President Jonathantoday TuesdayDec. 9th called on politicians to shun “ceaseless quarreling” and engage in robust political debates that would strengthen the country’s democracy.
Jonathan made the call at the public presentation and official launch of the Kukah Centre, founded by prominent cleric and Catholic Bishop‎ of Sokoto Diocese, Rev. Fr. Matthew Kukah.
‎‎Among other aims, the centre was established to strengthen national debate, improve governance and encourage Nigerians to take an active role in the country’s leadership.
Jonathan ‎said that the nation’s democracy should be deepened by robust debates, stimulation of innovative ideas and healthy engagements by all actors.
“I call on everyone, the political class, our citizens and more importantly, the academic community to rise up to these challenges posed by this initiative (centre).
“I think we are over defining our democracy today by quarreling as if democracy is about competitors quarreling just like motor park workers,” he said.The president urged politicians to use the 2015 elections to renew their commitment ‎to the country’s unity. He said:
“As elections draw close, I call on all politicians to see this as another opportunity for us to renew our commitment to deepen our democracy and strengthen our bond of unity.
“Democracy is not about ‎political parties and politicians alone, it is not just about winning or losing elections; it is about freedom, about development and above all a forward march of our civilisation and encouragement of creativity.
“It is in this regard that we must seek to identify and support the growth of structures and institutions that will help strengthen our democracy to‎ meet our aspirations as a people.”Jonathan noted that policy research institutes like the Kukah Centre had been pivotal to the social economic transformation of leading countries of the world‎.
According to him, such centres have served as the laboratories of the development, inter-relation and the refinement of key government policies.
He likened the Kukah Center to the Brooklyn Institute in America, which pioneered fact-based studies of government policies, using science as a key to analysis.
The president then challenged Nigerian politicians to draw inspiration from it.‎
‎"I’m personally convinced that the centre could not have finer mentor than the revered gentleman of long patriotic standing, Bishop Matthew Hassan Kukah,” he added.The centre also aims at promoting conversations among Nigeria’s faith communities, as well as between leaders in faith and public policy.‎

Russia has said that the arms and ammunition being conveyed by a plane that was seized at the Aminu Kano International Airport, Kano, on Saturday belonged to the French peace-keeping mission in Chad.
The Russian Embassy in Abuja, which said this on itsTwitterhandle on Sunday, explained that the seized aircraft had been chartered to transport the military equipment and that the crew members were not Russians.
The embassy also denied that the plane was Russian.
The Antonov Cargo Aircraft, carrying some attack helicopters and containers and arms and ammunition, was impounded by security personnel at the Kano airport on Saturday.
The embassy said it was taking all measures to ensure the departure of the plane with its military cargo.
The series of tweets from the embassy were in Russian but were translated to English.
It read, “Military equipment on board aircraft in Kano en route from the Central African Republic in Chad, allegedly owned by the French peacekeeping mission.
“The plane was chartered by the French peacekeeping mission in Chad and transporting its property.
“The Embassy is taking all measures to ensure the departure of the plane with the French military equipment on board.”
A senior security source said on Sunday that the Federal Government investigation into the mystery cargo plane would not be affected by the denial of the Russian government that the plane did not emanate from the country.
The source said that the military would ensure that the investigation into the impounded plane, its cargo and crew, was thoroughly carried out because of the diplomatic implications of the issue.
The source said, “We must ascertain where the plane took off from, its destination, its crew, why it landed in Nigeria, what it was carrying and why it was carrying what it was carrying.
“All these are things we need to know before we come out with a final statement to give to Nigerians on this sensitive issue.
“There must be a holistic investigation into the issue because it has diplomatic implications just like our incident in South Africa so we have to be careful in the investigation.”
Meanwhile, the Defence authorities have said in a statement that Nigerians would be briefed after the conclusion of the investigation into the issue.
