How do I close my access bank account and get my money back?

It's up to a month now I requested for visa card. More than a thousand naira was deducted from my account. I have been to their Woji branch phc severally and no card for me. they are telling me to go to tans Amadi branch and re-apply. Meaning another 1k+ again.
Is this not stealing?. Please Nairalanders, help me beg them to return my money. I no do again. I don't need the visa card again.
