The immediate past National Security Adviser, Col.
Sambo Dasuki(retd.), has said some arms and
ammunition, ordered during the government of
former President Goodluck Jonathan, have yet to
arrive in country.
The former NSA said some elements, whose
identities he did not disclose, were frustrating the
nation’s efforts to get the critically needed equipment
to fight the terror sect, Boko Haram.
Dasuki said these in an interview with PR Nigeria, an
Abuja-based media consultancy outfit, consulting for
the Nigerian military and security agencies.
According to him, the former government, a a point,
queried some arm suppliers for the delay in the
supply of the items paid for by the government.
He said some of the equipment procured by the
Jonathan administration would arrive the country
soon, but was not specific about the time.
“It was unfortunate that some elements are
frustrating the efforts as we even had to query some
suppliers for the delay in the delivery of arms and
ammunition,” Dasuki said.
The former security chief, whose Abuja and Sokoto
residences were raided by operatives of the
Department of State Services recently, explained that
the previous administration acquired a lot of highly
sophisticated equipment to fight and reclaim 22 local
government areas from the insurgents after years of
frustration by some countries.
He listed the items to include “Alpha jets, APCs,
MRAP vehicles, advanced artillery pieces, assorted
arms and ammunitions, highly sophisticated
surveillance drones, T72 and carried out modification
of F7 supersonic jet fighters.”
The arms also included armoured tanks with
comprehensive NBC protection system, Mine-
Resistant Ambush Protected vehicles with capacity to
withstand explosions, Improvised Explosive Devices
and assorted Armoured Personnel Carriers with
effective protective system against small arms fire
and shrapnel.
He said the equipment were effectively utilised to
recover 22 local government areas then under Boko
Haram’s control and prevented the Boko Haram from
disrupting the 2015 election.
Dasuki added that the security forces were able to
use the equipment to prevent the leader of the sect,
Abubakar Shekau, from releasing videos of threats