The Deputy Director, Defence Information, Group Captain W.W. Maigida, in a statement on Sunday, said that the military had already commenced investigation into the impounded aircraft.
“An Antonov Cargo Aircraft carrying some military hardware was arrested at the Mallam Aminu Kano International Airport in the early hours of Saturday, December 6, 2014.
“Investigation is ongoing to determine the content and origin of the aircraft. Further details would be made as soon as the investigation is completed,” Maigida said
The Foreign Affairs ministry could not be reached for comment on Sunday, as its spokesman, Ahmedu Ogbole-Ode, did not respond to calls to his phone.
Meanwhile, France has admitted ownership of the seized cargo plane.
It said that the flight was covered by a diplomatic clearance given by the Ministry of Foreign Affairs, Abuja, noting that the Autonov 124 Russian commercial plane was forced to land at the Kano airport because of dense air traffic at Ndjamena airport, Chad.
A statement from the French Ambassador to Nigeria, Jacques Champagne de Labriolle, on Sunday, stated that the Antonov plane had to divert to an alternate international airport and the closest airport facility being Kano, the Russian crew decided to fly there to refuel and to take off again for Njamena.
He denied that the plane was carrying arms and ammunition, stressing that it was conveying two light Gazelle helicopters, spare parts and maintenance items belonging to the French Army.
Labriolle further explained that due to the nationality of the aircraft and the nature of the cargo, airport authorities in Kano decided to check the flight plan, the clearance and the cargo manifest before authorising the plane to leave.
He said that official information had been supplied by the French Embassy in Nigeria, noting that the federal and airport authorities, being satisfied with the documents and the genuine character of the flight, had announced that the plane would be authorised to pursue its flight to Ndjamena.
The envoy stated that the French Armed Forces had on December 6, 2014, chartered the flight on the Russian commercial company “224 Flight Unit”, to ship two light helicopters from Bangui to Ndjamena.
He explained that the shipment was organised as the size of the French military intervention in CAR is being reduced, as was earlier announced by the French Authorities.
Labriolle said, “The cargo airplane, an Antonov 124, had a regular flight plan from Bangui to Ndjamena; the flight was covered by a diplomatic clearance given by the Ministry of Foreign Affairs of the Federal Republic of Nigeria.
“The freight consisted of 2 “Gazelle’’ helicopters (a 4-seater light liaison helicopter) with spare-parts and maintenance items. 2 French military non-commissioned officers escorted the equipment as passengers.”

The Federal Government is targeting additional revenue of N480bn within the next three years from the implementation of the tax on luxury goods and other austerity measures recently announced by the Minister of Finance, Dr. Ngozi Okonjo-Iweala.
The minister had on November 16 announced the measures following the persistent drop in the price of crude oil in the international market.
Speaking at the fourth edition of the Capital Market Committee retreat in Abuja on Thursday, Okonjo-Iweala listed the areas where the amount would be generated to include taxes on luxury items as well as stoppage of abuses of investment incentives, such as exemptions and waivers.
The luxury goods being targeted for taxation, according to Okonjo-Iweala, include private jets, yachts, expensive vehicles and alcoholic beverages.
The minister also said the Federal Government would assist the Nigerian Customs Service to block existing leakages and loopholes in order to generate more revenue.
Other areas that would help boost revenue, she said, included remittance of surpluses to the treasury by all agencies of government in line with all extant laws establishing them; and the strengthening of tax administration to boost non-oil tax collections.
She said, “On the revenue side, a lot of work was already underway prior to the fall in price to improve non-oil revenue generation.
“There are also ongoing efforts to ensure that all agencies of government comply with all extant laws relating to their remittance of surpluses to the treasury, including the strict implementation of Mr. President’s directive on agencies and parastatals’ remittances to the treasury.
“This is crucial as many agencies have not been remitting surpluses to the treasury as they should. In this regard, I recently met with the managing directors of banks to ensure their collaboration and compliance.
