Technically the choice is yours, however receiving a new passport I guess for change of name will mean the old passport has been cancelled, so you need to raise a Webform to update her details. Just proceed to raise a webform attaching the new passport and also telling them what you're doing in the textbox of the webform.

Hello house, have done medicals and biometrics and awaiting final decision...my wife's international passport is due to expire in August of 2025, but she received a new 10-year passport that has her bearing my name last week.

Can we continue with the passport that has her father's name already on file, or we need to add her new passport to the application?

Yes, they are right, there is no need for confusion, evaluate your highest qualification only. You do not need to evaluate the rest, it will confer no advantage for you in terms of scores.

GU 1 - September 11 2024
RFV - September 12 2024 (I missed out the mail and kept worrying them till I randomly searched my mail with keyword IRCC and lo and behold, the mail had been sent since Sept 12, I was seeing it on October 10) Submitted Passport on October 11, Deadline date

You require minimum 6 to be eligible, so Yes, you can create a profile, however your CRS scores will be ridiculously low, very unlikely you will get up to 400. Create the profile and work on improving the IELTS and come back to edit the profile later.

Good people of NL, I feel my application is been delayed beyond expectation and people with similar timeline have been getting PPR, how do I contact IRCC by phone outside Canada as I have seen suggestions to do so but no explanation on how.

A way to know this is to proceed with your application, you will get to the page where the total fees is computed for you and what you need to pay.
