PRESIDENT TINUBU ASSURES OF MORE STABILITY IN THE OIL SECTOR WITH NAIRA FOR CRUDE TRANSACTIONS, URGES STAKEHOLDERS TO UPHOLD THE INTEREST OF THE NATION

President Bola Ahmed Tinubu, speaking Tuesday in Abuja, commended the Implementation Committee on the Naira-based sales of crude oil and refined products and asked the members to resolve any teething problems.

In a review meeting at the State House, the President said that using the Naira was conceived to remove the exchange rate hurdle.

“Whatever solution we proffer in crude oil and refined products sales in Naira should not take us back to our experience in the last 40 years.

“There can be cost and revenue adjustment in the oil sector, but the issue is that the government will not have to go back to the old way of doing things,’’ the President stated.

President Tinubu said the various players in the oil sector, including the Nigerian National Petroleum Corporation Ltd and the Dangote Refinery, should work to improve the economy and the livelihood of Nigerians.

The President urged stakeholders to look inward and consider supplying enough petrol and petroleum products for local consumption to stop the persistent reliance on importation. He said this would enable the channelling of foreign exchange into the development of the real sector.

The President advised stakeholders to use Afreximbank as a settlement bank to resolve the Naira pricing for crude and refined products. Afreximbank is already on board as the financial adviser.

“The market must determine what we are doing. Once you allow the market to determine the profit and loss, independent marketers and the government side can meet on the worksheet. I want the issues resolved without future waste of time,’’ he added.

“We can have energy security, and the motivation for Alhaji Aliko Dangote will not be defeated. It will be more predictable on a medium and long-term basis,’’ the President said.

The Minister of Finance and Coordinating Minister of the Economy, Wale Edun, said the administration's groundbreaking steps to sell crude in Naira would not be reversed, and the government would not be involved in determining the rate of exchange for the oil sector.

The President and Chief Executive of Dangote Group told the President that the refinery had more than 500 million litres of fuel in reserve after supplying 400 million to the economy.

He said the refinery could collaborate with the other refineries managed by NNPC Ltd to meet an estimated 32 million litres of local petrol needs.

At the meeting, the Federal Inland Revenue Service Chairman, Zach Adedeji, who chairs the technical committee, said importing refined products should end once we have the capacity to produce enough to meet domestic needs.

“The vision of Mr President is to turn Nigeria into a hub for refined products to export to the world.”

Other stakeholders at the meeting included Prof. Benedict Oramah, the President and Chairman of the Board of Afrexim Bank, and Sen. Abubakar Atiku Bagudu, the minister of budget and national planning and Group Managing Director of NNPC Limited, Mele Kyari.

The president's special adviser on energy, Olu Verheijen, and the CEOs of NIMASA and Nigerian Ports Authority also attended, along with Engineer Gbenga Komolafe, head of Upstream Regulator, and Farouk Ahmed, head of Midstream & Downstream Regulator, NMDPRA.

The Ogun State Government on Tuesday sent a second delegation to commiserate with the family of Monday Arijo, who died on Friday after being subjected to corporal punishment by a teacher at Obada Grammar School, Idi-emi.

This comes as the Federal Medical Centre (FMC), Abeokuta, is already conducting a post-mortem on the deceased to determine the cause of his death.

The delegation, led by the Commissioner for Education, Science and Technology, Prof. Abayomi Arigbabu, was the second government team to pay a condolence visit to the family.

Prof. Abayomi, after visiting the family of the deceased, sounded a note of warning to teachers in state-owned primary and secondary schools to desist from administering corporal punishment on pupils and students under their care.

He said: "The state government has set up a committee to look into the root cause and all other circumstances surrounding what has happened because when anything occurs, the most important thing is for us to learn from a particular situation, not only about Obada Grammar School.

"I have said this in the past; we usually have what we call stakeholders' meetings before the beginning of every session, where I always reiterate the need to say no to corporal punishment.

"What I am saying is that this is not even about Ogun State; we are saying that this is a world standard. There are regulations against corporal punishment. That does not mean children will not behave well; we can actually discipline children. We can raise them to become whatever they want to be in life without resorting to corporal punishment."

Arigbabu, while assuring parents that the state government will continue to monitor and hand out sanctions to teachers who are found culpable of administering corporal punishment to students under their care, noted that teachers should always endeavor to follow the rules of the game.