“Still on the revenue side, we are looking at our policies on investment incentives, and waivers and exemptions, and are working with the National Investment Promotion Council to stem the tide of abuses.
“Over 30 per cent of companies operating under pioneer status abuse their tax exempt status. We shall also look at Customs to plug existing leakages and loopholes to enhance revenues.
“We are also introducing surcharges on certain luxury goods in the country, not only to raise additional revenue but also to ensure that the better-off in our society contribute a little bit more to easing the pain resulting from the current economic headwinds.
“In summary, our aim on the revenue side is to raise an additional N480bn ($3bn) over the 2014 base in the next three years.”
The minister, who spoke on the theme, “Competing in an uncertain world,” told the audience that the drop in oil price would not in any way rattle the economic management team because the situation had been expected since 2008 during the period of the global financial crisis.
For instance, she recalled how in 2012 she predicted that the persistent rise in price of oil was not “sustainable” owing to what she described as “possible reduction in global oil demand and increased global oil supply as new discoveries in Africa and elsewhere come on stream.”
However, she assured Nigerians that the economic management team was currently equal to the task of ensuring that the economy did not collapse with the decline in oil prices.
As a strategy, she said the government was adopting a scenario based approach to address the decline of oil prices on the economy.
She noted that as each scenario plays out, additional measures would be unveiled to cushion the impact.
She said, “As a central part of our strategy, we have revised our oil price expectations over the short to medium term.
“We have lowered our benchmark oil price assumption to $73 per barrel after some careful analysis of the possible future direction of oil price as well as the soft floor price for shale oil, which is estimated at about $75 per barrel.
“But let me clearly state that we are not taking a point-estimate position as regards the future price of oil. We fully recognise that oil prices may fall lower or even rebound. Prices could fall to $70 a barrel, $65 or even $60. Prices could also rebound to $75 – $85 a barrel.
“What we did was to work within a range of $60 – $85 thought possible by analysts, put a package of measures around an estimate at the midpoint of that range, that is, $73, and then build additional measures for scenarios at $70, $65 and $60 a barrel.
“The best way to manage uncertainty is to take a scenario-based approach to be ready for alternatives that may occur.”
In all of these, she said that the interest of ordinary Nigerians would be adequately protected by the government, noting that efforts had been put in place to strengthen tax administration to get more revenue from the well-off in the society.
On the recent devaluation of the naira, the finance minister said the move was timely as it would help complement the austerity measures being implemented.
She said, “Our fiscal measures will also now be accompanied by appropriate monetary policy measures as we have always stressed.
“As announced yesterday by the monetary policy authorities, the Monetary Policy Rate and Cash Reserves Requirement on private sector deposits have been hiked to 13 per cent and 20 per cent from 12 per cent and 15 per cent respectively, while the RDAS mid-rate has moved to N168/$ from N155/$, and the band around it widened to +/-5 per cent.
“With these moves, the CBN has shown commitment to complementing the measures outlined by the fiscal authorities to deal with the current challenges and uncertainties facing the country, so the economy can be stabilised.”

Operatives of the Department of State Service and soldiers attached to the security unit code-named Operation MESA on Saturday stormed the All Progressives Congress data centre in Lagos and arrested 25 data agents and three security guards.
SUNDAY PUNCHlearnt that the security agents also ransacked the duplex located on Ajibola Street, off Allen Avenue, Ikeja, and confiscated computer hardware, which contained the data of APC members in several parts of the country.
Our correspondent, who visited the office, observed that all the rooms were turned inside out, while computer parts were scattered in the building.
It was learnt that the security operatives arrived at the centre as early as 6am and ransacked the building for about two hours before arresting those found on the premises.
According to sources, the DSS acted on a tip-off that the centre was allegedly being used as a warehouse by a former Governor of Lagos State, Bola Tinubu, to produce and issue fake Permanent Voter Cards, while another version had it that weapons were being kept at the centre.
