely scratches the surface. The International Organisation for Migration (IOM), part of the UN, has registered more than 400,000 migrants in Libya, but it reckons there are between 700,000 and 1m of them in the country. In November video emerged showing Nigerian and other African migrants being sold for the equivalent of $400 each in what appeared to be Libyan slave markets. Options include fashion design, hairdressing and farming on land set aside by the state. The Nigerian leg of this programme is funded by Edo state, but Nigeria is one of 14 African countries sharing a €140m reintegration package from the EU’s Emergency Trust Fund for Africa. This €3.2bn pot, set up in 2015, gives African states money and help in resettling migrants returning from Europe and Libya in exchange for trying to stop illegal migration at its source. A study released earlier in March by Pew, a think-tank, estimated that at least 1m sub-Saharan Africans moved to Europe between 2010 and 2017. Many of them are Nigerian. Of those flown home from Libya by the IOM, the great majority are from Edo, says Mr Okoduwa. The state has a long tradition of migration, much of it by illegal means. The Nigerian Stock Exchange (NSE) opened on a positive note on Wednesday, after the Central Bank of Nigeria (CBN) raised key interest rate to its highest point in the bank’s available history. Obinna Chima The Central Bank of Nigeria (CBN) wednesday directed commercial banks to review and make adequate provisioning for all delinquent foreign currency-denominated loans in line with the July 1, 2010 Prudential Guidelines for Deposit Money Banks in Nigeria. The CBN, which also settled futures contract valued at N962.23 million, said in a letter by its Director, Banking Supervision, Mrs. Tokunbo Martins, titled: “Provisioning for Foreign Currency Loans,” dated July 27, posted on the bank’s website, that the move was in continuation of the efforts to enhance efficiency, facilitate liquidity and transparency in the foreign exchange market. Rationalising why it had become necessary to ensure adequate and proper provisioning, the central bank directed banks to ensure that the un-provisioned portion of all foreign currency-denominated loans and advances in their books are fully provided for immediately in their income statements. CBN Moves to Tame Inflation, Ups Interest Rate to 14 Per Cent In a strong bid to tame inflation, the Central Bank of Nigeria (CBN) on Tuesday raised the Monetary Policy Rate (MPR), otherwise known as interest rate, by 200 basis points to 14 percent from 12 percent. It also assured Nigerians of the stability of the banking sector, saying whilst it was poised to deal ruthlessly with any misdemeanour and malpractice, the recent removal of some banks chiefs was not a sign of distress. The apex bank spoke at the end of its two-day Monetary Policy Committee meeting in Abuja, indicating that while it moved up the interest rate, it left Cash Reserve Ratio (CRR) and Liquidity Ratio (LR) unchanged at 22.50 per cent and 30 per cent respectively as well as retained the Asymmetric Window at +200 and -500 basis points around the MPR. The MPR is the rate at which the apex bank lend to commercial banks and usually determines the cost of funds in the banking system. Addressing journalists at the end of the meeting, the CBN Governor, Godwin Emefiele, said five members voted to raise the MPR while three others voted to retain the rate at 12 percent. The hike in interest rate came on the day the Naira hit N310.07 to the US Dollar even as the World Bank raised some hope of a brighter year, raising its oil price forecast for 2016 to $43 per barrel. The governor, who admitted the difficulty among members in arriving at a decision over the MPR said it eventually settled for a hike given that the apex bank “lacked the instruments required to directly jumpstart growth, and being mindful not to calibrate its instruments in such a manner as to undermine its primary mandate and financial system stability, in assessment of the relevant issues.” He added that currently the balance of risks remained tilted against price stability. Emefiele further explained that the committee had considered the high inflationary trend which has culminated into negative real interest rates in the economy, a condition which according to him discouraged savings. He added that the negative real interest rates did not support the recent flexible foreign exchange market as foreign investors attitude had remained lukewarm, showing unwillingness in bringing in new capital under the circumstances. Notwithstanding the hike in MPR, the CBN Governor said the bank would continue to make targeted interventions in agriculture, mineral resources and new manufacturing, adding that it was committed to boost the economy through the Anchor-Borrower programme which has recorded significant success in local rice and wheat production.