Justice Joyce Abdulmalik of the Federal High Court in Abuja on Wednesday stopped the Central Bank of Nigeria from further releasing monthly financial allocations to Rivers State Government.

The presiding judge held that the presentation of the 2024 budget by Governor Siminalayi Fubara before a four -member Rivers House of Assembly was an affront to the constitutional provision.

She described the receipt and disbursement of monthly allocations since January this year by Fubara as a constitutional somersault and aberration that must not be allowed to continue

Justice Abdulmalik also held that Fubara’s action in implementing an unlawful budget smacked gross violations of the 1999 Constitution he swore to protect.

She proceeded to restrain the CBN, Accountant General of the Federation, Zenith Bank, and Access Bank from further allowing Fubara to access money from the Consolidated Revenue and Federation Account.

UK under pressure to pay slavery reparations as Commonwealth nations meet

The leaders of the Commonwealth group of nations are meeting at a welcome banquet in Samoa in the South Pacific on Thursday, with climate change and reparations for Britain's role in the transatlantic slave trade on the agenda of summit.

Leaders and officials from 56 countries that were under UK's colonial empire, as well as Britain's King Charles, are attending the Commonwealth Heads of Government Meeting (CHOGM) that began on Monday, according to TRT Afrika

The countries' foreign ministers also began a day of discussions on Thursday.

Key on the agenda is a push for Britain to pay reparations for transatlantic slavery, a long-standing issue that has recently been gaining momentum worldwide.

Racial inequalities

Countries under the Caribbean Community (CARICOM) and the African Union are at the forefront of the campaign.

British Prime Minister Kier Starmer said on Monday the UK will not bring the issue of reparations for historical transatlantic slavery to the table at the summit, but is open to engage with leaders who want to discuss it.

He suggested that the focus at the summit should be on the current and future challenges instead of historical wrongs.

However, activists and countries whose citizens were enslaved say the legacy of slavery has resulted in persistent and vast racial inequalities and economic backwardness today.

Kidnapped, shipped

A CARICOM source familiar with the matter told Reuters news agency that CHOGM presents an “important opportunity” for discussion on reparations and the region will be tabling the issue there.

"It is a priority for many of the Commonwealth's member countries and whenever those affected by atrocities ask to talk, there should always be a willingness to sit down and listen," said Kingsley Abbott, director of the University of London's Institute of Commonwealth Studies, who is attending the summit.

From the 15th to the 19th century, at least 12.5 million Africans were kidnapped and forcibly transported by European ships and merchants and sold into slavery.

Those who survived the brutal voyage ended up toiling on plantations under inhumane conditions in the Americas, mostly in Brazil and the Caribbean, while their enslavers profited from their labour.

M23 claims control of DRC town in ceasefire violation

M23 rebels on Wednesday seized a disputed town in east Democratic Republic of Congo, in a fresh violation of a ceasefire agreed in August, local sources told AFP.

Since launching an offensive in late 2021, the largely Tutsi M23 militia has seized large swathes of territory in east DRC, displacing thousands of people and causing a humanitarian disaster.

A ceasefire between the DRC army and M23 had been in place since early August following mediation by Angola.

The truce had been largely respected by the Congolese and Rwandan armies, but regularly violated by armed groups affiliated with the countries' armed forces.

The M23 on Wednesday re-entered the town of Kalembe after fighting with the Wazalendo, a coalition of militia backing the Congolese army, according to several sources.

"We can confirm that the M23 controls Kalembe," Kabaki Mwanankoyo, a local leader of a group in the town, told AFP.

"The M23 has been pushing out the Wazalendo" since 10am local time (0800 GMT), a security source told AFP on condition of anonymity.

"The enemy is using all its artillery to massacre us" and "has managed to take one of our positions", Wazalendo spokesperson Marcellin Shenkuku told AFP.

But "for the moment, it's difficult to say who is in control of Kalembe", he added.

M23 combatants first entered the town of Kalembe on Sunday, in the North Kivu province, before being pushed back by a pro-Kinshasa militia.

The occupation of the town of Kalembe on Sunday by the Forces of the March 23 Movement constitutes "a flagrant violation" of the ceasefire, the Angolan government said in a statement published on Monday.

