UNPAID DECEMBER STIPENDS AND SELECTIVE AND ARBITRARY PAYMENTS OF JANUARY STIPENDS: WHOSE FAULT? STATE GOVERNMENTS OR VOLUNTEERS? By O. Mariam Allow me to begin this epistle on an accusation note... State governments are responsible for our unpaid December stipends and the selective and arbitrary January's payments, and other related irregularities in the Npower scheme... Having clearly and succinctly established the main driving point of my narrative and which will also stand as the founding motive of my piece of writing, follow me keenly as I try to juxtapose and elaborate the various scenarios that led to the above truism. Npower is a federal government scheme and as such, should be characterized by the principle of equity, equality and fairness to all the 36 states of the federation; by this, I mean all states across the federation are, or should be given equal opportunities. A brief reminiscence into the genesis of this program will reveal to us how majority of the northern states have welcomed it open handedly and given it the most deserved attention and recognition while their counterparts in the South were still doubting its sustainability. They couldn't believe the federal government could really embark on such laudable initiative; empowering young graduates with a token of N30,000 per month. They were also surprised and shocked that the federal government could succeed in that gigantic effort without the active participations and involvements of states. No politician was given consideration. So they were still under the shock when their northern counterparts took advantage of the offer. And that justifies why most northern states have lesser issues of reported cases compared to their southern counterparts. When the north was busy with state organized verifications, in the south, we were still directionless. It took us two or three weeks to be updated to level with the north. Now that it is time for harvest and time to enjoy the benefits of the scheme, the south is lagging behind... Updates upon updates, reverifications upon reverifications, rescreenings upon rescreenings, followed by mass disqualifications of successful volunteers in some cases (Ogun state)... While most participants of the same program in the north are already enjoying 3 months salaries... A state like Lagos bluntly refused to allow the verifications of successful volunteers until they resorted to protest. Till date, no volunteer in Lagos state has been paid a dime. Now the question is, whose fault? This is clearly the fault of the state governments. No need to mince words. In Osun state where over 10,000 volunteers were successfully verified on the 10 and 12 December 2016, only 600 received their December stipends early January. The subsequent payment that was made on March 1, 2017 was very selective and controversial as many volunteers were left unpaid and the month specification was not indicated. The worst of it all is the "I don't care attitude" of the state government towards the yarning of the suffering youths. Using this medium to call on all concerned authorities at both the state and federal levels to put into place mechanisms and devices that will attend to and alleviate all challenges faced by the volunteers in every state and ensure they are regularly paid, we also implore all volunteers to do all what is required from them to fix the itches, and call on them to always speak up and employ all legal and civil means to ensure the irregularities of the scheme are exposed and attended to. 1 Like |

Updated January 15, 2017 The Presidency in Nigeria has asked citizens to refuse paying any money for the Federal Government’s Social Investment Programmes (SIP), saying none of the programmes attracts an application fee. A spokesman for the Vice President, Mr Laolu Akande, gave the government’s position on the programme on Sunday while giving a weekly media update on the SIP. He said the government had received reports about instances where Nigerians were being asked to pay application fees for SIP forms. “We want to make it clear that such action is illegal and could warrant criminal prosecution. “Let us make this very clear: in order to benefit from N-Power, you don’t have to pay any application fees at all. “The way to apply is to go online to the N-Power portal. But it is not open right now as we are still working on the 200,000 unemployed graduates already engaged,” Mr Akande explained. Regarding the CCT, he also explained that there were no application forms or fees to be paid either. He said: “We are using a Community-Based Targeting template of the World Bank and as we have explained this is the mode of identifying the poorest of the poor and the most vulnerable”. The Vice President’s spokesman observed that there were instances during the N-Power online application process when some leaders decided to gather information of their people and then upload them onto the N-Power Internet portal to meet the online application requirement. “We don’t frown on such an effort as long as the information of the N-Power applicants are properly in-putted online. But we frown at anyone selling forms