Precisely this. Was discussing same with a guy the other day and mentioned this.
U18s can't even move countries, can't sign professional contracts etc. Its crazy.
So what this guy did was to organise some sort of "Exchange program" with his agent and also mentioned some other exceptions though he didn't elaborate.
Playing for a local club is not bad but a good education (football or any other) is priceless.
