The Presidency has risen in defence of President Muhammadu Buhari, saying he has achieved a lot in the area of fighting corruption in the seven months of his administration.
The Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, said this in a statement on Wednesday.
Shehu was reacting to a recent report by the Centre for Democracy and Development which claimed that Buhari had only achieved one out of his 222 tracked electoral promises, representing 0.5 per cent of the promises.
The CDD had based its report on critical sectors such as security, the economy, fighting corruption, oil and gas, agriculture, and social and environmental sectors.
But the presidential spokesman said it was mischievous to attribute to the President promises he did not make during the campaigns and hold him accountable.
While advising leaders of the CDD to rise above what he called petty partisanship and stop misleading Nigerians, Shehu said any unbiased person would recognise the achievement so far made by Buhari in curbing corruption.
According to him, no sincere Nigerian will fail to recognise the courage of the President to tackle corruption in a country where impunity was once celebrated.
The presidential spokesman added that within seven months, Buhari had successfully blocked the leakages in the system.
He said as a result of these efforts, the Nigeria Customs Service had quadrupled its revenue base within seven months, a feat the service could not achieve in years.
“Doesn’t the President deserve credit for this and other efforts to confront the monster of corruption?” Shehu asked.
On the economy, he said it was wrong to blame the President for the falling oil prices in the world market, a challenge which he said had made Buhari lay emphasis on economic diversification.
He recalled that President Barack Obama of the United States had inherited an economy in crisis in 2009 and was not judged in his first seven months in office.
Shehu explained that in the case of Buhari, it was a double tragedy because he inherited an economy in crisis on account of declining oil revenues and an economy also ravaged by large-scale corruption.
He, however, said progress was being made in recovering the nation’s stolen funds.
He said an escrow account had been opened for that purpose.
Shehu added, “He (Buhari) is making good strides towards improving governance by tackling corruption. Till date, a good number of persons believed to have collectively stolen billions from taxpayers have been arrested and are facing the courts.
“We are working with our allies across the world from Britain and America to France and Germany to China and the UAE to source, locate and repatriate misappropriated funds.
“So far, an escrow account has been opened for money that is being returned. This is only the start. The return of stolen funds is important, but it is just as critical to ensure that those who seek to steal realise that no longer will there be such impunity in Nigeria.”
He said Buhari’s war against corruption and terrorism had become a template for Africa and the rest of the world.
The presidential spokesman said it was, however, ironic that at home, some individuals were not prepared to give these successes the recognition they deserved.
Shehu said, “The latest CDD episode is a shocking reminder to their failed attempt to hold the President to ‘100 promises in 100 days’ which disastrously crashed on the head of the proponent.
“The elevation of the act to a new high of 220 promises is a knee-jerk reaction that seeks to play to the gallery and score points against the President.”

The National Bureau of Statistics on Tuesday stated that investment inflows into the country dropped by $11.1bn (N2.18tn) from $20.75bn in 2014 to $9.64bn at the end of the 2015 fiscal year.

The bureau, in its capital importation report a copy of which was made available to our correspondent, in Abuja, blamed the development on both external and internal factors.

For the external factors, the report explained that while the country had between 2012 and 2014 experienced high increase in the level of investment inflows owing to its inclusion in the JPMorgan Bond Index, such could not be achieved in 2015.

Nigeria was removed from the index last year due to what was described as lack of liquidity in the system for foreign investors as a result of scarcity of foreign exchange.

For internal factors, the bureau said the tougher economic environment in the country was responsible for the drop in investments.

The NBS said in each of the consecutive quarters of 2015, there had been a large annual drop more than what was recorded in the previous period.

For instance, it said in the third and fourth quarters, capital inflows were respectively 58 per cent and 65 per cent lower than in the same quarters of 2014.

The report stated that the sum of $2.74bn was invested in the economy between July and September last year, while the balance of $1.55bn was invested in the economy in the last three months of 2015.

