ABSTRACTCentral to the capitalist orientation introduced to the Third World nationsthrough colonialism is the role of entrepreneurs in development. This group is still perceivedas inevitable if these nations are to develop. In spite of all the attempts to develop date, verylittle is being achieved.While this monograph recognises the importance of entrepreneurs in development, itasserts that these entrepreneurs have always existed in pre-colonial Nigeria but the re-orien-tation brought about through capitalism has fundamentally affected the pre-colonial situation.As such, there is a disjuncture between the latter and the present capitalist expectation.More importantly, the author tries to debunk the position of certain European writers thatcertain ethnic groups are better entrepreneurs than others. Thus, the responsiveness of theIgbo ethnic group of Nigeria to European economic incentives was a result of a certain his-torico-sciological position that this group occupies in Nigeria. It is posited that as the nationapproaches the twenty-

rst-century, one cannot say with certainty that ethnicity should be themain consideration for entrepreneurial ability. It is the political economy of each nationwithin the World Capitalist System that will determine the emergent scenario.

iii. 13% Derivation is the amount of monthly revenue allocated to each oil producing state based on the volume of crude oil produced. It is 13% of total revenue generated.

I remember the unprintable names a multitude of people labelled Rochas when a crack was also spotted in the flyover he built at Orji. Right from day 1, that bridge is just an accident waiting to happen, but for the relatively light traffic on it, e for don give way since.

That bridge can't withstanding 20 fully loaded 40ft containers or 10 fully loaded 33,000 liters loaded tankers on stationary traffic of 5 hours like most Apapa bridge passes though daily.
How about the only bypass your governor has been constructing in middle of forest for the past 7 yrs in Osun huh

If you are intelligent I don't need to remind you that IGR doesn't measure economy, CBN doesn't keep records of IGR, IGR figures are quoted by state governors no federal institutions monitor state IGR, you can choose to tax business operators in your domain higher, I may choose and do opposite, it doesn't measure economy activities of a state, high tax kill business, although state make more money, low taxes to business operators encourage investors most especially locals also affect state govt, they can choose to quote any figures they like, they can choose not to, just like Anambra last year didn't publish their IGR, same with Ebonyi last two years, no where in constitution it's mandatory that state most declare their IGR.

The flyover bridge is along Enugu-Onitsha express way 'Awka' and it developed cracks barely two years after construction.

Road users along this axis are warned to be careful. The state is trying to repair (Patch up) the cracks. Heavy duty vehicles are hereby pleaded with not to make use of the flyover bridge. 

Can someone remember the alleged cost of these projects in Anambra state...??