The Angolan government "rejects and vigorously condemns this hostile act, which jeopardises ongoing efforts to find a lasting solution to the conflict", it added.

Kalembe, a town of around 40,000 people, is located on one of the two main roads in the area, which provides access to gold, coltan and diamond deposits in the Walikale territory, in western North Kivu province.

The Legend of Adegoke Adelabu: From Penkelemesi to Ebullition

I was gripping a copy of Wole Soyinka’s IBADAN – The Penkelemesi Years. I hadn’t realized the elderly gentleman beside me was eyeing the book. Suddenly, he gently tapped me and in an unmistakable Ibadan tone, asked, “You know Penkelemesi?” I nodded.

Like most youths raised in the Western region of Nigeria, ‘Penkelemesi’ was a well-known term. It was attributed to the brilliance of one man, Adegoke Adelabu. He had famously referred to the Western House of Assembly as being in a ‘peculiar mess.’

“But do you know EBULLITION?”

What’s EBULLITION? According to my new companion, ‘Ebullition’ was another word added to the English language by Adegoke Adelabu. He continued, informing me that Adelabu had even authored a book on EBULLITION!

That moment sparked my quest for this elusive book. Did I manage to locate it?

Adegoke Adelabu! He was nearly a legendary figure. Charismatic, bold, witty, intelligent, and sophisticated. Through my investigations, it became clear that Adelabu was ahead of his era. The depth of his intellect, the sharpness of his logic, and his political brilliance were extraordinary.

Born in 1915 at Oke-Oluokun, Ibadan, Adelabu’s father, Sanusi Ashiyanbi Adelabu, belonged to the extended Oluokun Chieftaincy Ruling House, direct maternal descendants of the Alaafin Ruling House in Oyo. Pa Sanusi was a weaver and textile trader, one of the first people in Ibadan to build a two-storey house.

Adelabu’s mother, Awujola Ajoke, hailed from the Igbaro/Oparinde/Olokunesin families of Isalejebu and was related to Abasi Okunola Aleshinloye, the first Olubadan of Ibadan.

He attended St. David’s CMS Elementary School, Kudeti from 1925 to 1929. By 1930, he moved to CMS Central School, Mapo, completing his primary education. In 1931, he was admitted to Government College, Ibadan, from which he graduated with excellent results in 1935, joining the ranks of illustrious alumni like Professors Wole Soyinka and Ladipo Akinkugbe.

It was at Government College that his nationalist ideals as an African took root. One teacher’s “arrogant assumption that England was the center of the universe… irritated and enraged me. It fueled the embers of my growing resentment into a roaring flame.”

He later attended Higher College, Yaba, for a year in 1936.

Adelabu’s academic performance was stellar, earning several accelerated promotions. He was anything but humble. Fully aware of his brilliance, he flaunted it. “Despite my fast-tracked promotion, I never came second throughout my schooling. I was always leaps ahead of my peers and often rescued my tutors from tricky situations.” Such confidence!

He openly admitted to being a showoff. “Anyone reading me and fuming in justified anger, ‘this fellow is an incorrigible egotist,’ is paying me just the kind of compliment I relish!”

At 22, Adelabu’s day was made when his General Manager at UAC, E.H.L. Richardson, exclaimed in frustration, “Look here, Adelabu, you are an insufferable intellectual snob!”

After school, he worked for four years with the United African Company Limited, holding managerial roles in Produce, General Goods, a Singlet Factory, and Welfare Section.

In 1938, he left UAC and joined the Civil Service as an Inspector in the Cooperative Department, touring the Western Province and even undertaking a six-month relief duty in British Cameroon.

After seven years in public service, he resigned and ventured into private entrepreneurship, engaging in cocoa farming, transport, journalism, real estate, and political activism.

Generator Users in Enugu Now To Pay N80,000 Fine

The Governor Peter Mbah-led administration in Enugu State has introduced a new fine for residents and businesses using generators.

The state has imposed a penalty of N88,000 on individuals and businesses that rely on generators for power, citing environmental concerns due to carbon emissions.

In a recent notice served to businesses and shop owners, the State Ministry of Environment and Climate Change emphasized that using alternative power sources outside of the national grid violates several environmental laws.

"This includes sections 124 to 128 of the state's environmental regulations," the notice indicated.

The notice, dated August 28, specifically highlighted the use of generators as a contributing factor to carbon emissions. It instructed recipients to pay a fine of N88,000 within seven days to avoid prosecution.

