Details of the 2018 virement proposal sent to the National Assembly for the 2019 general election by President Muhammadu Buhari have emerged.

Buhari on Tuesday requested a total virement of N228.8bn.

The Nigeria Security and Civil Defence Corps (NSCDC) will need N310m to feed and administer drugs to dogs that will be deployed in states. NSCDC needs N1.2bn in total.

The Nigeria Police Force will require N7m to feed 50 horses that would be used for patrol during the polls.

The total police budget for the elections stands at N30.5bn; the Office of the National Security Adviser, N4.2bn; the Department of State Services, N12.2bn; NSCDC, N3.5bn and the Nigeria Immigration Service, N2.6bn.

The virement request reads in part, “Medical and general expenses for dogs, N143,782,000; feeding of dogs: N166,315,000


“Hiring of speedboats: N499,500,000; welfare packages (contingency of N7,000 per state and FCT) N259m; accommodation allowances for monitors: N185,000,000.”

Police election budget stands at N679m, with N7.7m earmarked for feeding of horses and N100m for printing of non-security materials.

The police also asked for N87.5m for the maintenance of aircraft and N407m for maintenance of the vehicles to be used for election monitoring.

The budget states in part, “Feeding of 50 horses: N7, 719, 454; maintenance of existing vehicles for 2019 elections for the period of 20 days: N407, 400, 000.”

NIS also requested N126m for printing name tags for its personnel that would be involved in the elections while N166m was requested for pre-election training.

The DSS, in the virement request would need N2.9bn to prepare for the polls this year.

The DSS requested N2.2bn for local election and travel allowances, while N100m was earmarked for perception management involving stakeholders, political parties and traditional/religious leaders.

About N120m was budgeted for fuelling generators during the elections which will last for 21 days while N100m was set aside for post-election investigations.

In the N1.6bn virement details, the ONSA requested N250m for a national election crisis response exercise involving all security agencies and relevant ministries, departments and agencies.

About N200m was budgeted for the deployment of equipment including satellites while N130m was earmarked for election monitoring.

It is reported that the military has arrested seven suspects in connection with the recent attacks on some communities in Plateau State.

Director of Defence Information, Brigadier General John Agim, disclosed this to reporters while parading the suspects in Jos, the state capital.

“Our troops are still getting those who are involved in the attacks on June 23,” he said.

“Two of the suspects that our intelligence gathering led us to have been arrested.”

While the suspects – Ibrahim Joji and Mr Madu Ibrahim – were arrested allegedly for the attacks on June 23, the military apprehended three others – Shaibu Suleman, Buhari Shaibu, and Zakamin Abdulkadri – in connection with the killings that took place on July 14.

The National Youth Service Corps, NYSC, Director-General, Brigadier Suleiman Kazaure, has warned state coordinators against acting in ways that are at variance with the core values of the scheme.

Kazaure gave the warning on Wednesday at a pre-orientation meeting of the NYSC Management with State Coordinators and Camp Commandants in Abuja.

He disclosed that the 2018 Batch ‘B’ Stream I Orientation course will commence on Tuesday 24th July, 2018.

FRANCE’S World Cup celebrations have been marred after two fans died and police were forced to fire tear gas amid clashes with football fans.

Cops used water canons on crowds after the country became two-time world champions after beating Croatia 4-2 in Moscow, The Sun reports.

In the Alpine city of Annecy a 50-year-old France fan broke his neck after jumping into a canal at the end of the team’s 4-2 triumph over Croatia in Moscow on Sunday.

Then, in nearby Saint-Felix, there was another death when a man in his 30s died when his car crashed into a tree as he celebrated the win.

Such accidents were accompanied by baton charges by CRS riot squads as tear gas was used to keep crowds in order.

A police source in Paris said: “Rioting broke out soon after midnight as large crowds refused to disperse.

“Shops including the Publicis Drugstore close to the Arc de Triomphe were ransacked. Windows were smashed and officers who intervened were attacked. There have been scenes of absolute chaos that have spoiled the party.”

As the trouble intensified, the authorities shut all transport links, including Metro services and other local trains.

The Senator representing Ebonyi North senatorial district, Sam Egwu has described the condition of Akanu Ibiam International Airport, Enugu, as the most embarrassing among its peers in the world.

In a debate on the airport which was sponsored by Senator Chukwuka Utazi on Thursday, Egwu lamented that the airport which serves the people of the South East, South-South and North-Central has been left in a dangerously dilapidated condition.

He explained that the Ethiopian Airlines, an international air outfit which uses the airport, have often complained of dilapidated runways which they have appealed to the authority for repairs.

Enyinnaya Abaribe representing Abia Central senatorial district, called for investigation of the contractor that handled former repairs works on the airport, stating that it was unlikely that repairs were carried out during the last administration.

Senate Deputy Leader, Bala Ibn Na’allah posited that the Enugu Airport was technically unsafe for landing. He explained that any airport which has a bad runway could damage the engine of an aircraft.

“When you say an airport is technically unsafe, it takes into account demonstrated capacity of the runways,” he said.

Barnabas Gemade representing Benue Southwest, on his part, said it was late to include the airport in the budget, noting that Senator Chukwuka Utazi ought to have brought up the issue prior to the planning of the budget. He however called for supplementary budget in that regard.

Deputy Senate President, Ike Ekweremadu revealed that Ethiopian aircraft lost tyres on two occasions while landing at the airport, and they stopped their operations there.

He added that other international airlines were not forthcoming despite its international status due to the condition of the airport.

The Senate then adopted the resolution, calling on the federal government to resurface and reconstruct the runway of the Akanu Ibiam International Airport, Enugu.

Invited guests at the commissioning of Abuja Mass Rail Transit (ARMT) were left embarrassed on Thursday as power cut occurred just as the announcement was made for President Muhammadu Buhari to deliver his keynote address.

The chief host and Minister of the Federal Capital Terrorism (FCT), Mohammed Bello, and the China Ambassador, Zhou Pingjian, had just ended their speeches which went on smoothly.

But immediately the president was invited to the podium for his address, the power cut occurred throwing the temporary tent venue of the occasion into huge murmuring.


Apparently unperturbed, the president went ahead to read his speech using a battery powered public address system.

The light was restored after about five minutes just before the president ended his speech.

It is no longer news that the crisis between herdsmen and farmers in Nigeria is becoming even worse as about 200 people were killed recently in a fresh attack in Plateau State.

This crisis is not just happening only in one state or region but it's now a norm in most of the states in Nigeria. This crisis is very recurrent in states where their major occupation is farming, e.g Benue, Nasarawa, Plateau, Taraba, Kaduna State, etc.


It will be right to conclude that this crisis will never come to an end as long as we still have open grazing in practice where the herdsmen move about with their cattle to feed on grasses and possibly feed on the farmers crops.


A lasting or possibly a final solution to this challenge is to bring an end to open grazing in Nigeria because there is no way Cows will not accidentally eat crops, and there's no way farmers will fold their hands and watch their crops been destroyed.

It's high time we learn from the Western countries where they have more cows than Nigeria and yet they don't practice open grazing.

This herdsmen must be made to understand that we are in the 21st Century and they cannot continue to practice what was feasible in the 19th and 20th century right now. The world has changed and there are even better improved methods to grow their cows.Cattle rearing is a business that requires some inputs, therefore, they should be ready to spend some money to modernize their business.


The federal government of Nigeria must come forward to ban open grazing in Nigeria if they sincerely want to end this crisis and killings. There is no any other lasting solution other than this.

This is a government that has been preaching the message of "CHANGE".

Let the CHANGE also be extended to Fulani herdsmen.


Let the Cows be separated from the Crops
