I didn't quite get the question very well,...but I'll try explaining what I think it might be.

The admission process is different from the one at the embassy,...you can do them at a different time interval,...but you cannot apply for a resident permit if you don't possess an admission letter,...

So, you can choose to verify, then legalize before applying for the admission or you can do it the other way around, (but just to be on the safer side, it's more advisable to apply for the admission first, before going through with the legalization)

Also concerning the time interval,..you can legalize your documents this year, and still use it the next year, it's a matter of choice,...

Please Emmanuel I would like to know something regarding birth certificate as included for documents verification.
There is one that says birth certificate issued by local government, and one says the one of NPC. Please are they two different things that must be submitted?
