I think the guy doesn't own any PayPal account,

What he does is to look for buyer and get a seller as well and initiate the deal and scam the two party, which two of them will now be holding and flagging the other party's name and details as scammer

And of which he only stand as middle man between the two party

The real story this guy named Q_Dot joined one Whatsapp group Importers Hub, which I happened to be a member there

I bought PayPal from him and he charged back that same day, he scammed me as well

He used my gave my account to another person which he scammed

I bought paypal fund from him after we met on one whatsapp group, he supplied the fund and i paid him immediately, so he later went back to paypal to charge back claiming he didn't get what he ordered for.

"I paid for services upfront, but the service was not offered.
Please look into this."

But from this complain, it seems he used my account to receive fund from one buyer and when the buyer didn't get what he paid for so he went to paypal to dispute in other to claim back his money