The report read in part, “The total value of capital imported into Nigeria in the third quarter of 2015 was $2.74bn, up by 3.07 per cent from the preceding quarter. This was followed by a total of $1.55bn in the fourth quarter, a decline of 43.34 per cent from levels recorded in the previous quarter.

“The total for 2015 was recorded at $9.643bn. This represents a 53.53 per cent fall on the previous year when the total was $20.750bn. Each consecutive quarter of 2015 saw a larger annual fall than the previous; in the third and fourth quarter, capital inflows were respectively 58.00 per cent and 65.40 per cent lower than in the same quarters of 2014.”

corruption watchdog.
Transparency International (TI) says it has seen
no improvement in powerhouses Nigeria and
South Africa.
Its corruption index puts Somalia at the top of
the list of the world's most corrupt countries.
The annual index looks at factors such as the
prevalence of bribery and the perception that
government officials go unpunished for corruption.

The watchdog said the countries perceived to be
the most corrupt tend to be in conflict; have
weak institutions such as the police and the
courts and lack independent media.
Somalia has not had an effective central
government since its long-serving ruler, Siad
Barre, was overthrown in 1991.
North Korea, which has been one of the world's
most secretive societies, shared the spot of most
corrupt with Somalia.
The "cleanest" countries, such as Denmark,
Finland and Sweden, tend to show the public how
money is spent and have judges that don't
differentiate between rich and poor, the report
says.
TI picked out Ghana - which has been rocked by
an undercover film showing judges allegedly
taking bribes - as a pocket of hope where
activists "worked hard to drive out the corrupt".
Senegal, where the government has introduced a
series of anti-corruptions laws, was one of the
biggest improvers this year.

Former finance minister, Ngozi Okonjo-Iweala, has reacted to a call by senior lawyer, Femi Falana, for her prosecution for crimes against humanity.

Mr. Falana had written to the International Criminal Court urging the trial of past and serving military and civilian Nigerian officials, indicted in an ongoing investigation into the diversion of billions of money meant for purchase of arms to fight Boko Haram.

“The failure of a former Finance Minister, Ngozi Okonjo-Iweala to prevent widespread and systematic corruption including the re-looting of the Abacha loot amounts to complicity under the Rome Statute, and therefore fits the legal requirements of a crime against humanity,” Mr. Falana, a senior advocate of Nigeria wrote.

In her reaction Monday, Mrs. Okonjo-Iweala dismissed the call as a “desperate joke by an integrity challenged charlatan”.

The malicious attempt by Lagos Lawyer, Femi Falana to mix Dr Ngozi Okonjo-Iweala up in issues that have nothing to do with her in his letter to the International Criminal Court (ICC) is a desperate joke by an integrity challenged charlatan (ICC).

This misadventure shows that the so-called learned lawyer does not have any idea of what the mandate of the ICC is about.

He has resorted to this action because his previous efforts to tarnish her name – through his discredited NGO, SERAP and petitions to the EFCC – failed because they were lacking in credibility.

This latest effort to try to attach her name falsely confirms that Femi Falana is nothing but a tool of corrupt elements whose interests were hurt by the work Dr. Okonjo-Iweala did in fighting corruption while she was in office.

These elements have now made a habit of making false allegations against Dr Okonjo-Iweala whenever she receives any national or international recognition for her work. The pattern is clear and Nigerians should be alert to it. But Dr Okonjo-Iweala will not be intimidated from going on with her life and performing her duties. She will not give in to cowardly and unmanly bullying.

Falana’s latest attempt to implicate Dr Okonjo-Iweala falsely suggests that he is suffering from an ailment that may be described as Chronic Cerebral Amnesia (CCA) because he simply has no grasp of the facts.

Here are the facts:

FACT NO 1: OKONJO-IWEALA HAS NOTHING TO DO WITH THE $2.1 BILLION ARMS CONTROVERSY

Contrary to Falana’s lies, Dr. Okonjo-Iweala has absolutely nothing to do with the alleged misuse of $2.1billion by the office of the former National Security Adviser. Falana and his sponsors are simply trying to invent a connection where there is none.