Former Gov. Rotimi Amaechi of Rivers said on Monday in Abuja that the victory of the All Progressives Congress (APC) in this year’s general elections was engineered by God. Amaechi said this at a reception organised for him by the Committee of Friends at the International Conference Centre, Abuja. He said God engineered the victory by giving the APC a good and credible presidential candidate, which enabled the party to win the last election. He thanked all members of the party for working hard during the campaign, saying that the victory was for all party members. “ Amaechi did not contribute more than you did. We all worked together; in fact, it will be unfair for us to claim the glory. “This is because I believe that the victory of APC was engineered by God. “And I saw it coming and told my friends that we would win. People thought I was a political mathematician. “The more I prayed, the more God gave me the confidence that we would win. “One of my prayer points was `God, do not tell me You will protect me after we lose; protect me now by making sure that we win’; and we won.’’ Amaechi, however, stressed that APC must deliver, as the citizens would hold it accountable in 2019. “We will not disappoint Nigerians. We believe APC governors are progressives and therefore, they cannot afford not to deliver.’’ The former governor said that the struggle had been quite challenging since he joined APC, adding that the state’s allocation from the Federation Account had reduced grossly. “From 2013, we were receiving N6 billion; by the time I left office, our wage bill monthly was N9.2 billion.’’ Amaechi recalled that when the state was receiving about N20 billion monthly, he employed more teachers for the university, college of education, polytechnics as well as secondary and primary schools. He said that the increased wage bill of N9.2 billion was because more people were employed in the state. “The fuel subsidy was N300 billion under former President Olusegun Obasanjo and it remained the same under President Umaru Yar’Adua. “Within six months under President Goodluck Jonathan, the fuel subsidy rose from N300 billion to N1.9 trillion. “Yet, Jonathan wanted more money for fuel subsidy. “This prompted the trouble between me and the Jonathan administration.’’ Amaechi thanked the organisers for the reception in his honour. The National Chairman of the APC, Chief John Oyegun, said Amaechi had the ability to struggle, fight and win power, describing him as “hyper- active’’. “Amaechi brought passion and energy into APC and he was aware of the risks of failure. The man we are celebrating today deserves honour,’’ Oyegun said. Gov. Nasir El-Rufai of Kaduna State and Chairman of the occasion, said Amaechi had transformed Rivers within the seven years he governed the state. “I know this because I have visited Rivers many times and have seen the work he did. “The primary schools in the state are better than some state universities. “He also transformed the roads, health sector and created jobs, among other things. “All these feats make him a transformative leader,’’ El-Rufai said. The governor said that Amaechi was constantly strategising for the party, making him an arrowhead in the lead-up to the governorship elections in Ekiti and Osun states. El-Rufai said Amaechi particularly contributed to efforts to increase the collection of the Permanent Voter Cards from 50 per cent to 90 per cent nationally, shortly before the general elections. THE Peoples Democratic Party, PDP has
urged the Senate and the House of Representatives to
reject in its entirety, the proposed $75 million credit
loan which amounts to N14.7 billion from the World
Bank for Edo State, just as it warned that if granted, it
would impoverish the state.
Speaking with Journalists yesterday in Abuja,
Chairman, PDP, Edo State, Chief Dan Orbih who
noted that this was not the time for what he termed
endless borrowing against the backdrop that the
state forms one of the most indebted states.
Also yesterday, two Senators from Edo State
disagreed sharply on the proposed loan.
Speaking to Vanguard yesterday, the Senate Deputy
Chief Whip, Senator Francis Alimikhena, APC, Edo
North described the loan as very important and time,
just as he stressed that the previous ones have been
useful and effectively executed in carrying out world
bank projects in the state, warning that people
should not play politics with the proposed loan.
But disagreeing with his colleague, Senator Matthew
Uroghide, PDP Edo State stressed the need for
verification of the previous tranche to ascertain if the
loan was used properly and for what it was given it
for, adding that Edo State cannot afford to go for
such a loan now when it was presently groaning as it
cannot pay salaries.
Also disagreeing with the proposed loan, Senator
Clifford Ordia, PDP, Edo Central who opposed the
request on the grounds that it will plunge the state
into further indebtedness, stressed that if the loan
was approved, it would raise the Edo State’s debt
profile under Oshiomhole to N44.1 billion ($225m) in
World Bank.
President Muhammadu Buhari had written to the
Senate requesting for the approval to obtain a total of
$75 million credit loan amounting to N14.7 billion
from the World Bank for Edo State.
According to the president, the proposed loan facility
of $ 75 million would be a second leg of a
Development Policy Programme the World Bank had
approved in 2012 which was a total sum of 225million
dollars ( N44.1 billion ) to Edo state government
designed to be implemented in three tranches of
75millon per annum.
Speaking further, Orbih who called on the national
assembly to first verify what happened to the first
tranche, said, “I want to call on the leadership of the
Nigerian Senate to kindly reject the request for Mr.
President to grant this money to the Edo state
government. The issues that comes to mind at the
mention of this loan are; what is the governor going
to use this loan for? How has he utilized previous
loans obtained by his government because you must
look at what he has done with the previous facilities
he has taken before considering offering him any
new financial lifeline.
“Don’t forget not too long ago, he went to the capital
market to obtain 35 billion loan for the Benin water
storm project as we speak the only thing after paying
out billions of naira in respect of that project all that
is visible today in Benin city is the pool of stagnant
water littered all over Benin city and the attendant
emergence of what people now refer to as
Oshiomhole mosquitoes, very stubborn and deadly
mosquitoes that is what that project has brought to
the city.
“There is nothing to show that the 35 billion which he
took for the capital market for that particular project
has been utilized. So what is he talking about 75
million dollar loan? In fact what the governor is
asking the Senate to grant him permission to access
is not up to what he collects as security votes for
undisclosed security challenges, it is on record, the
vouchers and related documents showing that
Oshiomhole takes up to an average of 500 – 700
million every month for what he refers to as urgent
security challenges, what these challenges are never
disclosed and from the records available to us from
the police headquarters Edo state since he came into
power has never witnessed any major, urgent
security challenges that will warrant the expenditure
of 20 million in a month talk less of 500 – 700 million
in a month.
” So we see this request by Oshiomhole presented to
the Senate by the president as a request to further
impoverish the good people of Edo state, to further
drive the state into a bottomless pit of ineptness
occasioned by his mismanagement and
misappropriation of his government.We call on the
leadership of the Senate to reject this request and it
is time for all hands to be on deck to check the
declining economic fortunes of this country. This is
not time for needless borrowing by government and
government institutions. So, I think what Edo people
expect from the senate leadership is to reject this
request.
“More so, it is coming from the means of a previous
rejection by a minister, we are aware that the former
minister of finance, that great lady of distinction had
earlier reviewed this request, an informed position of
a renounced economist. She analysed this request
and rejected and declined to approve this request.
Going through the back door now by way of request
to the Senate is Oshiomhole’s antics of wanting to
play smart, the world is now aware why Oshiomhole
has be launching an attack on that woman of distinct,
I think she can now laugh loud now that the actual
reason for the recent uncontrolled attacks by
Oshiomhole on her person is arising for this request
which Oshiomhole made earlier which she turned
down.
“That request was made when elections were
approaching it was the last presidential, national
assembly and state assembly election were
approaching and it was turned down by Okonjo
Iweala. Now that Edo people are gearing up for the
governorship election in early 2016, he has presented
it again, to me it is clear signal that Edo state is broke
and I think rather than resorting to this financial
palliatives that the new government to state
government, the government should come out boldly
to challenge some of these state governments, ask
questions what they have done with the previous
money granted them, allocations, excess crude
account, IGR, they have various ways this
government has generated money to say the list.
“Today I make bold to state that Edo state has
borrowed so much in the past that for over 5 years
now the people got into agreement that a particular
sum should be deducted as funds anytime the state
is receiving its allocation. It is sad to state here that
for over 5 years, the sum of 520 million is being
withdrawn as source as part of the mandatory
obligation to institutions the state government has
borrowed money from. When it became clear that
the government on its own wasn’t prepared to
service these debts the issue was brought to the
attention of the former minister and a meeting was
arranged where the state government agree that they
withdraw 520 million to service previous loan.
“So if this loan is granted I am sure the state maybe
giving up to 800 million on monthly basis to service
all these numerous loans they have taken and it is
really sad that there is nothing on ground in Edo
state today to justify the huge debt profile of Edo
state which is put at approximately 250 billion.
” These are figures that have continued to emerge
from various quarters and the government hasn’t
been bold enough to come out with the actual figure
of our debt profile, but no one can take away the fact
that the debt profile of Edo state is huge and
unbearable because for over 5 years if they can be
paying 520 million every month from source and
from the information available to us that money will
continue being deducted well after Oshiomhole has
left office, it means we already have a very huge debt
profile and I challenge the government to come out
with all relevant document about the actual status of

