One of Nigeria’s foremost celebrities, Onyeka Onwenu, has been accused of demanding and collecting kickbacks through her personal assistant, Chika Abazu, from a contractor employed to carry out renovation works at the National Centre for Women Development [NCWD], where she is director general.
The accusation was levelled by Joseph Nwakama, an architect with Solidmark Associates Limited, the company employed by the Centre to carry out the renovation of its guest house.
However, although it was established by investigators from the Independent Corrupt Practices and other related offences Commission, ICPC, that Mr. Abazu indeed demanded and received a total of N17 million bribe from the contractor, no direct evidence has so far linked Ms. Onwenu to the offence.
So, it was Mr. Abazu who was on July 10 arraigned before a Federal Capital Territory High Court on a six-count charge of bribery and gratification.
The accused pleaded not guilty to the charges but was denied bail and ordered remanded in the Federal Prisons, Kuje, until the case is dispensed with.
The presiding judge, Justice Chukwu Ndukwe, adjourned the case till September 28 for trial to commence.
Although investigators could not directly link Ms. Onwenu to bribetaking, documents obtained by the icirnigeria.org revealed so many wrongdoings by the Centre’s management under her watch, including funding the Solidmark contract with money taken from a Women Empowerment Programme in Zamfara State and spending more than was budgeted for the project. That is apart from paying the contractor even before he was officially awarded the contract.
Court papers obtained by this website indicate that Mr. Nwakama told investigators from the ICPC that he was called by Mr. Abazu, a deputy director at the NCWD and personal assistant toMs. Onwenu, early in April 2014 and asked to submit a bid for the renovation of rooms at the Centre’s guest house.
Two days after submitting the bid, he was awarded the contract and asked to immediately move to site, despite the non-issuance of an award letter.
“After two days he called me and told me that the Centre would like me to do the job because my bill was the lowest, and that I should come and see the DG,” Mr. Nwakama said in his statement.
“When I came, the DG asked me to start work, that I should work day and night (and) that they would give me award letter, agreement and advance latter,” the contractor stated.
The contract, according to the letter, was awarded on April 28, 2014 at the sum of N33 million for 25 rooms, but our investigation confirmed that Solidmark started work earlier that month, long before the formal award letter was issued.
According to bank records, by April 28, when the contract was supposedly awarded, a total of N28, 619, 047.62 had been paid into Solidmark’s Zenith Bank account (April 11, N22, 619, 047.62; April 14, N4 million, and; April 24, N2 million).
The first payment was made through a transfer by the Centre while the other two were through a First City Monument Bank, FCMB, account belonging to a company Transtell Ventures Nigeria Limited. It was discovered that the managing director and sole signatory to Transtell account is Mr. Abazu, Ms. Onwenu’s personal assistant and deputy director at the Centre.
Mr. Nwakama claimed that immediately the first payment was made, he was called by Mr. Abazu to his office, where he was told that Ms. Onwenu needed N23 million as gratification from the total money he would be paid to renovate 55 rooms, even though the contract letter stated 25 rooms.
“He told me that the DG wanted me to give them N23 million out of the money for the 55 rooms. I told him that it was too much (but) he told me that if I was not going to give them, the DG would ask me to pay back the money (N22, 619, 047.62) and the other contractor would do the job,” Mr. Nwakama explained, adding that he told the PA that he had done much work already.
“I had to accept, he then asked me to pay N10 million into his company account, Transtell Ventures Nigeria Limited, with FCMB and I did. He told me that why the DG needed the N10 million was so she could give the First Lady (former First Lady Patience Jonathan),” the contractor said in his statement.
Investigations show that on April 15, 2014, four days after Solidmark received the first payment, the sum of N10 million was debited from its account and paid into Transtell’s FCMB account – 0418352015.
Again, on April 14, 2014, when N4 million was paid into Solidmark’s account by Sadeeq Omar, the Centre’s director of planning, research and statistics, Mr. Abazu called Nwakama and asked him to pay the money into Transtell’s account because the DG needed it, having given the first N10 million to the first lady.
Two days later, April 16, N4 million was paid from Solidmark’s account into Transtell’s FCMB account. According to Nwakama, Abazu told him not to worry as the DG would soon direct that more money be paid into his account.
