- Apply but then you will have to go for some kind of English (French) language program when you get there. Thereafter you can start your main course.

- Get that TOEFL or IELTS or TEF (French - Test d’évaluation de français) 

Either way, you will have to demonstrate/prove to "them" that you can write and speak good English/ French.