SaharaReporters has learned that all of the Nigerian National Petroleum Corporation Group Executive Directors (GEDs) have been sacked effective immediately. This news comes only one day after President Buhari appointed Emmanuel Ibe Kachikwu as the Group Managing Director of the NNPC.

The GEDs fired are Mr. Ian Udoh leading Refining and Petrochemicals, Mr. Adebayo Ibirogba leading the Engineering and Technical team, Dr. David Ige leading Gas and Power, Dr. Attahir Yusuf leading Business Development; Dr. Dan Efebo leading Corporate Services, Mr. Bernard Otti in charge of Finance and Accounts, Ms. Aisha Abdurrahman leading Commerce and Investments, and Mr. Joseph Dawha leading Exploration and Production.

The former President Jonathan appointed all these GEDs in March, 2014.

The Vice Chancellor of Kogi State University,
Anyigba, Prof. Hassan Isah, has been sacked by
the Kogi state government.
Also the governing council of the institution has been
dissolved. The shake-up in the administration of the
state owned tertiary institution, followed the recent
audit carried out in the institution, which seriously
indicted the vice chancellor for allegedly
mismanaging the resources of the institution, to the
tune of over N200million.
According to sources from Lord Luggard. House, the
seat of Government, in Lokoja, The deputy Vice
Chancellor, Academic, has been asked to over the
administration of the university pending new
appointments.
The audit exercise carried out in the institution had
generated a lot of controversies in the university
with, some senior lecturers in the institution who
opposed the re-appointment of the vice chancellor,
threatening to go on strike unless the report is
implemented by the Government.
The report of the external auditors indicted the Vice
Chancellor for poor management of the seed funding
for the establishment of new college of medicine,
recently inaugurated by Governor Idris Wada. Equally
affected is the dissolution of the governing council of
the institution headed by Dr. Ibrahim Onipe.
According to Government sources, new members
have been appointed to replace the sacked members.
The senior special Advice, media and strategy, to the
Governor Wada, Mr Jacob Edi, however decline to
comment on the development.