When N3 million was paid on August 21, 2014 into Solidmark’s account by the Centre through Fidelity Bank, Mr. Abazu allegedly demanded that the money be paid into his personal account with United Bank for Africa, UBA, for onward delivery to Ms. Onwenu.
As demanded, a day later, the N3 million was credited into Mr. Abazu’s personal account with UBA account from Solidmark, bringing the total amount of money paid by Solidmark to the personal assistant to N17 million.
According to Mr. Omar, the Centre’s director of planning, who paid N4 million into Solidmark’s account on April 14, 2014, the money was taken as a “loan” from the money budgeted for the Women Empowerment Programme in Zamfara West Senatorial Zone, Zamfara State.
The money’s withdrawal, Mr. Omar said, was approved by management but had not been refunded, as at January 26, 2015.
Investigations by the icirnigeria.org revealed that N15 million was budgeted for the Zamfara empowerment programme in the 2014 budget while renovation of the guest house was allocated N30 million.
Despite this, the Centre still took out of the money meant for empowering women to renovate its guest house.
In all, bank documents show that Solidmark was paid a total N50, 129, 047.62 for renovation jobs at the Centre. Curiously, however, after paying out all that money, the contract was summarily terminated without notice, without the contractor completing the job.
Mr. Abazu’s statement to the ICPC, part of the proof of evidence in the court documents, was fraught with inconsistencies. In denying the allegation of bribery and gratification, he first told investigators that as a member of the Centre’s building committee, money was paid into his account for him to pay to the contractor “as the committee deem appropriate the job executed. This was to ensure value for money.”
He then said any money paid by Solidmark into Transtell’s account was for supply of materials, such as sand, cement, granite, etc. made by the latter during the renovation.
According to him, Transtell Ventures Nigeria Limited is owned by his brother, Jude Imoh, whom he introduced to Solidmark during the construction. He would later say his brother, whom he also referred to as Jude Abazu, had done a lot of supplies to Solidmark in the past, suggesting that part of the money could be payment for outstanding balance.
In another statement, however, Mr. Abazu said money paid by Solidmark into Transtell’s account was used by the Centre to buy “television, curtain rails, soap dishes, refrigerators, towels, bath tubs, and other materials for the guest house because management lost confidence in the ability of Solidmark to purchase good quality items.”
According to him, all building committee members were aware that Solidmark was asked by the Centre not to buy the above items and to expunge them from his bill of quantity.
Mr. Abazu again said that the N10 million received by Transtell from Solidmark was paid to a tailor for the sewing of “curtains, duvet, bed sheets, quills, and other accessories for the guest house,” adding that management directed that the money be paid into his account for safe keeping.
While he told his interrogators that his brothers and others were directors in Transtell, he said he did not know if the company had any address in Abuja. This is despite him being the company’s managing director and the sole signatory to its account.
It is also curious that the Centre would elect to pay a contractor through another company, Transtell Ventures Nigeria Limited. The company, with registered address is in Onitsha, Anambra State, was incorporated on October 16, 2002 and has three shareholders, none of who bears Chika Abazu although he is the sole signatory to its account.
In eight years since the account was opened, N133, 113, 854.55 has passed through it, including at least one payment from the Centre not connected to Solidmark’s renovation contract.
Mr. Abazu, whose salary is N404, 129.64 as deputy director, medical services, at the Centre, was described by a member of staff as cunning and greedy person who was bound to run into trouble.
Our reporter visited the NCWD twice in the last two weeks to speak with Ms. Onwenu, but was told she was not in office. The reporter called her on phone but she declined to comment on the matter. Having introduced himself and why he was calling, she told him to go to the Centre and talk to them and hurriedly hung up.
Mr. Abazu could also not be reached for comments as he had not come to work for a while, apparently engrossed with the case that has now landed him in prison custody.
One of the arguments put forward by the ICPC lawyer in opposing his bail application, which swayed the judge in taking the decision to remand him in prison, was that he attempted to bribe the investigative officer who handled his case.
According to a lawyer familiar with the case, Mr. Abazu tried to bribe the investigating officer and was actually led on to pay the money into the ICPC’s corporate account, itself an offence that would be used against him in court.

The Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, on Tuesday hurriedly abandoned President Muhammad Buhari in the United States following his open admonishing of him on Monday.


A Presidency source told SaharaReporters that Mr. Emefiele asked to see President Buhari and then requested to leave for an “important” meeting in London. The President is said to have granted the request.

On Monday, the president had warned his aides against smuggling Nigerian businessmen into meetings during his visit. Later that evening, he openly admonished the CBN governor for smuggling the former Managing Director of Zenith bank, Jim Ovia, into a dinner organized by the US Chamber of Commerce.

Presidency sources said the CBN governor’s request to leave Washington DC came as a surprise, as he had not previously informed President Buhari of any other meeting he had to attend, especially one that would deprive the President of a prominent member of his delegation.

It is unclear as of the time of publishing this report if Mr. Ovia, who was the beneficiary of Mr. Emefiele’s efforts, has also left the US.

Also on Monday, President Buhari took advantage of the meeting with his aides to order the opening of a desk at the presidential villa in Abuja where Nigerians who wished to see him could apply to do so. It is common knowledge that in the preceding administration, wealthy Nigerians paid millions to be allowed to see the President.

The Federal Government has obtained a $2.1 billion credit from the World Bank to rebuild the North-East zone devastated by the jihadist group, Boko Haram.
President Muhammadu Buhari announced this in Washington DC, United States, Wednesday.
Mr. Buhari is currently in the U.S. on a four-day official visit where he has discussed bilateral issues with President Barack Obama and other U.S. officials.
Speaking after meeting with representatives of the World Bank and other donor agencies, Mr. Buhari hailed the decision to invest $2.1 billion in rebuilding the troubled region.
The representatives of the Bill and Melinda Gates Foundation and the World Health Organization, WHO, also attended the meeting.
Apart from rebuilding the North-East in terms of infrastructure, Mr. Buhari said priority would be given to the resettlement of internally displaced persons, who now number over 1 million.
He appealed to the World Bank to send a team to work with the Federal Government in carrying out proper needs assessment of people of the zone.
“The World Bank will spend the 2.1 billion dollars through its (International Development Agency), which gives low interest rates loans to government,” Mr. Buhari said.
“The first 10 years will be interest free, while an additional 30 years will be at lower than capital market rate. The World Bank is eager to move in quickly, give out the loans, and give succor to the people of North-east, long at the mercy of an insurgency that has claimed over 20,000 souls.
“WHO is also to invest 300 million dollars on immunization against malaria in Nigeria, while the Bill and Melinda Gates Foundation will collaborate with Dangote Foundation to ensure that the country maintains its zero polio case record of the past one year,” the statement said.
The president said if the effort is sustained for another two years, Nigeria will be declared fully free of polio by the WHO.

OK what I really want is.I watched one nollywood movie about 4 years ago ,Then i can't find the full movie (part 3-4) the movie was so interesting that I even asked the film seller to help me find it when he reach Lagos but that man refused to help then. Let me cut the story and ask what i really need .For almost two month i am just searching for the movie on Google but couldn't find maybe the name is different but i am sure the name they wrote on that film is ( Inside Africa) .let me brief some of the scene . There is one village that haven't civilize and they do festival every year but no stranger can enter that village. It got to one certain time the gods ask them to invite stranger in next festival. One man was sent to go an find stranger .on his way he got to one city .everywhere look different from his view.it remain small make motor jam him (sorry I don't know how to say that one) and one gentle man now help him to cross the road(a news writer) but unfortunately the man was invited to visit that village.let me round it up. The gods of that land do vormit gold for them but they don't know what's it.Jim iyke was also invited.another scene ,Jim iyke and his wife have little issue all he was thinking is that since he back from that village something is not right. And decided to burn that gift they were been given from the village inside that gift there is stone there .then he burned everything to his greatest surprise the stone turn bigger ,he observe it for a while and see that the stone look like gold.immediately he took it and went straight to where they sell gold .he sold the gold for #2 something million .let me cite this place maybe you can know the name. Immediate past Minister of Petroleum Resources, Diezani Alison-Madueke, has offered to refund the sum of $250 million dollars to the Nigerian government in return for immunity from further investigation and possible prosecution, SaharaReporters has learned. However, her overture has reportedly received a cold response from President Muhammadu Buhari.