The January 20, 2015 memo in which Dr Okonjo-Iweala sought and received the approval of former President Jonathan for the release of part of the newly returned Abacha funds to the NSA for purchase of arms is totally separate from the $2.1 billion issue.

The memo which is now in the public domain speaks for itself. The release of the resources was in response to an approval by the former President following a meeting chaired by him after a committee had considered the request.

The memo clearly documented Dr Okonjo-Iweala’s insistence that the proper procedure be followed, subject to appropriation and according to financial regulations. Dr. Okonjo-Iweala went further to state that the former NSA should account for the funds to the former President since she is not a member of the Security Council. The attempt to link Okonjo-Iweala to the $2.1billion issue is therefore dead on arrival.

FACT NO 2: OKONJO-IWEALA WAS NOT IN GOVERNMENT WHEN MOST OF THE ABACHA FUNDS WERE RECOVERED

Falana and his sponsors have claimed that billions of dollars of Abacha funds were recovered and that Dr Okonjo-Iweala should account for the recovered funds.

The fact is that some of the funds recovery was done under the regime of General Abdulsalami Abubakar and the first term of President Olusegun Obasanjo when Dr Okonjo-Iweala was not even in government.

During the time Dr Okonjo-Iweala was Finance Minister in the second Obasanjo administration, $500m was recovered. As documented by the Field Study conducted by the World Bank with the assistance of national and international NGOs, this amount was properly applied.

Falana’s insistence on the contrary shows how despicable he is and how he is ready to ignore facts and concoct a fiction in the service of his sponsors.

FACT 3: OKONJO-IWEALA LEFT STRONG LEGACIES AS A CHAMPION OF TRANSPARENCY AND THE FIGHT AGAINST ​CORRUPTION WHILE IN GOVERNMENT

It is on record that Dr. Okonjo-Iweala championed transparency and vigorously fought corruption during her two terms as Minister. Among other actions, starting from the second Obasanjo administration, she, for the first time in Nigeria’s history, published monthly revenue allocations to all tiers of government for Nigerians to see.

​​While serving in the Obasanjo administration, she requested the assistance of the World Bank and DFID, the UK’s development agency to build institutions and systems that could block leakages from the treasury. This work stalled after she left office in 2006. In August 2011 when she returned under the Jonathan government, with the assistance of the Ministry of Finance Team, she re-invigorated the establishment and use of the Integrated Personnel and Payroll Management Systems (IPPIS), the Government Integrated Financial Management System (GIFMIS) and the Treasury Single Account (TSA), all of which saved the country billions of naira by drastically reducing avenues for corruption in the public service. These facts are well documented in successive World Bank, DFID and IMF Article 4 Reports.

It is gratifying that the present government has adopted and is further building on these systems for the benefit of the country.

FACT NO 4: DR. OKONJO-IWEALA’S MOTHER WAS KIDNAPPED AND ALMOST KILLED BECAUSE OF THE FORMER MINISTER’S STANCE AGAINST CORRUPTION

Falana is callous beyond belief for ignoring a fact of recent Nigerian history: the kidnap of Professor Kamene Okonjo, the then 83 year old mother of Dr Okonjo-Iweala by agents of fuel subsidy fraudsters who were angry that the former Minister had blocked them from defrauding the country further.

The kidnappers had told the traumatised old woman that they were sent to punish Okonjo-Iweala for refusing to pay some oil marketers. It is on record with the State Security Services that the kidnappers initially demanded the resignation of Dr Okonjo-Iweala in return for the release of her mother. Thank God Professor Okonjo is still alive to tell her story today and she will not be silenced.

It is extremely insensitive and, in fact, inhumane for Falana and his sponsors to level false accusations against someone like Dr Okonjo-Iweala who went through this kind of searing personal ordeal for her principled fight against corruption.