"The payment should be made into an FCMB account belonging to Paskay Global Ventures. Failure to comply with the directive will result in legal action," the notice warned.

This move by the Enugu State government aims to encourage residents and businesses to rely on the national grid for power and reduce their carbon footprint.

A Nigerian court on Tuesday issued an arrest warrant for a British national and two Nigerians the police want to charge with treason and inciting the army following last month's inflation protests.

A judge issued the warrant against Andrew Martin Wynne, a Briton and two locals, Lucky Elis Obiyari and Abdullahi Musa, according to Reuters.

In an affidavit before the court, police accused them of "being the masterminds and coordinators of the recent attempt to destabilise Nigeria and cause the overthrow of the present democratically elected government."

Police said they fled Nigeria to avoid arrest but will seek the help of Interpol.

President Tinubu noted: While I acknowledge the temporal existence of some daunting challenges besetting us as a nation, I would like to urge you all not to adopt a defeatist approach; rather, we should remain resolute in working for a country of our dreams.

“It is obvious that Nigeria as a nation cannot continue to sojourn on the trajectory of the past if we must be assured of sustainable development; hence, the need to sanitize the Augean stable and chart a proper course of rebuilding the nation.

A Chinese company, Zhongshang Fucheng Industrial Investment Ltd., has successfully repossessed a luxury jet owned by Nigeria in Canada following a legal battle. The repossession was finalized after Canadian authorities in Montreal transferred custodianship of the Bombardier 6000 type BD-700-1A10 aircraft to Zhongshang.

According to *Peoples Gazette*, this move follows a judgment by a Canadian court that empowered Zhongshang to seize the jet from Nigeria. “The court granted orders for Zhongshang to seize the plane earlier this year, but the change of custody from Nigeria to Zhongshang was only recently concluded,” an anonymous source familiar with the matter revealed.

Zhongshang has indicated that it will continue to seize Nigerian assets globally until all arbitration awards, amounting to over $70 million, are fully paid.

The court ruling was issued by Judge David Collier of the Superior Court of Quebec on March 21, 2024. He dismissed Nigeria's attempts to retain ownership of the aircraft, criticizing the country’s argument that it could not respond to the lawsuit due to the February-March 2023 general elections as "frivolous and unacceptable."

The luxury jet, purchased for $57 million by fugitive Dan Etete, was originally seized by Nigeria in 2016 and held in Dubai before being flown to Canada in May 2020. Though a Canadian firm, Tibit, had initially sought to claim ownership, Canadian courts allowed Nigeria to retain control of the aircraft until Zhongshang’s recent legal victory.

Judge Collier also rejected Nigeria’s claim of sovereign immunity, aligning with previous decisions by arbitration panels and courts in the United Kingdom. In a related development, a U.S. appellate court recently ruled that Nigeria cannot claim sovereign immunity from Zhongshang’s recovery efforts.

Zhongshang has already seized Nigerian assets in the UK, France, and Canada, with further actions anticipated in Belgium and the U.S. The dispute originated from a conflict between Zhongshang and Ogun State, where the Chinese firm alleged that its rights to a free trade zone were violated in 2016, contravening a 2001 trade treaty between Nigeria and China.

Despite losing multiple legal challenges across at least five countries, Nigeria continues to deny any wrongdoing in the ongoing litigation.

Trinidad and Tobago is redrawing the island’s coat of arms for the first time since its creation in 1962 to remove references to European colonisation – a move lauded by many in the eastern Caribbean nation.

Explorer Christopher Columbus’s three ships – the Pinta, the Nina and the Santa Maria – will be replaced with the steelpan, a popular percussion instrument that originated on the island Al Jazeera reported.

“That should signal that we are on our way to removing the colonial vestiges that we have in our constitution,” he said.

The current coat of arms also features hummingbirds, a palm tree and a scarlet ibis, Trinidad’s national bird. This will be the first time the symbol will be changed when it was first designed after Trinidad gained independence from the UK in 1962.

Trinidad and Tobago will also soon hold a public hearing on whether certain statues, signs and monuments with colonial connections should also be removed.

Rowley is also advocating for abandoning the UK King’s privy council as its highest court of appeal, a legal arrangement still in place for several Commonwealth countries, including Trinidad, local media reported.