However, the National Publicity Secretary of the APC, Lai Mohammed, said in a statement that the act was part of a ploy by the Peoples Democratic Party-led Federal Government to intimidate the APC ahead of the 2015 elections.
Narrating what transpired, Mohammed said, “In the early hours of Saturday morning, a combined team of men of the DSS and OP-MESA stormed the Bola Ajibola Data Centre belonging to the APC in the Ikeja area of Lagos and arrested 25 APC data agents and three security guards.
“In what was a Gestapo-like operation, the APC membership data centre located at Number 10, Bola Ajibola Street, came under siege between the hours of 5.30am and 7.30am on Saturday.
“An operation of terror and brigandage was unleashed on a legitimate operation of a leading national party. They came without a search warrant for the premises.
“Over 50 security operatives drafted from Abuja operations blocked the two major street entrances to the APC data entry centre, pulled down the gates and spent over two hours ransacking and vandalising the centre. More than a dozen computers were destroyed. The server was also vandalised along with other equipment in the building.
“Just like the Watergate scandal in the USA, the state-sponsored security operatives, apparently acting at the behest of the ruling PDP government, turned the office upside down and pulled out and vandalised everything in sight.
“If the PDP-led government and the security agents had done due diligence and acted professionally, they would have known that the APC data centre is a legitimate operation and the (members of) staff are Nigerian youths who were left jobless by the Jonathan government.
“They chose to believe the lie that it was a warehouse belonging to one of the national leaders of the party where dangerous weapons were being kept, when in fact it is a centre for entering the data provided by the millions of Nigerians who registered as members of the party (APC) during its membership registration exercise.”
Mohammed said the DSS were acting on “weak and misinformed intelligence,” describing the incident as “the worst political scandal in Nigeria’s history.”
He maintained that the action must not go unpunished.
Also, the Publicity Secretary of the APC in Lagos, Mr. Joe Igbokwe, in a statement on Saturday, described the raid by security operatives as “a bestial expression of the dangerous desperation with which the PDP wants to retain after wrecking the country and leaving it prostrate in sixteen years of tragic misrule.”
Igbokwe warned that Nigeria was “at the very precincts of a brute, callous and dangerous era occasioned by the deadly means a party that has failed Nigeria and humanity strives to retain power at all costs.”
The statement partly read, “Coming after the unsuccessful bid to remove the Speaker of the House of Representatives through an illegal police action, and the sponsoring of direct attack aimed at a takeover of the Ekiti State House of Assembly by seven out of the 26 members of the Assembly, we see PDP’s increasing resort to foul and illegal means as capable of destroying the fragile Nigerian democracy.
“While we join in the demand for an independent enquiry into the armed invasion of our data centre, we warn that nothing, not even the deployment of illegal brute force, should deter Nigerians from pursuing and securing change needed to recover a badly wrecked country in 2015.”
Reacting to the invasion, the President, Trade Union Congress, Mr. Bala Kaigama, warned the political class and security agencies against stressing the patience of Nigerians in the interest of democracy.
Kaigama urged politicians and security operatives to exercise restraint in the performance of their responsibilities.
The TUC President urged security agencies to create conducive environment for the growth of democracy in the country.
He advised that emerging problems should be dealt with in accordance with the rule of law.
Kaigama said, “The politicians should allow us to rest in the country. That is part of what we say we don’t want. If there are problems, the rule of law should take care.
“We urge politicians and security agencies to exercise restraint in their exercise of security. We urge the security agencies and the politicians to Nigerians the necessary peace so that this democracy would thrive.
“We don’t want overzealousness from security agencies and politicians so that they don’t stress out the patience of Nigerians.”
When contacted over the matter, the National Publicity Secretary of the PDP, Mr. Olisa Metuh, said he would get back to our correspondent but he did not, as of the time of going to the press.
Legal practitioners also condemned the attack on the APC office.
