You need a push in order to make you overcome the fear. I used to be in the same situation as you are, infact i renewed my learner's permit 4 times before i finally got the courage to drive alone. Whenever i see other women driving cars i used to admire them and would often ask myself when i would be able to achieve that. Now in the interim, i got a driver to drive me around. This guy used to misbehave on the road and often times when i cautioned him, he would challenge me on the road and insult me. One day, a saturday to be precise i needed to go out and asked him to come pick me. Not only did he arrive very late, but also came dressed as if he was going for a party. He had the audacity to inform me that he had a party to attend and so we must be back by 1pm. That was the last straw i could take from him, so i fired him on the spot. And i told myself enough was enough; i had to prove to myself that i could move the car on my own. I picked up my car keys and would you bliv it, i drove all d way down to s/lere and back without any issues. And since that day i have never stopped driving. U too can do it