CONCLUSION

Falana’s attempt to implicate Dr Okonjo-Iweala falsely is a disservice to law, justice and the image of the country. It is sad that a person who had earned some prominence as a human rights lawyer now tramples on the human rights of others as a political jobber.

He and his sponsors are engaged in nothing but media harassment, cyber bullying and intimidation against innocent persons like Dr Okonjo-Iweala for political and pecuniary gain. That is why Nigerians should not give in to Falana’s self-imposed Chronic Cerebral Amnesia (CCA)

Rights activists on Friday described the N4bn
proposed for Aso Rock clinic and N800m for a
website in the 2016 budget as embarrassing and
abnormal.
The activists claimed that the proposals were
the direct opposite of President Muhammadu
Buhari’s change mantra.
President, Rights Monitoring Group and Country
Director, Centre on Convention for Democratic
Integrity, Mr. Femi Aduwo, said proposing such a
huge amount for Aso Rock clinic and website
indicated that the President’s change mantra
was just by name and not by action.
He said, “If N4bn is proposed for Aso Rock clinic
in a year and the facility is meant for the Very
Important People, I want to believe that the VIPs
go beyond the President and the Vice-President.
For example, if you have an equipped clinic in
Aso Rock, all the former presidents, former
ministers and former governors can go there for
medical checkup, but as it were today, we know
that all the former presidents and former
governors don’t use Aso Rock clinic. This is an
Aso Rock clinic that could not take care of
former President Umaru Yar’Adua when he was
sick.
“So, if you propose N4bn to be spent and there
are elements of trust and transparency in the
spending, there is no problem with that, but if
you propose N10 for the project and the money
is looted or stolen, we will still go back to square
one.
Aduwo added that it was shameful that N800m
was proposed for a website in this modern era,
when the website of the United States President,
Barack Obama, cost less than $1m.
Another activist and lawyer, Mr. Ebun
Adegboruwa, urged Nigerians to join him to
persuade the President to reduce the budget for
the Aso Rock clinic and the website.
While recalling that Nigerians were angry when
former President Goodluck Jonathan budgeted
N1bn for feeding in 2014, Adegboruwa asked
Buhari to be a “shining example of a Spartan
leader who is not interested in living a life of
luxury at the expense of the people he was
elected to govern. He should let the charity begin
at home.”
He said, “There is a consensus that the budget
is not that of change expected from the
President. The change means you don’t want to
do things the way they were used to be done.
“Though I accept the fact that the Office of the
President deserves all the glamour and the state
of the art equipment, the amount budgeted for
Aso Rock renovation, for website, for Aso Rock
clinic, for maintenance of generator is becoming
like a scandal to us as a nation. This is very bad
and I urge the President to scale down the items
of luxury; the items that have no explanation.
“The President has no record of any medical
illness. When the campaign was on and it was
alleged that he had health challenges, he denied
it flatly. So, who is going to use the N4bn Aso
Rock clinic? The vice-president and his wife are
hale and hearty. So, who is going to use the
facility? This is not a good example at all. I
believe that the President will listen to the cry of
Nigerians and scale down the budget.”
The Executive Chairman, Coalition Against
Corrupt Leaders, Mr. Debo Adeniran, said some
of the proposals in the budget were
embarrassing.
Adeniran said some Nigerians, who had expected
Buhari’s government to be prudent, would be
disappointed by the proposals, which he
considered as outrageous.
He said, “The costs of many items in the budget
are very outrageous and it is very embarrassing
that a government that claims to be prudent in
spending is allocating so much money to some
little items.
“If one ministry plans to upgrade its website for
as much as N800m, then how much would all
the federal ministries upgrade their websites or
set up new ones?
“This is a country that is asking average
Nigerians to tighten their belts; why should it be
that it is at the level of the people that we
tighten our belts while those in authorities will be
losing theirs? It is uncalled for.”