her swear on a Jewish Bible that
she wouldn’t call the police,
making fun of her.”
The victim was so terrified that
she called the family member
instead of the cops once the
attacker left around 6:30 a.m.
Tuesday.
“She even asked me afterward if
she had broken her pledge, and I
said, ‘No, you didn’t call the
police. I called the police,’” the
relative said. “I felt bad.”
Relatives said the old woman
went out of her way to treat the
suspect politely, asking about the
teen’s family and at one point
asking if she could make Roberts
a meal.
“She treated him like a grandson,
and then he raped her right
before he left,” the relative said.
“He is an animal, and he has to
be taken off the streets … There

He was drenched with sweat by the time he
wriggled himself through the narrow entrance of
his room into the pa$$ageway. Looking very
depressed and drowsy that Thursday afternoon, he
dragged himself along the hole-ridden pa$$age
and collapsed into the rickety sofa beside the
staircase that leads to the upper floors in one of
the buildings in the barracks.
With frustration written all over his face, Emma
Uden (not real names), a sergeant in the police,
kept muttering to himself, but dosed off few
minutes later. Apparently disturbed by the music
blaring in his neighbourhood, Uden could not but
open his eyes feebly and intermittently.
His pain was obvious to anyone who came across
him, but the reason for his frustration was largely
unknown. However, as Uden would later tell
PUNCH in a conversation he grudgingly consented
to, since the apartment allotted to him in the
barracks collapsed in June last year, he and his
family had been living in the kitchen of one of the
dilapidated buildings in Pedro police barracks,
Somolu, Lagos. That was his main frustration.
“It was the only alternative we had at that time,” he
said, as he unbuttoned his shirt to enjoy some
fresh air.
Since he and his family were constrained to live in
a room (kitchen), he said life had become one of
bitterness and frustration. To escape the intense
heat of the day and the constant constraint of
space that his family of six could never live
comfortably with, Uden had been used to sitting
outside anytime he was home.
Hoping that respite could eventually come his way
if he opened up to Saturday PUNCH, Uden wasted
no time in leading their correspondent to his room
where he lives with his wife and their four children.
He opened the door and lowered his head as he
made to enter, to avoid being bruised on the head
by the doorframe. As he opened the curtain for
Punch to enter, the odour, which seemed like a
mixture of wet rug and accumulated sweat, that
oozed out of the stuffy room was disturbing and
could make anybody puke.
The room was like a store reserved for unused
household items. The only window in the room
appeared dysfunctional while the base of the wall
that was visible was seriously dampened, and the
ceiling riddled with signs of serious dilapidation.
Expectedly, Uden, whose four children had
occupied the only bed in the room, appeared
discomfited by the state of the place he called
home as he continually scratched his head to look
for the right words.
Even though he is not alone in such a tortuous
situation in the premises, he said he had resorted
to coming home just to sleep, unless he was off
duty. This, he said, was to avail his family some
space in the room and that sometimes he would
rather stay in his office or volunteer to go on
patrol, all in a bid to stay away from home. They
don’t even live alone in the house, occasionally, the
family live with big rats that find their way out of
the broken septic tank located close to the kitchen
into the room.
He said:
“When we were still living in the room and parlour
before our building collapsed last year, we were
managing because of the small space, not to talk of
now that we have just one room, which used to be
a kitchen. It’s like living in a cave. That is the lot of
most of us.
“Can you imagine that? We live in a kitchen, and
you want policemen to be your friends while you
all live in your comfortable mansions. You expect
us to carry rifle and risk our lives to protect people.
Haba!”
His pa$$ionate expression of grief was second to
none, even though he said he had concluded
arrangements to leave the barracks for a room and
