Why rushing to buy? Before the device arrives, the price would have probably crashed.

Hello guys, i'll need some advice. A client of mine i do work it had given me a link to a guy who buys Xiaomi for people on AliExpress.( the guy is a nairalander, he buys and delivers purchase for people, but according to him my phone and 15 others are being late for slow shipping.)
When buying the phone, he told me it would be delivered from 2-3 weeks, it has been roughly two months and I'm yet to have a good reply on the purchase.

So when i discussed with him and told him this wasn't the agreement we made. He began to bring all these policies of AliExpress, even telling me I'll have my money from 60-70 days. I was like What! "But you told me, if the phone does not arrive, you'll give me an immediate refund." This was what the guy told me.

Then he began to say things like, "its not my fault is shipping and all." I even gave him reasons why i need that phone, i told him about the issues with my present phone but the guy did not give a good ear to my pleas.

Please can someone advice me on what i should do next?