to Nigerians for this programmes,” he said. On claims that some party agents have been involved in such illegal form sales, Mr Akande said “the rule affected everyone”. “No one should sell forms for N-Power or any of the President’s Social Investment Programmes. That is exploitation and it is fraudulent.” On the progress so far recorded on the Conditional Cash Transfer (CCT), Mr Akande said payment was now taking place in all the nine pilot states, adding that altogether FG has already made cash available to keep the payments going. Akande said while the CCT payments have started in the pilot states, although not everyone in those states have been paid due to logistics and banking challenges. He disclosed that three banks Stanbic, Access and GTB have been very helpful in the process, including supporting the implementation of aspects of the CCT pro bono. The Vice President’s spokesman also told reporters that the Homegrown School Feeding Programme would also proceed this week with the addition of five states who will now be getting FG funding to ensure that primary school pupils in those states start enjoying one hot meal a day. Ogun, Oyo, Ebonyi, Enugu, and Osun states would be added added to Anambra where the school feeding programme kicked off last year, to increase the number of states where the programme is being implemented to six. At least 5.5 million Nigerian primary school pupils would be fed for 200 school days under the free Homegrown School Feeding Programme, according to the 2016 Budget, which has an allocation of 93.1 billion Naira appropriated for the feeding scheme. stand to be corrected# The Lagos state Government seems to be playing with fire. We all gathered at Alausa this Morning hoping that the verification would commence as earlier circulated on this platform yesterday, but lo and behold we were told that some group of Lagos Npower volunteers were there protesting peacefully yesterday , but because their number was insignificant about 23, nobody answered them or paid attention to them saying that nobody in Lagos State Executive , Legislative or Ministries and Department is aware of the FGN NPOWER PROGRAMME # imagine the nonsense#. They later told them that only a selected few, about six of them to be precise should come today being Tuesday to hold a secret closed door meeting to represent the interest of 11,000 volunteers across 20 local government. #imagine the nonsense#, but surprisingly when fellow volunteers started turning up today, we numbered up to 500 , and seriously we were all agitated and angry to hear of what transpired on Monday, nothing conclusive, therefore when they said we should be patient for them to attend the closed door meeting, we refused, and all decided to march down to the Governor's Office to plead our cause in one large voice, luckily enough we got the attention of the Speaker of the Lagos House of Assembly Hon. Mudashiru as his convoy was coming into the complex, he had to come down and address us and told us that the Government including the Legislative is not aware of the Npower programme at all, but that he will make enquiries into issues now that we have informed him to settle our grievances, unsatisfied we proceeded to the office of the Governor were the policemen tried holding us back, but we successfully gained their attention and were directed to meet with Representatives from the office of the office of Secretary to the Lagos state Government and NOA offices. There they finally told us that they had never being aware, but now that we had made them aware Ambode has finally signed the MOU and that they were going to start acting on that from now slowly being that Lagos is big and organized so that they will not end up employing miscreants and people with fake certificates into Government offices and Department, we tried telling them that was the purpose why the FGN involved them them for the verification exercise, hence they should proceed with our verification so that we can be paid our December stipend, but they refused saying that the office of one Mrs Falana( Lagos State Focal person) in the Ministry Of Women Affairs will need to inform relevant authorities as well as print and publicize the programme while working out modalities on how they can absorb some of us to be employed, and that they will get back to us by the end of January #IMAGINE THE BIG NONSENSE # Lagos State Govt is playing with Fire, and they will be burnt, they think this is a State Govt tribalism oriented programme...Shame on Ambode and his Men. Out of 11,700 that was chosen only close to 30 came out. We were very few yesterday that's why the governor couldn't attend to us. Just calculate 30,000 ×11,000 for just one month stipend and see the result. If someone can come all the way from Epe, Lekki, and Ikorodu what about you that live close by. I was suprised yesterday when only 3 people came out from Ikeja. I want to assure you something our turnout today will determine if Ambode is going to attend to us. Also please am begging you no weapon or any act that may lead to chaos, i believe we're intellectual graduates that knows what is right.