A source in Aso Rock and a ranking member of the ruling All Progressives Congress (APC) told our correspondent that the former minister has been reaching out to influential government and ruling party officials, in and outside Abuja, to prevail on President Buhari to accept her offer and let bygones be bygone. According to our sources, Mrs. Alison-Madueke had enlisted the support of several figures close to Mr. Buhari, including Governor Nasir el-Rufai of Kaduna State, to intercede with the incumbent president.

Mrs. Alison-Madueke was one of the closest ministers to former President Goodluck Jonathan, and is reputed to have anchored and facilitated numerous money-laundering scandals and deals that characterized the era of the just-ended Jonathan administration. The former Petroleum Minister oversaw several oil swap deals, the disposition of oil wells handed over by Shell Petroleum to the Nigerian National Petroleum Corporation (NNPC), and the direct looting of funds through the NNPC. Former Central Bank Governor, Sanusi Lamido Sanusi, was forced out of office after he revealed that the NNPC had failed to remit more than $20 billion in oil revenues with the CBN.

The former Petroleum Minister is the latest of several officials who served under Mr. Jonathan’s government that are currently negotiating “soft landing deals” with the Buhari administration. The incumbent president, who was sworn in on May 29, 2015, has vowed to probe various questionable financial actions taken by his successor or officials of his government. Mr. Buhari is reportedly determined to recover billions of dollars in stolen funds.

One source said Mrs. Alison-Madueke’s latest offer to refund at least $250 million to the government came after she learned that President Buhari’s scheduled meeting with US Attorney General, Loretta Lynch, would include a discussion of ways that the US government could facilitate the investigation, arrest and prosecution of some officials of the Jonathan administration implicated in the theft of billions of dollars and a variety of frauds that resulted in the loss of significant sums of public funds in Nigeria.

SaharaReporters exclusively reported earlier in the week that the former Minister of Finance and the Coordinating Minister of the Economy, Ngozi Okonjo-Iweala, has been cooperating with the Buhari administration’s ongoing, if quiet, probe of a series of questionable financial transactions by the Jonathan administration.

Our sources revealed that Mrs. Okonjo-Iweala had given the Buhari administration documents that expose a number of shady financial deals executed by the Jonathan administration.

Two days ago, we reported that former Secretary General of the Commonwealth, Emeka Anyaoku, had appealed to Mr. Buhari to halt the ongoing probe of former President Jonathan’s administration. Even though Mr. Anyaoku has denied that he urged Mr. Buhari to stop the investigation of his predecessor’s financial dealings, our sources insisted that the ex-Commonwealth chief executive brought up the matter.

Our sources disclosed that Mr. Buhari was unimpressed by Mrs. Alison-Madueke’s offer. “Mr. President considers the $250 million as ridiculous considering the amount of money Mrs. Diezani Alison-Madueke is suspected to have diverted into her pocket and those of others,” said one source.

According to our sources, Mr. Buhari is intent on ordering a full audit of deals and transactions done by the former Petroleum Minister and her cohorts in the various agencies that reported to her.

In addition, the new president is reportedly focused on looking further at the extensive embezzlement of security funds by appointees of the former president. Mr. Buhari has approved an investigation of how more than $3 billion in Nigeria’s defense budget was spent. Security agents who searched the homes of former National Security Adviser, Sambo Dasuki, reportedly carted away some revealing documents.

Earlier today, the Department of State Security (DSS) arrested and detained Gordon Obuah, a former Chief Security Officer to President Goodluck Jonathan. Mr. Obuah is reportedly being questioned over his alleged mastermind of a multi-million dollar oil bunkering deal during the former administration.

We all heard the news were A Federal High Court in Abuja on Friday granted bail to a former governor of Adamawa State, Murtala Nyako, and his son, Abdul-Aziz, and others being prosecuted along with him for about N29bn fraud charges .

The bail was granted to the four accused persons in the sum of N350m each with each of the four accused persons required to produce two sureties each or one surety who must be a serving director in any Federal Government establishment.

