Buhari presenting the 2018 budget proposal to the National Assembly
The Federal Government has set aside N35.4bn to address the housing needs of its workforce under the National Housing Programme in 2018.
President Muhammadu Buhari made this known when he presented the 2018 budget proposal at the joint session of the National Assembly in Abuja on Tuesday.
He also announced a budgetary allocation of N9.8bn for the Mambilla hydro power project in Gembu in Taraba.
The Federal Executive Council had on August 30, approved $5.79bn (about N1.140trn) for the construction of the Mambilla hydro plant 45 years after its conception.


Gov. Darius Ishaku of Taraba, had on Monday, lauded President Buhari for ensuring the commencement of work on the 3,050 megawatts Mambilla Hydro Electric Power Plant.
President Buhari stated that the N9.8bn earmarked for the plant included N8.5bn as counterpart funding.
The president revealed that the 2018 budget estimate also contained N12bn counterpart funding for earmarked transmission lines and substations as well as N10bn for the second Niger Bridge project in the South East region.
According to him, about N300bn has been set aside for the construction and rehabilitation of the strategic roads across the country.
“Furthermore, we have also invested a lot of time and effort in identifying alternative means of funding new projects.

Deposit Money Banks in the country are lobbying the Office of the Attorney General of the Federation to back down on the plan by the Federal Government to seize monies in the bank accounts of customers without the Bank Verification Number, it has been learnt.
A Federal High Court in Abuja had ordered the forfeiture of all monies in bank accounts owned by corporate organisations, government agencies and individuals without the BVN.
The forfeiture order, which was issued by Justice Dimgba Igwe, while ruling on an ex parte application filed by the Federal Government through the Office of the Attorney General of the Federation, is not final yet.

The owners of the accounts had 14 days to claim ownership of same and show cause why the amounts in them should not be permanently forfeited to the Federal Government.
The court also ordered the banks to advertise the accounts without the BVN in a widely circulated national newspaper as notice to those who might have any interest in them.
The court gave the order on October 17 following an application that was filed on September 28.
Justice Dimgba adjourned until November 16 for the hearing of the substantive application seeking the forfeiture of the sums in the accounts without the BVN.
The judge ordered the banks to file an affidavit of disclosure before the court, showing the names of the affected accounts, the account numbers, outstanding balances, domiciliary accounts and the bank branches where the accounts were domiciled.
The court directed that the order be equally served on the Central Bank of Nigeria.
Our correspondent gathered on Sunday that although the banks had started compiling the lists of accounts without the BVN, they were not in a hurry to publish the details of such accounts, especially before the November 16 scheduled for the substantive hearing on the case.
The executive director of one of the banks, who spoke on condition of anonymity, said, “The banks are lobbying the AGF; we hope to get them to understand why they should not carry out such an order. This money belongs to private people. Why will the government seize what belongs to them?
“Most of the customers who have yet to comply have one reason or the other for not doing so. Some are abroad; some don’t have the time to link the BVN to all their bank accounts; some have issues relating to estate and the need to get a letter of administration.”
The ED noted that such an action might send a wrong signal to foreign investors and the international community.
The chief executive officer of a mid-size bank told our correspondent that the government had no business asking private depositors to forfeit their funds for failing to obtain the BVN.
The CEO said, “If you cannot prove that the proceeds in such accounts are from illegal sources, then it is shameful for the government to do that. Government knows how to trace those accounts with monies that are proceeds of crime. Government cannot just seize private funds. It will create confidence crisis and several legal battles. We are talking to them as a group and we hope that the government will get to understand us.
“Some people have been outside the country for some time now. There are not enough centres overseas to enable them obtain the BVN there. Some have issues relating to estate. Some don’t have time to link the BVN to their bank accounts.”
Named as defendants in the suit are Access Bank Plc, Citi Bank Nigeria, Diamond Bank Plc, Ecobank Nigeria, Fidelity Bank Plc, First Bank of Nigeria Limited, First City Monument Bank, Guaranty Trust Bank Plc and Heritage Bank Plc.
Other banks are Keystone Bank, Skye Bank Plc, Stanbic IBTC Bank Plc, Union Bank of Nigeria Plc, United Bank for Africa Plc, Unity Bank Plc, Wema Bank Plc, Zenith Bank Plc and the CBN.
An industry stakeholder, Mr. Johnson Chukwu, had said there was a need for the Federal Government to give more time to enable rural dwellers to comply with the BVN requirement.
According to him, most of the learned bank customers have complied, and the majority of those who have yet to comply are illiterate people dwelling in the rural places.
He stated that the CBN needed to communicate through local languages in order to get the rural dwellers to comply.

A Saudi Arabia prince was killed when the helicopter he was riding in with other senior government officials crashed in the southern region of the country near the Yemen border on Sunday, November 5.
Saudi news channel Al-Ekhbariya announced the death of Prince Mansour bin Moqren, the deputy governor of Asir province. He and the other officials were reportedly taking a helicopter tour of development projects near the coast when the incident happened.
He was a son of Muqrin bin Abdulaziz Al
Saud, who briefly was Saudi Arabia’s crown prince from January to April 2015. The cause of the crash has not yet been revealed.
The incident comes a day after Saudi Arabia intercepted a ballistic missile fired from Yemen near its capital, Riyadh.
It also occurred a day after 11 princes, dozens of current and former ministers, were arrested in Saudi Arabia on Saturday, November 4, a night after the formation of an anti-corruption committee by King

If things had gone to plan, Adriano should be getting ready to lead Brazil out at his hometown Olympics.
He would be back at Flamengo after 15 years in Europe’s elite and would be considered a legend like Ronaldinho.
Well guess what? Things haven’t gone to plan.
These days, Adriano lives in the slums of Rio and has to pay a local gang protection money to keep him safe.
The striker, 34, left Miami United in May and has since returned to the city of his birth.
And his current predicament is a far cry from his life in Italy, where he scored 44 goals in 103 games for Inter and earned £80,000 a week.
According to reports in Brazil, he pays protection money to the Red Command gang in the in Vila Cruzeiro slum, one of Rio’s most dangerous favelas.
Flavia Bueno, of the Cambridge University’s Brazilian Society, told The Star: “Rio can be brutal.
“It is a very expensive city, and so it is not surprising that he has returned to live in the favela.
“Around 24 kids die there everyday. There are drugs, guns and gangs.”
The Red Command have killed thousands using their trademark AK47s in the battle to control Rio’s drug trade.
Adriano himself was pictured holding the gun and posing with the Red Command’s signature hand gestures.
He was also once arrested on charges relating to drug trafficking and a woman was shot in his car after he had been out clubbing in Rio.
How has it come to this for Adriano – the superstar with a 99 power rating in Pro Evo?
Well he reportedly spent £18,000 a night on prostitutes, for starters.
But if you don’t feel a tinge of sadness at the predicament of one of football’s cult heroes then we’ve got some bad news.
Speaking to R7 of the incident, he revealed: “Only I know how much I suffered.
“The death of my father left a huge hole. I felt alone and I isolated myself when he died. I was sad and depressed in Italy, and that was when I started to drink.”
He departed Inter in 2009 after helping them to four consecutive Scudetto titles to rejoin Flamengo, but he never truly fulfilled his potential.
Adriano had the world at his feet during the mid-2000s, but sadly his potential was wasted due to off-the-field issues.

The singer/indigenous rapper, was denied entry at the point of Entry with the immigration officers in USA.
