If he gives such order and they don't resign, they would be jailed for a very long time (after he leaves office) for kidnapping and "deportation" American citizens. If someone by birth is not a citizen, tomorrow they can just throw a regular citizens to his ancestral home since 99% of them are not indigenous to North America.