The prime minister said he no longer wants Trinidad and Tobago to be “squatters on the steps of the privy council”.

President Bola Tinubu has issued a directive to reduce the size of Nigeria’s official delegation to the forthcoming United Nations General Assembly (UNGA) meetings in New York, United States.

This directive was disclosed by the Chief of Staff to the President, Honourable Femi Gbajabiamila, on Saturday in Abuja during a one-day retreat organised by the State House management for heads of government agencies under its supervision.

Addressing participants at the retreat, the Chief of Staff said the decision to streamline Nigeria’s delegation to the 79th session of UNGA in September is part of the administration's commitment to ensure prudent management of resources and reduce the cost of governance.

Highlighting the need for the State House and agencies under its supervision to ensure that its functions are guided by statutes, regulations, policy decisions, and presidential directives, Honourable Gbajabiamila hinted at upcoming policy announcements aimed at ensuring efficient service delivery in government operations.

''I just discussed with the President this afternoon. In the next few weeks, we are going to see a test of this policy during UNGA in New York.

''During recent protests, there were talks about reduction in cost of governance. Everyone is waiting to see if Nigeria, as in the past, will send the ‘largest delegation’ to UNGA.

''From experience, we know that some individuals use the opportunity of such international meetings to go about their personal businesses.

''I have received a directive from Mr. President that this time, we will be strict. If you have no business at the UN General Assembly, do not step foot in America, and this is a directive from Mr. President,'' he said.

The Chief of Staff urged heads of agencies at the retreat to comply strictly, adding that the President is listening to the concerns of Nigerians and is committed to addressing them diligently.

On the retreat, Honourable Gbajabiamila noted that it will facilitate collaboration and coordination among government agencies.

Importation of rice through land border remains prohibited – Nigeria Customs Service

The Nigeria Customs Service (NCS) has reiterated that the ban on importation of rice into the country through the land borders is still being enforced.

The Service however explained that the new federal government fiscal measures on food importation apply only to brown rice and paddy rice.

The Comptroller-General of NCS, Bashir Adewale Adeniyi, stated this on Friday during a routine inspection at the Apapa port, Lagos.

Adeniyi maintained that “Nothing has changed in the importation of Rice.

“Apart from the fact that Brown Rice and Rice Paddies will be allowed duty-free. That is the only amendment to the fiscal policy.

“The extant policy on rice still remain the same. Importation of Rice through the land border is still restricted.”

This clarification comes amid the temporal suspension of the import duties on selected food items including brown rice, grain sorghum, millet, maize, wheat, and beans, with the intent to crash food prices in the country.

The 150 days tax policy takes effect from July 15 and will remain in force until December 31

Rough rice, also called paddy rice, is the whole rice grain with the hulls (about 20% of the grain) (Ffoulkes, 1998). It is a coarser product than brown rice, which is the rice grain without the hulls but still containing the bran, or polished rice, which is the rice without the bran. Brown Rice is Ofada rice.

The recall threat, published in a national daily on August 9th, 2024, has sparked widespread concern within the OYC, which views the move as a politically motivated ploy by a few individuals within the Delta North region.

According to the OYC's Intelligence Directorate, the recall threat stems from dissatisfaction among certain political figures who feel excluded from the ongoing efforts to create Anioma State. The OYC alleges that these people, described as "political profiteers," are using the Ndokwa Renaissance as a tool to undermine Senator Nwoko's leadership.

In a statement released on August 14th, 2024, Comrade Igboayaka O. Igboayaka, National President General of the Ohanaeze Youth Council, likened the recall attempt to a misguided effort to substitute a star player like Maradona at a critical moment in the game. He further accused the Ndokwa Renaissance of being compromised by vested interests and warned that the OYC would not hesitate to expose those involved.

The OYC's investigation has reportedly identified key figures behind the recall threat, including a former senator and current members of the House of Representatives from Delta North. The group alleges that these individuals are driven by a fear of losing political relevance if Anioma State is created.

Comrade Igboayaka urged these political leaders to abandon their efforts to derail Anioma State's creation, warning that the OYC would publicly name them if they continued on their current path. He also called on Ndokwa Renaissance leaders, Mr. Chinedu Ebgenumolise and Dr. Uti Onyeukwu, to retract their statements and reconsider their stance.

