That means shootings was ongoing even before he got there.
Who were doing the shootings?
And how sure is he that they fired blanks since it seems he was not there when the shooting was going on?
Could also mean soldiers were there before he got there, who ordered them to be there?
The more they speak the more they reveal the truth.
