I think web design strictly implies just HTML CSS and some javascript (maybe lesser javascript) ,you can build static websites as a web designer. You are totally designing apps for the client side (meaning all your codes are running only inside the browser).

On the other hand web development is a wider ecosystem, here you build web applications which are much more powerful and dynamic (understatement). Let me give you examples of what web applications are: Facebook.com, Google.com, Nairaland.com and the list goes on and on. Web applications are those sort of "sites" that require sign up, login and all other cool stuffs. There are a lots of languages in the web application space: PHP(very common), Java, Python, .NET framework, Ruby, etc. Here some of your code runs on the server(usually called backend or server-side) while some run on the client (usually called the frontend or client-side).

My advice is definitely go for web development, because there you will be exposed to core programming concepts. Besides the market tends to favour web developers than web designers. A web developer "might" do what a web designer does without breaking a sweat, while the web designer can never do what a developer does.