Drawing a parallel to the challenges faced during the creation of Delta State in 1991, Igboayaka reminded detractors that efforts to prevent Asaba from becoming the state capital ultimately failed. He warned that those opposing Anioma State's creation risk being labeled as enemies of the region.

The OYC statement also invoked the memory of the 1967 Asaba Massacre, where hundreds of Anioma people were killed, as a historical grievance that Anioma State's creation could help address. The group argues that the formation of Anioma State would be a step toward healing the wounds of the past and fostering unity among the Anioma people and their Southeastern neighbors.

In light of these concerns, the OYC has rejected proposals for the creation of other states like Orlu, Etiti, or Ada-ada, instead throwing its full support behind Anioma State. The council emphasized that fears of insecurity in the Southeast should not be used as an excuse to oppose the creation of Anioma State, as the new state would remain geographically within its current location.

Comrade Igboayaka concluded the statement by appealing to all Anioma stakeholders to set aside selfish political interests and rally behind Senator Nwoko's efforts to create Anioma State, urging unity in the pursuit of political and economic development for the region.

Mpox outbreak in Africa declared a public health emergency

The African Union's health watchdog on Tuesday declared a public health emergency over the growing mpox outbreak on the continent, AFP reported.

The outbreak has swept through several African countries, particularly the Democratic Republic of Congo.

"With a heavy heart but with an unyielding commitment to our people, to our African citizens, we declare mpox as public health emergency of continental security," Jean Kaseya, head of the Africa Centres for Disease Control and Prevention (Africa CDC), said during an online media briefing.

"Mpox has now crossed borders, affecting thousands across our continent, families have been torn apart and the pain and suffering have touched every corner of our continent," he said.

According to CDC data as of August 4, there had been 38,465 cases of mpox and 1,456 deaths in Africa since January 2022.

"This declaration is not merely a formality, it is a clarion call to action. It is a recognition that we can no longer afford to be reactive. We must be proactive and aggressive in our efforts to contain and eliminate this threat," said Kaseya.

Implementation of LG Financial Autonomy Put on Hold as FG, Governors Reach Agreement

The Federal Government and state governors have agreed to delay the implementation of financial autonomy for Local Governments until October.

This decision was made due to concerns about salary payments and the overall functioning of these local councils.

However, as of July 2024, Local Governments were still not receiving their funds directly. At a meeting of the Federation Allocation Account Committee (FAAC), where funds were distributed to all levels of government, the Local Governments’ share of N337.019 billion was not paid into their accounts as directed by the Supreme Court.

In reaction, the Association of Local Governments of Nigeria (ALGON) expressed frustration over the delay. They accused state finance commissioners of working with governors to block the direct payment of funds to Local Governments. The body also threatened legal action against these commissioners if they failed to comply with the Supreme Court’s ruling.

On July 25, the Federal Government eventually confirmed that the direct payment of funds to Local Governments had not yet started.

The Minister of Finance, Wale Edun, explained that there were still “practical impediments” to implementing the Supreme Court’s order. He mentioned that a committee had been formed to study the ruling and find a way to put it into practice

The implementation of the Supreme Court’s judgment on Local Government autonomy is being hindered by logistical obstacles, The Punch reports.

Specifically, the Federal Government is said to be encountering difficulties in enforcing the ruling due to concerns about its potential effects on salary disbursements and the operational sustainability of Local Governments.

Governor Seyi Makinde of Oyo State had earlier voiced concerns about the judgment and urged for a homegrown approach to safeguard the welfare of the people.

“The law is the law and when there is a conflict, yes, we should go to the court. But it behoves us to look for our own homegrown solutions that can ensure that we have transparency and that our people do not suffer. This is because when two elephants are fighting, it is the grass that will suffer,” Makinde said.

According to multiple sources close to the Nigeria Governors’ Forum and the Federal Government, the Federal Government is currently facing a dilemma over how to move forward with enforcing the court ruling granting financial autonomy to Local Government Areas.

“From what I know from the Nigeria Governors’ Forum, the Federal Government and the states are looking for a political solution to manage the fallout of the Supreme Court judgment.

“The first step is the three-month moratorium on the judgment. For the next three months, the LG allocation will still be paid into the joint account with the respective states, while a permanent solution that will serve the objectives of financial autonomy as envisaged by the Supreme Court judgment is worked out,” one of the sources said.

