Instead of complaining, you have the power to reduce demand and lower food prices.

Write to State Ministry of Environment or Environmental Sanitation Department of the local Government of your jurisdiction you can tell them you want to be annoymous for safety reason. He will be given time to fix it or have his premises sealed. There is cholera outbreak in over 30 States, don't keep shut and die in silent.
