Vacate all Federal roads, Fed Task Force orders LASTMAPosted by:Olalekan AyeniinTransportation5 days agoAs it gears up to take over traffic management on all federal roads, the Subsidy Reinvestment and Empowerment Programme (SURE-P)/FERMA Federal Task Force has directedthe Lagos State Traffic Management Authority (LASTMA) to vacate all federal roads in the state. It said any attack on his men may spark a row with the Federal Government. It said LASTMA should respect the 2004 court ruling which said that its jurisdiction does not extend to federal roads in thestate.Speaking in his office last week, the National Coordinator of the Task Force Alhaji Abdulrazak Rafiu-Otto, said LASTMA should allow his officers and men to perform the duties for which they were employed. He stated that the men’s duties were the management and maintainance of traffic across all federal roads in Lagos and the recovery of all Federal Government properties and infrastructure in the state.Rafiu-Otto, who insisted that the Task Force has nothing against LASTMA, appealed that the latter stay off federal roadsand concentrate efforts of its officers and men to ridding the state roads of the traffic gridlock that is intractable in the state. He said his agency would be willing to collaborate with LASTMA in the overall objective of riding the state of gridlocks.Wondering why the state government would raise a false alarm on the activities of his men, Rafiu-Otto said the agency was not illegal, as it was created by President Goodluck Jonathan as part of the SURE-P initiative which has provided jobs for thousands of Nigerian youths. He said there is no truth in the allegations that the Task Force is a band of political thugs recruited to prosecute the 2015 election, saying such claims was aimed at causing violence and confusion. He said “The officers recruited by the Federal Task Force are not thugs, but unemployed graduates and adults looking for a means of livelihood and they all appreciated that the empowerment is already yielding fruits.” He wondered why theFederal Government has not ejected them from its premises atthe old toll gate site if they were illegal. He said arrangements are almost concluded to have PresidentJonathan inaugurate the Federal Task Force and deploy them to all federal roads across the country.“This would be perfected in a matter of weeks. What we are all waiting for is the necessary basic support from the Nigeria Police, the Department of State Security (DSS), the Civil Defence and all other security agencies to work with the newlyestablished body,” Rafiu-Otto said. |

Tambuwal no longer entitled to security details -Adoke, IGPNovember 7, 2014by Ade Adesomoju, Abuja95 CommentsThe Attorney General of the Federation, Mr. Mohammed Adoke, and the Inspector General of Police, Mr. Suleiman Abba, have insisted that the Speaker of the House of Representatives, Mr. Aminu Tambuwal, is no longer entitledto security details. They argued that Tambuwal had ceased to be a member of the House and its Speaker, having defected from the Peoples Democratic Party, which in 2011 sponsored his election into the House of Representatives, to the All Progressives Congress. They maintained that Tambuwal had now become an ordinary citizen, who was no longer entitled to the privilegesattached to the office of the Speaker of the House of Representatives. These are the contentions canvassed by both the Inspector-General of Police and Adoke in a joint counter-affidavit, which they filed before Justice Ahmed Mohammedof the Federal High Court, Abuja, in response to the suit by Tambuwal and the APC.The IGP and the AGF are the 5th and 7th defendants in the suit respectively. The plaintiffs filed the suit to challenge the withdrawal of his security details, alleged threat by the PDP to declare his seat vacant and remove him as Speaker. The lawyer, who represented the IGP and the AGF, Ade Okeaya-Inneh (SAN), argued that the police authorities could not be accused of breaching the Constitution by withdrawing Tambuwal’s security details, since he (Tambuwal) had lost his seat as House member and Speaker. The counter affidavit, which was deposed to on behalf of the AGF and IGP by one of their lawyers, Nnamdi Ekwem, read in part, “The 1st plaintiff (Tambuwal) vacated his seat in the House of Representatives as a member of that House, when he became a member of the 2nd plaintiff (All Progressive Congress) in October 2014, having been elected in 2011mon the platform of the 1st defendant (PDP).“The seat of the 1st plaintiff in the House of Representatives became automatically vacant by virtue of his defection to the 2nd plaintiff (APC) and consequently ceased to be the Speaker of the 3rd defendant (the House of Representatives).“The first plaintiff is not constitutionally entitled to security details and as such, the 5th defendant did not contravene any law by its withdrawal of the 1st plaintiff’s security details. The withdrawal of the security details of the 1st plaintiff was necessitated by the fact the he had vacated hisoffice as a member of the House of Reps and consequently ceased to be the Speaker of the 3rd defendant.“The 1st plaintiff is no longer a member of the House of Representatives and as such not entitled to any right or privilege attached to the office of the Speaker of the 3rd defendant. That, the 1st plaintiff, as an ordinary citizen of Nigeria, was not exposed to any danger of bodily harm because of the withdrawal of his security details.”The other defendants in the suit are the PDP, its National Chairman, Alhaji Adamu Mu’azu, the House of Representatives, the Deputy Speaker of the House of Representatives, Mr. Emeka Ihedioha, and the Independent National Electoral Commission. |