He added, “The governors are happy that the judgment came eventually, as it would relieve them of the burden of having to augment monthly FAAC allocation of the LGs to be able to pay local government staff, primary school teachers, and primary health workers, among others.

“However, they are apprehensive that we may go back to the early 1990 era when primary school teachers and other local government members of staff were owed salaries for an average of 12 to 24 months.”

The source added, “The issue of financial autonomy per the Supreme Court judgment is not as rosy as it looks. Only a few local governments in Lagos, Rivers, Kano, and the Federal Capital Territory can comfortably cover their expenses using only monthly FAAC allocations and their IGR.

“For other states, governors augment their allocation with state funds to be able to pay salaries. That is why the salary of primary school teachers and primary health workers, which are the responsibilities of LGs, is taken as first line charge through the joint account with the state.

“It is clear to both the Federal Government and the governors that there will be a problem with the Supreme Court judgment and the local governments will be rocked by industrial action by workers,” he added.

Mrs. Anestina Iweh, Chairperson of the National Union of Local Government Employees in Akwa Ibom State, confirmed on Monday that the July allocation for the 774 Local Government Areas was disbursed to the state commissioners of finance.

She said, “The Federal Government does not have the account details of the 774 LGAs. They have not done anything, no procedure, no process, even up till date, to update the account details of the 774 LGAs.

“We can’t keep quiet and allow workers to stay without salaries, so money must come for salaries to be paid. If they are ready to act according to the Supreme Court judgement, they will get account details of the 774 LGAs and do the needful.”

The Supreme Court had on July 11, 2024, ruled that governors could no longer control funds meant for Local Governments and directed the Accountant-General of the Federation to pay allocations directly to their accounts.

In 2019, under former President Muhammadu Buhari, the Nigerian Financial Intelligence Unit took steps to protect Local Government funds. They issued a regulation that banned state governments from withdrawing large sums from Local Government accounts.

The move was however met with resistance from the Nigerian Governors’ Forum, and the policy was eventually toned down.

The Supreme Court of Nigeria, in a landslide judgement on local government autonomy, ordered that the four-year tenure enjoyed by executives be extended to the offices of all local government chairmen across the country.

This is contained in the Certified True Copy (CTC) of a judgement delivered by Justice Mohammed Garba and six others on May 11, 2024.

Garba said that some states have, by their various illegal actions, starved the local government councils in their states to the extent that most of them cannot exercise their constitutional powers or perform their statutory functions.

The Justice described the situation of the LGA in the country as “one tier of government’s inhumanity to another tier of government.”

Garbage said that LGAs in Nigeria, unlike branches of incorporated bodies or entities, are constitutionally the third tier of government in the Federation.

According to him, their political and financial independence is duly guaranteed by the Constitution of the Federal Republic of Nigeria, 1999 (as amended).

The Justice said that Section 2(2) of the Constitution provides that “Nigeria shall be a Federation consisting of States and a Federal Capital Territory.”.

He further stated that 36 states in the country are specified, in alphabetical order, by Section 3(1) of the Constitution.

He said that Section 3(6) of the Constitution provides that “there shall be 768 local government areas in Nigeria,“ while Section 1(2) of the Constitution provides that “Nigeria shall not be governed, nor shall any person or group of persons take control of the Government of Nigeria or any part thereof, except in accordance with the provisions of this Constitution.”.

The Justice, however, said that in respect of the six Area Councils of the Federal Capital Territory, Abuja, there is template legislation by the National Assembly.

He said that by way of sections 108, 109, 110, and 113 of the Electoral Act (2022), the dissolution (tenure of area councils), the vacation of seats of members, removal of the chairman or vice chairman, recall, etc. were addressed. And elections to the area councils are promptly conducted or held by the Independent National Electoral Commission.

“It is, therefore, unfortunate that some states do not even bother about conducting elections into local government councils as required by the relevant laws of their Houses of Assembly.

“Under Section 135(3) of the Constitution, the tenure of four years for the president, provided for by Section 135(2) thereof, shall be extended for periods not exceeding a period of six months at any time by a resolution of the National Assembly if it is not practicable to hold elections.

“By the same token, by a law of a State House of Assembly, the tenure of local government councils can be legally extended for any reason, such as insecurity or war, if it becomes impracticable or impossible for elections into the local government councils to be conducted.

