Dangote should have been smarter by not sacking 800 workers because they joined PENGASAN.
From what I know, you can't compare Dangote refinery workers with their peers in other oil and gas companies.
They look more like civil servants, nothing special.
If this style of ensalving workers is what made him the richest man in Africa then that's shameful.
Working with Dangote should be a thing to be proud of but non of his Nigerian workers are happy with the pay they get.

Summary of Dangote Refinery’s Statement Against PENGASSAN this evening Sunday 28, 2025.

1. Accusations Against PENGASSAN

PENGASSAN (Petroleum and Natural Gas Senior Staff Association of Nigeria) directed its members to withdraw services and cut crude/gas supply to Dangote Refinery starting 28–29 September 2025.

Dangote Refinery accuses PENGASSAN of engaging in sabotage, lies, and “terror tactics” against Nigeria and its people.

Claims PENGASSAN’s actions threaten national supply of essential petroleum products (petrol, diesel, kerosene, cooking gas, aviation fuel), endangering hospitals, schools, emergency services, and transport.

2. Disputed Allegations by PENGASSAN:
PENGASSAN accused Dangote Refinery of:
Sacking over 800 members for joining the union.
Replacing Nigerians with over 2,000 Indians.
Enslaving Nigerian workers.
Dangote denies all, stating:
3,000+ Nigerians currently work at the refinery.
Only a small, non-arbitrary reorganization occurred.
Graduate trainee and experienced hire programs continue to recruit Nigerians.

3. History of PENGASSAN’s Actions

Sabotaged the 2007 sale of Port Harcourt and Kaduna refineries to Dangote Group, which the government later admitted was a missed opportunity.
Misled Nigerians over the Port Harcourt Refinery rehabilitation, which turned out to be a scam.
Opposed the Petroleum Industry Act (2021) amendment aimed at restructuring joint ventures for government liquidity.

4. PENGASSAN’s Interests Questioned

Dangote accuses PENGASSAN leaders of living lavishly off members’ dues without accountability.
Claims the Association serves oligarchs’ interests, not Nigerian workers.

5. Call to Action: Dangote urges the Federal Government, security agencies, and Nigerians to resist PENGASSAN’s “blackmail and sabotage.”

Argues that legitimate grievances by workers should be addressed via employment contracts, not strikes.

Insists that Nigerian security forces must protect oil and gas workers and facilities to ensure uninterrupted supply of essential petroleum products.

In essence: Dangote Refinery accuses PENGASSAN of lies, sabotage, and endangering Nigerians by ordering shutdowns. It denies union claims of mass sackings and foreign labor replacement, framing PENGASSAN as a self-serving bully that has historically sabotaged Nigeria’s oil sector. Dangote calls on government and citizens to reject PENGASSAN’s “terror tactics.”

Our attention has been drawn to the written “directive” issued by the Petroleum and Natural Gas Senior Staff Association of Nigeria (“PENGASSAN” or “Association”) on 26 September 2025 to its “TotalEnergies E&P Branch”, “Seplat Producing Nigeria Unlimited Branch”, “Renaissance Branch”, “Chevron Branch”, “Oando Branch”, “Shell Nigeria Gas, SNG Branch” and “NGIC Branch. PENGASSAN in the said communication directs its members “to cut off gas supply to NGIC effective immediately” and that “all crude oil supply valves to the [Dangote] Refinery should be shut” and “the loading operation for vessel headed there should be halted immediately”. PENGASSAN, in the directive, also instructs the Chairman of its NGIC Branch to “ensure that gas supply to the Refinery is cut off effective immediately” and “all chairmen [of the PENGASSAN branches] on this summon are to report promptly the progress of the directive”.

This is a brazen, albeit shocking display of lawlessness and criminality by PENGASSAN. Absolutely no law gives PENGASSAN the right to direct its branches to “cut off” gas and crude oil supplies to Dangote Refinery or at all. There is also no law in our statute books that would support or enable the PENGASSAN branches having to “cut off” gas and crude oil supplies to Dangote Refinery or at all. Besides, it constitutes a criminal conduct for PENGASSAN or its members to disrupt and/or interfere however in the contract between Dangote Refinery and its various vendors for the supply of gas and crude oil to the Refinery. Those supply contracts were not entered into with PENGASSAN; they were entered into by Dangote Refinery with third party vendors and suppliers and PENGASSAN has no right whatsoever to disrupt and/or interfere with the performance of those contracts.

Perhaps, PENGASSAN needs to be reminded that Nigeria is a country governed by laws. Our laws do not brook self-help and mob action that could introduce mayhem and chaos and easily translate into anarchy. Indeed, this is a complete disavowal of PENGASSAN's Press Release of the same 26 September 2025 which claimed that the Association “will take all necessary legal actions” to challenge the Dangote Refinery actions that it purports has led to its illicit and criminal “directive”. It is instructive that no sooner had the Association issued the Press Release than it abandoned the path of lawfulness and embraced criminal conduct and the path that leads to mayhem and anarchy by issuing the directive afore mentioned.
Apart from the lawlessness and criminality inherent in the PENGASSAN instruction to its branches, the Association’s directive amounts to economic sabotage at multiple levels. In plain language, PENGASSAN has directed its branches to disrupt and stop the supply of petroleum products from the Dangote Refinery to Nigerians.
The products that would be disrupted and stopped include but are not limited to aviation fuel, petrol, kerosene, diesel and cooking gas – all products that are used and required by all stripes of Nigerians and persons living in Nigeria, whether high and mighty or lowly and ordinary. In what circumstance would it be justified for PENGASSAN to so disrupt and introduce insufferable hardship into the living conditions of Nigerians? None that we can see.
The follow up question is, in whose interest and on whose behalf is PENGASSAN directing and intending to inflict such anarchic and criminal disruption upon the Nigerian society and persons living in Nigeria? Most certainly, not in the interest of the Nigerian State and/or the Nigerian public and citizens.