The former Governor of Niger State, Dr.
Babangida Aliyu, has denied having any property
in Dubai or Abu Dhabi in the United Arab
Emirates.
Aliyu said in a statement signed by his Adviser
on Media, Mr. Israel Ebije, on Friday that a list of
political office holders who are alleged to have
properties in the UAE, circulating on the social
media was nothing but a product of mischief.
He said that those peddling the information were
only out to ridicule him and expose him to
investigation.
The former governor challenged those behind the
information to produce evidence of such
properties including pictures.
He called on the Federal Government to take over
any property found to belong to him in Dubai as
he did not have any.
He also called on the citizenry to ignore the
reports which he described as false.
“I do not have properties in Dubai or Abu Dhabi
as peddled by some media organizations. I don’t
even own a mattress outside Nigeria.
“They should do their investigation and if I am
found guilty of owning any property in UAE, the
Federal Government should appropriate it.
“I wish therefore to tell Nigerians to discard the
allegation. It is not true, it’s mischievous,
misleading and aimed at rubbishing my name”
He said that he was in support of the current
move being made by the President to retrieve
stolen funds and to make political offices less
attractive in the country.
“I am totally committed to the President
Muhammadu Buhari decisive effort towards
repatriating stolen funds and his plan towards
making political offices less palatable and
incidence of impunity as low as possible. I am
however concerned over baseless accusations
peddled against my person,” he added
Aliyu who said that he belonged the group of
politicians who did not loot his state treasury,
decried the prevalent situation where all
opposition political figures are viewed as corrupt.
He said that targeting the opposition as corrupt
was inimical to the credibility of the campaign
against corruption.
He said that he was being exposed to allegations
of corruption because of his decision to remain
in the PDP.
Aliyu said that he led the G-7 group of governors
to fight impunity in the PDP and wondered if
such allegations would have been made against
him if he had moved to the APC.

Good governance, opportunities for young
people, and winning the campaign against
the “exploiters, liars and criminals” who are
twisting “a great religion”. These are the
three pressing issues we must tackle now for
a better future, according to US Secretary of
State John Kerry, who addressed participants
at Davos on Thursday.
All three challenges are connected.
First of all, “extremism often finds
nourishment where leadership is fragile,”
Kerry said. Only better governance can rout
the scourge of corruption, which costs the
global economy $2.6 trillion, blights job
prospects and “opens up a vacuum that
allows the predators to move in”. He called
on business leaders to “demand
accountability” from their counterparts in
government, highlighting the links between
corruption and unrest in countries including
Libya, Yemen, Burundi and Iraq.
Second , jobs are essential to prevent young
people, the “swing voters in the struggle
against violent extremism”, growing up
“without opportunities for a better life”. In
today’s global, digital society:
“Young people are not only frustrated but
completely aware of what they don’t have in
a world where everyone is connected 24/7.
Who are they going to listen to?”
In this context, Kerry spoke of the
importance of the latest Sustainable
Development Goals, launched at the UN last
year, and the “holistic” kind of leadership
identified by Professor Klaus Schwab,
Founder and Executive Chairman of the World
Economic Forum. He called on countries
around the world to remove barriers to
innovation, make it easier to start a
business, and give “women and girls the
chance to compete.”
Third , we must win the campaign against
extremism, Kerry said. We should neither
resign ourselves to a world where today’s
violence and conflict are seen as “the new
normal”, nor over-react and “define our
adversaries so broadly” that our actions
backfire.
He spoke of how people around the world
had defied extremists’ attempts to exploit
divisions, from Muslim passengers donating
headscarves to stop non-Muslims being
targeted after al-Shabaab militants stormed
a bus in Kenya, to Muslims taking to Twitter
to mock a call for ISIS recruits, saying that
they would rather “watch Star Wars” or be
“part of a civilized society”.
Beyond resisting divisions, “Nothing would do
more to terminate Daesh (ISIS) than an end
to the war in Syria,” he said, and “we’ve
taken important first steps”. Ending the war
was a priority for "every government in the
region", he added – no matter how much
they disagreed.