“The mandate given to an elected local government council is the mandate of the electorate of that local government area, and if the tenure is extended, it is the people’s mandate that is extended.

“If the tenure of a local government council is truncated, as it is the norm now, it is an illegal termination of the electorate’s mandate, and it is not to be encouraged but roundly condemned.

“By the doctrine of separation of powers, it is the constitutional duty or function of the Legislature to make laws, which include amendments and repeals, and the duty of the judiciary is to interpret the laws to achieve the intended purpose of the legislation,” he said.

Tunisian president pledges strict measures against irregular migration

Tunisia's president has vowed that the north African country would not tolerate irregular migration in it's territories, according to a report by Anadolu Agency.

According to a statement by the presidency, Kais Saied said during a meeting with Ivorian Foreign Minister Kacou Adom that Tunisia "welcomes its African brothers and is committed to treating them humanely, but it will not allow any irregular migrants to exist on its soil."

During the meeting at the Carthage Palace in the capital Tunis, Saied stressed the "necessity of adopting a comprehensive approach to irregular migration in order to put an end to this phenomenon, eradicate its deep-rooted causes, and combat the criminal networks that are behind it and engage in human trafficking and organ trade."

On an almost weekly basis, Tunisian authorities have been announcing the thwarting of attempts by irregular migrants to reach European shores, apprehending hundreds, both from Tunisia and other African countries.

The north African country is facing increasing pressure from Europe to exercise stricter controls over its shores and prevent migrant boats from departing.

Saied has repeatedly asserted that Tunisia "will not be a land for resettling irregular migrants and is working to ensure it is not a transit point for them."

At least 30 killed in Nigeria's Benue state

At least 30 people have been killed in Nigeria's Benue state, after suspected bandits attacked a village, the state information commissioner said on Friday, Reuters reported.

Benue State Commissioner for Information, Matthew Aboh, told reporters that bandits attacked Ayati village on Thursday night and that 30 had been confirmed dead, with a search for more bodies ongoing.

It was not immediately clear what triggered the attack but Benue police spokesperson Sewuese Anene, said gunmen arrived and started shooting, killing several people.

Benue State Governor, Rev Fr Hyacinth Iormem Alia, condemned the attack.

More than two years after their highly-publicized reunion, Nigerian singing twin sensation Peter and Paul Okoye, known as P-Square, have split again. The twin brothers, who started their musical career in 1999 and dominated the African music industry for over a decade, first separated in 2017. They patched things up in 2021 after a four-year rift filled with public controversies that alienated colleagues and fans.

During their separation, Paul, who went by the name Rudeboy, released songs like "Fire Fire" and "Nkenji Keke," while Peter, known as Mr P, released tracks such as "For My Head" and "Cool It Down." Their reunion in November 2021 saw them perform together at a show in the Sierra Leone National Stadium, sparking hope for a new chapter.

However, in a recent development, Paul announced during an interview with City FM that P-Square no longer exists. He explained that internal issues, particularly involving their elder brother and former manager Jude Okoye, led to the split. Paul revealed, "No, P-Square is no more... As it is for me now, I’m just focused on Rudeboy." He emphasized the critical element causing the problems was the influence of people who weren't originally part of their success.

Paul disclosed that their issues started in 2014 with the release of "Ejeajo" featuring American rapper T.I. Public misconceptions about who primarily sings their songs contributed to their initial separation and affected their collaboration. He noted, "Before we collaborated with T.I., there was debate among our fans that I was the songwriter with the sweet voice while Peter was the dancer."

Despite their reconciliation in 2021, old issues resurfaced. Paul had suggested sharing their creative work equally to maintain their signature sound. However, Peter's decision to quit the group led to the current split. Paul lamented that fans frequently asked about P-Square whenever he released solo songs, indicating their longing for the duo's music.

Adding to the controversy, Paul accused Peter of involving the Economic and Financial Crimes Commission (EFCC) in their dispute, alleging financial misconduct. Despite being cleared by the EFCC, Paul expressed disappointment that Peter had not apologized for the false accusations. He urged people to avoid addressing issues with anger, as it does not solve problems.

As of now, Peter has not responded to his twin brother's claims. The future of P-Square remains uncertain, with fans left wondering if the iconic duo will ever reconcile again.