A Federal High Court in Abuja on Thursday granted a former Governor of Imo State, Ikedi Ohakim, bail in the sum of N270m.

Ohakim, who is being prosecuted for N270m fraud allegedly perpetrated in 2008, is to produce a surety resident in Abuja to guarantee the bail.
Justice Adeniyi Ademola, in his ruling on the bail application, filed by Ohakim, also ordered the prosecuting agency, the Economic and Financial Crimes Commission, ‎to submit the passport and other travel documents seized from the former governor to the Deputy Chief Registrar of the court.

The judge was silent on where the accused person should remain pending when he would meet the bail conditions.

But Justice Ademola had, on Wednesday, ordered the accused person to remain in EFCC custody pending the hearing of his bail application on Thursday.

At the hearing of the bail application on Thursday, the defence counsel, Chief Chris Uche (SAN), urged the court to grant his client’s prayer.

A Federal High Court in Lagos has discharged and acquitted a former Minister of Aviation, Femi Fani-Kayode, of money laundering.

The Economic and Financial Crimes Commission had accused Fani-Kayode of dealing in several cash sums above N500,000 to the tune of about N100m without going through any financial institution, while in public office.

This act, the EFCC said, violated Sections 15(1) (a) (b) (c) (d) and 15 (2) (a) (b) of the Money Laundering (Prohibition) Act, 2004.

Bode George was released at 10am today to the waiting arms of top party chieftains, family members and a crowd of friends and political associates from diffrent parts of the country at the Kirikiri Maximum Security Prisons, Lagos. “Nip/Tuck” actress Kelly Carlson began training in Kali, a form of martial arts from the Philippines, when she was 19. But despite her extensive self-defense training, she found herself in a life-threatening scenario where her martial arts background wasn’t enough.

"Owning a firearm...was life changing for me because women for sure, but even men too can be in a very, very vulnerable position with no options if you have intruders or any scenario where you're being dominated physically," Carlson told FOX411. "[A firearm] is the only equalizer you have."

The 39-year-old revealed a person in her past began stalking her in 2012 and even hired people to break into her home and tap her phones. After several break-ins and being followed on the streets, she contacted law enforcement who were not sympathetic to her situation.

“Law enforcement, they didn’t take me seriously. probably because I’m an actor but also because my situation was a little crazy,” she admitted.

One good thing came out of the scary ordeal: Carlson met her husband Dan after hiring him to teach her counter-surveillance.

"I had learned self defense for many years but I just knew around that time I needed some help," she admitted. "My attorney and I were interviewing some people that provide security but no one that we interviewed understood counter-surveillance." Carlson ended up calling a friend on the East Coast who recommended someone who could help her.

"He recommended Dan, who is my husband now," she said. "I mean, it's a happy ending because I lived through it but more so I did meet my husband. He couldn't have been a better trainer and he's such a good teacher and he didn't ever question my scenario."

Carlson understands why a person may "fear firearms," but she explains "it's crucial for people to look at it from a logical standpoint and take the emotions out of it because one needs to have that option to save them."

The actress believes she has the perfect platform to advocate for firearm use and safety not only because of her celebrity, but also because she has a family member who was murdered by firearm.

“I wanted to tell my story because it's unique where I’ve had a family member be murdered from a firearm and not for a second did anyone think in my family to champion stricter gun laws.”

The Minnesota-born model said that if her view on firearms has hurt her Hollywood career, she doesn’t care.

“It probably has and I don’t know it...I don’t care.” According to Carlson, “people think Hollywood is very anti-guns but California is huge and we have way more support than people think and I’d like people to know that...that was surprising to me and I was happy to know there’s such a huge [firearm] community and that you have a lot resources for safety training.”

Carlson tells her story on an episode of Outdoor Channel’s “NRA: All Access” airing on July 15. She decided to share her past experiences because she’s “a woman who has a little bit of a public platform.”

“If this happened to me, it's happened to millions of women. I have the responsibility to educate people about firearms and also share my story,” the 39-year-old said. “I'm not telling people to just go get [a firearm], they’re not for everybody. While my message is supportive, I also very much emphasize on training and safety because it is a dangerous weapon. It’s a lifestyle and it can save your life.”