Well, that’s what APC is saying. But then read thisPM Newsreport and see a lot of photos of the men at work today;Scores of Federal task force officials on Monday chased away officials of the Lagos State Management Authority, LASTMA, from controlling traffic on federal roads in Lagos state. The officers engaged as Subsidy Reinvestment and Empowerment Programme and the Federal Road Maintenance Agency, popularly called SURE-P/FERMA Federal task force stormed federal roads on Lagos-Ibadan Expressway and Ketu to take over control of traffic in federal highways across Lagos state.LASTMA officers were forced to vacate the expressway as the federal taskforce took over traffic maintenance. The Sure-P Task Force officers were seen around Ketu area as well as the Toll Gate, where their operation base is located. Three officers were each stationed at various points within a distance of 10 metres along the highways. The officers dressed in black trousers and black t-shirts, looked business-like as they went about their duties.A LASTMA official who craved anonymity said that the Sure-P/FERMA taskforce stormed the road around 7:00 amwith sticks and iron metal to manage traffic on the Federal roads in the state. The officer said they stormed the Lagos-Ibadan Expressway, Ojota and Ikorodu road and distorted LASTMA activitites.“They (Sure-P/FERMA taskforce) distorted traffic flow on these roads especially the Lagos-Ibadan Expressway. They halted the activities of LASTMA official’s on the road. When our officials complained, they ordered that they leavethe Lagos-Ibadan Expressway.“Few minutes later when they discovered that our officials didn’t yield to their directives, they attacked them. And our officials were forced to leave the Lagos-Ibadan Expressway,” the official said. The LASTMA official added that on 23 October, “they attacked a LASTMA official who was managing traffic on the Lagos-Ibadan expressway. They brought out guns and that made everyone to scamper for safety. On that day, motorist abandoned their vehicles to avoid attack.“And today, their activities led to traffic gridlock on the road. In fact, the traffic didn’t subside until 1:30 pm,” the officers said.As at Monday afternoon, officers of Sure-P/FERMA taskforce were sited directing traffic on federal roads with LASTMA officials out of the roads.National Coordinator of the Sure-P federal Task Force, Abdul Razak Otto had earlier refuted claims that the officers were engaged to disrupt the 2015 elections in the state, saying that task force was not only set up in Lagos but across the 36 states of the federation, with no sinister motive.“We are not out to cause crisis in Lagos or any of the states in the country. Whatever we are doing is legal and we are bound by the law of the country. The question one should ask people making this insinuation is, does the President complain to you that we are doing illegal things here? Does the State Security Service, SSS, complain aboutour activities? This is a federal government programme for all states,” he said. However, the Sure-P/FERMA agency has so far recruited about 7,000 taskforce to take over federal roads and has begun to erect notice boards on Federal roads in the state, informing the public on its mode of operations.According to Otto, the task force officials are to assist the federal government to recover some of its properties in Lagos from illegal occupants as well as the Federal Government to recover and maintaining right of way, control and manage traffic, ensure adherence of residents to road setbacks and enforcement.

LAGOS—Pandemonium broke out yesterday at old Toll Gate, along Lagos-Ibadan Expressway and Ikorodu Road when officials of Subsidy Reinvestment and Empowerment Programme,, SURE-P and the Federal Road Maintenance Agency, FERMA, popularly called Federal Task Force, clashed with officials of Lagos State Traffic Management Authority, LASTMA, over control of traffic on federal highways across Lagos State.Consequently, LASTMA officials often drafted to the axis were chased away by the federal taskforce officials. The Sure-P Task Force officers were also seen around Ketu area as well as the old Toll Gate, on Abeokuta road where theirsecretariat is located. The sudden appearance of the men in black resulted into chaos as motorists and passers-by ran in different directions.A LASTMA official who preferred anonymity said: “The federal taskforce stormed the road as early as 7:00 a.m with sticks and iron rods to manage traffic on the federal roads in the state.“The action disrupted traffic flow on these roads especially the Lagos-Ibadan Expressway. They halted the activities of LASTMA official’s on the road. When our officials complained, they ordered that they leave the Expressway.“Few minutes later when they discovered that our officials didn’t yield to their directives, they attacked them. And our officials were forced to leave.“On October 23, 2014, they attacked a LASTMA official who was managing traffic on the Lagos-Ibadan Expressway. They brought out guns which made everyone to scamper for safety. On that day, motorists abandoned their vehicles to avoid beingcaught up in the ensuing confusion.“And today, their activities led to traffic gridlock on the road. Infact, the traffic didn’t subside until 1:30 pm.”WhenVanguardvisited the scene at old Lagos-Ibadan Toll Gate at about 3:00 pm, none of the usual standby LASTMA officials on the axis was sighted on the road. Sure-P/FERMA taskforce officials, who were dressed in their black T-shirts and trousers, were seen managing traffic on the ever busy Lagos-Ibadan Expressway. |
