Dr Isidore Ojukwu Nwankwo, former Rector of "Enugu Polytechnic" in Ndeabor, Ani-Nri LGA, was arrested by EFCC in April 2019 and jailed on Dec 10, 2020.

Key finding on licenses:
The school had no valid licenses or accreditation before his arrest. EFCC investigation found:

Not recognized by Enugu State government - the state had no business with the school
Not registered with National Board for Technical Education (NBTE).
Not registered with Corporate Affairs Commission (CAC)

Students were deceived into believing the school was partly owned by Enugu State and accredited, and paid N5,000 for admission form, N10,000 for acceptance fee, and N35,000 for first semester fees before discovering it was an illegal institution.

He was convicted of obtaining N1,153,700 under false pretence from students and sentenced to 1 year imprisonment with restitution ordered.

So there were no legitimate licenses obtained from Dr Nwankwo. The "polytechnic" was operating illegally without NBTE, CAC, or state approval.