A Senior Advocate of Nigeria, Kemi Pinheiro, said invasion of a political party’s office by security operatives was inimical to the nation’s democracy.
He said, “Nobody is above the law; not even the law enforcers. Unless the security operatives who searched the office of the All Progressives Congress did so with a search warrant, their action is absolutely unacceptable. That this happened is a sad thing for me. No authority in this country should act with impunity. Invading the office of a political party is a new height for our security agencies.
“The Federal Government should order the security operatives to put a stop to all this unwarranted attacks on harmless citizens. The security operatives seem to be insensitive to criticisms. They must see themselves as vanguard of the rule of law. They should be upholding the law.”
Another SAN, Dr. Joseph Nwobike, described the involvement of soldiers in the attack as inconceivable.
“I’m not justifying it or criticising it. If the DSS visits the office of the political party in furtherance of its investigative activities, that may be acceptable. The whole issue is not clear now. But for the soldiers, it is completely inconceivable. Soldiers are not involved in internal security,” he said.
The senior lawyer advised that security agencies should stay away from offices of political parties, as parties are also stakeholders in the overall management and development of the country.
Similarly, human rights lawyer, Fred Agbaje, who condemned the action, however stated that nobody could prevent security agencies from investigating any offence.
He said, “If any of the political parties is planning or is engaging in any act possible of breaking law and order, the Police or any concerned security agencies of the nation can act to intervene. But if at the end of the day, there is no concrete outcome to their investigation and invasion, they might have acted unlawfully.
“By invading the office of the APC, the security agencies have exposed themselves to wanton violation of right to privacy, right to dignity and all that. There is something negative about all these things. They can’t just invade a political party’s office without justification.
“Let me also add that the constitutional infraction by the security agents will only make the PDP-led Federal Government more unpopular in the eyes of the electorate.”
WhenSUNDAY PUNCHcontacted the Department of State Services for explanation on its action, the organisation’s Deputy Director, Public Relations, Marilyn Ogar, stated that the service received a petition that the building was being used to clone the Independent National Electoral Commission Permanent Voter Card, adding that the agency carried out an operation to investigate the allegation.
According to her, DSS operatives retrieved a server, three hard drives and 31 ‘Ghana must go’ bags of hard copies of data, adding that a number of people at the office were also arrested.
Ogar stated that the building had no sign to indicate that it was an APC office, noting that investigation had commenced.
She said, “Nobody knew it was an APC office because there was no sign to indicate that it was their office. Based on a petition that some people are cloning INEC Permanent Voters’ Card in the building at 10, Bola Ajibola Street, off Allen Avenue, Ikeja, our personnel carried out an operation there this morning (Saturday) and recovered a server, three hard drives and 31 ‘Ghana must go’ bags filled with hard data, for analysis.
“We have commenced investigation and this would show whether the allegations in the petition are true or not. There was no sign that the building belonged to APC or any other party, it was when they got to the office after they recovered the data captured, that they learnt that the building was being used by the APC. We are being proactive on account of the security situation in the country, you know that the Boko Haram has been targeting Lagos and so, we cannot afford the petition lying low.”

The Inspector-General of Police, IGP Suleiman AbbaCFR, NPOM, NPM, mni,has denied issuing any arrest order on any particular person involved in the attack on Policemen, or the disturbance of public peace, at the premises of the National Assembly, Abuja on Thursday, 20 November, 2014. Rather, it lies with the investigating Police Officers to determine who to invite, quiz and prosecute as the case may be.
In another vein, the Inspector-General of Police has condemned in very strong terms the unwarranted attack on Police Officers providing security at a political rally in Oke Ado area of Ibadan, Oyo State, during which one Police Inspector was shot dead and 5 others sustained grievous injuries.
While ordering a thorough investigation into the shooting incident and the attendant death of a service personnel, the Inspector-General of Police reiterated his warning to political actors to desist from the use of thugs in pursuing their agenda. The IGP reaffirmed the resolve and determination of the Nigeria Police to provide a safe and secure corridor for all political competitors, stressing that offenders of the Electoral Act will face the full wrath of the law.

