For FCT to be anything special, everyone living in there must be based on population quota system. Everyone living in FCT must be based on numerical allotment. More like recruiting people from each state to fill into the quota of their respective states.

I don't believe in voting for competency when it comes to the president of Nigeria. I believe in the rights of all major ethnic groups to be producing presidents in a zoning pattern.
If Every major tribe is allowed to produce president at some point in time, then tribalism will die naturally.
