Let me explain a bit:
Assuming a laptop battery of 14.8V, 5,000mAh (or 5AH) has a capacity of 14.8x5= 74Wh. Laptop volts is usually btw 10 - 14v.

If the 20,000mAh (20Ah) power bank is 5V then it has 5x20=80Wh of power. If we assume there is no power loss at all during transmission (not possible), it can only charge the laptop once, but realistically that is not possible with losses in the step up from 5v from PB to 14.8V of laptop .

However, if the power bank of 20,000mAh (20Ah) is 12V then it will have 240Wh of power, then, it can charge the laptop approximately 3 times.

I hope this gives you a better understanding.

Coming to budget, you won't get a good PB and with that kinda spec at that rate.

Well the phrase "best option" is quite relative & you didn't give a lot of parameters to help you decide as well. I guess anyone responding will just do so as a matter of opinion.
My opinion is If he's careful get the Samsung, for reliability (i mean it is your father) but if he is the carefree type more likely to drop his phone then go with the Tecno.
