That's why I said that lower leagues can be bought cuz they pay them less.

For instance. If a millionaire has $3m. He can bribe a lower league with $1m. And then stake $2m. The lower leagues may accept the bribe cuz the $1m is more than what the club or league makes.

Plus there's also the consequences of being caught. The team or league is banned and all those involved i.e the players, coaches, management are blacklisted by FIFA.

There's a factor you're not considering. Athletes make a living from what they do. You can't expect a team to lose consecutively. More losses equals less pay or or maybe an end to their career. And winning teams are also human, they relax when they feel they are safe and they sometimes underestimate weak teams.