Following an intelligence report of a likely invasion of the House of Representatives by hoodlums and thugs, the Nigeria Police Force promptly deployed its personnel to the premises to prevent a breakdown of law and order.
Consequently, the Police condoned the area and began screening of all members and visitors alike.

The Senate on Tuesday confirmed the nomination of Justice Mahmud Mohammed as the Chief Justice of Nigeria (CJN).
The confirmation followed President Goodluck Jonathan’s letter to the parliament requesting Mohammed’s appointment to be approved to replace outgoing Justice Aloma Muhktar.
Earlier Sen. Victor Ndoma-Egbe, the Leader of the Senate, had activated Rule 40 of the Senate Standing Rule to commence the screening of the new CJN.
Sen. Ike Ekeremandu, the Deputy Senate President, cashed in on the proceeding to ask Mohammed some questions.
The News Agency of Nigeria (NAN) reports that Ekweremandu’s questions were on the need for special courts, constitutional courts and the alleged dwindling welfare of judges.
Sen. James Manager (PDP-Delta) wanted Mohammed to provide answer to alleged conflicting decisions across the country’s courts.
The senator also wanted Mohammed’s position on current fusion of the offices of Attorney-General of the Federation (AGF) and Minister of Juctice.
Similarly, Sen. Adeyeye Olusola (APC-Osun) had asked the incoming CJN whether It was compelling to appoint older justices as CJN.
Responding, Mohammed said the country did not require special courts or constitutional court to administer
fair justice.
“I do not support the call for special courts; the challenge of the country’s judicial System is mainly personnel and not the court structure.
“Nigeria has one of the best judicial structures in the world but still requires the right quality of personnel to provide fair adjudication,’’ he said.
According to him, “the structure of our court as presently constituted cannot be said to be responsible for the backlogs of cases across the country but rather should be hinged on prosecutors’’.
“There should be no reason why a case should stay in court for more than three months,’’ he said.
On whether the country should adopt a constitutional court, instead of the current Supreme Court used for the apex court, Mohammed said the status of the courts wwas the same.
“It is a matter of nomenclature; the constitutional court is used in countries colonised by the French while countries that were under the British use the supreme court.
They have equal jurisdiction,’’ he said.
Mohemmed said “the country’s Supreme Court has so far been exemplary and there may be no need to alter the name now,’’ Mohammed.
Commenting on conflicting decisions from courts in recent times, Mohammed said the rise in political litigations had brought pressure on lawyers and the courts.
“I accept that there has been a number of conflicting rulings and judgments by judges.
“ These are made possible as a result of interests. Some lawyers and judges are responsible for this and it must be dealt with,’’ he said.
On the fusion of the offices of the AGF and the Minister of Justice, he said the two offices would serve the country best if separated.
On why the country had appointed older Justices of the court as CJN, Mohammed said, however, that the constitution did not compel the President to appoint only older justices.
According to him, “the legal profession is hierarchical and therefore maintains seniorities in both the bench and the bar’’.
“The wisdom, knowledge and maturity required to head the apex court are acquired through a long professional journey and before long you have become old,’’ he said.
Commenting after the voice votes had affirmed Mohammed’s nomination, the Senate President, David Mark, expressed delight at the effort of the judiciary to stabilise the country’s democracy so far.
Mark said the country would undoubtedly benefit from the appointment of Mohammed as the new CJN, saying “the judiciary is an important arm of Government’’.
“We are conscious of the fact that it performs vital role in stabilising our Society and our democracy,’’ Mark said.
Earlier, the Senate allowed the Trade Malpractice (Miscellaneous Offences) Act 2011 (Amendment) Bill 2014 to scale through the first reading.
NAN reports that the Electoral Act 2010 (Amendment) Bill 2014 also scaled through first reading.