This is also economic sabotage against the Nigerian State at multiple levels. Dangote Refinery is the only refinery of its type in Africa and ordinarily should be the pride of all Nigerians as well as the governments of Nigeria. It should ordinarily have special protection and status and indeed qualifies as a strategic national asset.
An irreparable injury to the Dangote Refinery such as PENGASSAN has directed constitutes a national embarrassment to all of us. The directive is a disincentive to external investors who ordinarily would have been encouraged by the success of Dangote Refinery to contemplate investing in Nigeria's oil and gas sector or generally.
PENGASSAN may also not be aware that Dangote Refinery is one of the largest contributors to the revenue purse of the Nigerian governments – both Federal and sub-nationals. That contribution is currently threatened by PENGASSAN and would of course be paused if and as soon as and for as long as the PENGASSAN directive is implemented by its branches.

We are, by this write-up, drawing the attention of the Federal Government and its security and law enforcement agencies – as well as all other levels of governments in Nigeria – to this criminal, lawless, reckless and irresponsible conduct of PENGASSAN and calling on them – the Federal Government and its agencies, in particular – to call the Association to order. PENGASSAN has no right to introduce anarchy and mayhem into our society. The Association is not above the law, and it must not be allowed to believe that it is or behave as if it is.

We are also calling on all Nigerians to take note of the unquantifiable and irredeemable hardship which PENGASSAN wishes to inflict on all of us. There is no Nigerian household that does not use or need the petroleum products which PENGASSAN has now directed its branches, by fiat, to withdraw from the Nigerian market – again, we list some of them: petrol, cooking gas, diesel, kerosene and aviation fuel.

The production and supply of these products by Dangote Refinery would cease if the PENGASSAN cabal is allowed or permitted to enforce its lawless and criminal “directive”. The Association must not be allowed to ride roughshod on Nigerians.
The repercussions from the PENGASSAN directive would affect and inflict harm on all Nigerians This is therefore a fight for all Nigerians.

We all must encourage and nudge PENGASSAN to live up to the commitment in its Press Release of 26 September 2025, to wit, “take all necessary legal actions” – not illicit and criminal actions – to challenge the Dangote Refinery acts that it purports has led to its “directive”.

Congratulations to my dear brother, Aliko Dangote, on the success achieved so far since the Dangote Refinery commenced operations. It is a historic leap for Nigeria’s energy independence and economic future.

But more importantly, credit must go to President Bola Ahmed Tinubu for doing what no other leader before him had the political will to execute: the full deregulation of the downstream petroleum sector.

This singular act has broken the grip of entrenched interests and ushered in a new era of transparency, healthy competition, and customer-centric service delivery.

In a sector long plagued by rent-seeking, subsidy fraud, product diversion, and smuggling, this reform marks a decisive break from the past and lays the foundation for a more efficient and accountable energy market.

Yet despite this progress, there are still voices clinging to the old ways. Voices determined to resist change, even when it’s clear the tide has turned.

I’ve followed recent commentary around fuel supply issues and feel compelled to provide some perspective, especially as it relates to the future of this country, which remains threatened by entrenched cabals who still believe they can block the winds of reform.

But history has shown time and again: you can delay change, frustrate it, even sabotage it but you can never stop it. I founded DAPPMAN in 2002 (23 years ago) with a clear mission: to challenge the dominance of the major marketers and give independent depot owners a fair platform to thrive.

I personally structured the group, appointing the late George Enenmoh, then MD of Ascon Oil, as Chairman, while I served as Vice Chairman and Sayyu Dantata as Secretary. At the time, depot ownership was strategic. We were filling critical supply gaps left by an inefficient system.

Once Nigeria started producing cement locally, the bulk carriers that used to dock at our ports were retired, and many were sold as scrap. The same outcome awaits fuel depots.

If DAPPMAN members do not adapt, they will not only become irrelevant, they may go bankrupt. Instead of resisting progress, they should consider selling, restructuring, or investing in new value chains.

In fact, if they truly believe in competition, they could even come together and acquire the Port Harcourt Refinery and see if they can succeed where NNPC could not.

Even in developed markets, refinery operators are downsizing their depot footprint. Many are converting them into bonded warehouses or exiting completely. Folawiyo Group, known for its foresight and integrity, sold its depot and exited early. That is strategic thinking.

DAPPMAN had its place, but today, its relevance is fast fading. We must stop clinging to outdated privileges and focus on a new era built on self-sufficiency, transparency, and sustainable value creation.

Aliko’s refinery is not the problem; it is the solution.

Let’s move forward.

Dangote has a monopolistic tendency.
So he wants to monopolise the distribution channel of his product. Straight from his refinery to the end users.
Which is not a bad thing in itself.
To achieve this, he plans to import 4000 new CNG powered trucks. These CNG trucks will replace all his old AGO/PMS powered trucks.
In addition to this, he wants to employ new drivers.

What that means is:
Loss of job for the old drivers.
Families once doing well will start doing badly economically as their means of income has been taken away.

On top of that, he is insisting that the new drivers must not join the PTD association nor the NUPENG.

This is where he stepped on the UNION.

You cant tell your employees not to join workers union.
How on earth would they be able to fight for their right if their rights and welfare is trampled on just like he is doing to the old drivers.

This is exactly the reason why the Union exists to amplify their members voice and help face their employers without the members facing job loss or any form of victimization.

Danogite cant have it all.

The Union is willing to compromise to allow him employ new drivers but he cant hinder them from joining workers/trade Union.
