Too bad! Well, it doesn't work like that in Nigeria, the Government acts even if the supplementary budget is not ready. So the last paragraph has no adverse implications!

This is simple English it simply means the 2016 lapses last week so as at now there's no budget on ground till the 20117 budgeet is implemented. TThat's it
