WORRIED by the problem of abandoned certificates, the West African Examinations Council (WAEC) has said it will deploy an Electronic Certificate Management System to facilitate the issuance of certificates to candidates. The council’s Head, Public Affairs, Mr Damianus Ojijeogu disclosed this in an interview with the News Agency of Nigeria (NAN) on Thursday in Lagos. Sure, there are only three African countries with constitutional monarchies – Morocco, Swaziland and Lesotho — but there are several hundred traditional monarchs dispersed across Africa in urban, semi-urban and rural communities in independent countries. Mostly, these monarchs wield little or no formal political power, but they fulfill spiritual and ceremonial obligations to members of their community. Being a traditional monarch in Africa can be a lucrative affair. A significant number of these rulers are formally recognized by state institutions and as a consequence, many of them receive generous stipends and allowances from the government. Many African monarchs also earn a significant income through the goodwill and generosity of their communities. The African Biomedical Engineering Mobility (ABEM) project is funded by the Intra-Africa Academic Mobility Scheme of the Education, Audiovisual and Culture Executive Agency of the European Commission. The scheme is modelled on Europe’s well-established and successful Erasmus-Mundus programme. As part of the Roadmap 2014-2017 of the Joint Africa-EU Strategy, the Intra-Africa Mobility Scheme underlines the contribution of higher education towards economic and social development and the potential of academic mobility to improve the quality of higher education. ABEM will build human and institutional capacity in Africa for needs-based health technology research and development. The project will train postgraduate students with skills and specialisations not offered at their home institutions. Furthermore, it will support the development of biomedical engineering programmes that are being established, or have recently been established, at partner institutions and contribute toward harmonising biomedical engineering curricula across the continent. This will be achieved through the provision of scholarships to cover the full cost of mobility between African higher education institutions. The 49-year-old, named as Mr Zhou, was working on the night shift at a porcelain factory in Hunan province when he was struck by a falling robotic arm. Facebook security vulnerability could have exposed 50 million accounts A bug in Facebook’s ‘View As’ feature led to the breach If Facebook’s Cambridge Analytica data privacy scandal wasn’t enough to get your attention, the company has some more bad news for its users today. As reported by the New York Times, Facebook today announced that a recent cyberattack may have compromised the information of around 50 million users. While not quite on the scale of the Equifax breach in 2017, 50 million users is still no small number. Naturally, though, that number could change. Facebook’s investigation into the matter is not yet complete, so it’s tough to say how accurate it will be in the end – more compromised accounts could be found, or the issue could prove to be less severe than it seems. Altogether the sector held 310, or around 14%, of the fortunes on our 2,208 person list. Billionaires in finance topped the ranks in countries ranging from Brazil to Indonesia. Of these, 24 were newcomers. That includes the first-ever cryptocurrency billionaires, Chris Larsen and Changpeng Zhao (known as CZ), as well as Canadian Stephen Smith, who launched his mortgage lender just four years after being personally bankrupt. Fashion and retail was the industry with the second most billionaires, accounting for 235, or 11% of the worldwide total. The S-300 missile defence system will be delivered within two weeks. The Russian reconnaissance plane was downed last Monday after Israeli jets attacked targets in Latakia province. Israel, which insisted Syria’s military was to blame, warned that giving the S-300 to “irresponsible actors” would make the region more dangerous. US national security adviser John Bolton said the decision would cause a “significant escalation” in Syria’s civil war and urged Russia to reconsider.
