President Muhammadu Buhari appears set to return the 2016 Budget to the National Assembly to rework because what the lawmakers sent to him on Thursday for assent, according to Presidency sources, fell below his expectations.
By implication, Buhari will not sign the Appropriation Bill into law, as earlier planned, before jetting out of the country this weekend to China for economic and business deals for Nigeria.
The sources confirmed to Sunday Vanguard that the President felt disappointed that provisions for major national projects and programmes that could turn around the economy were either outrightly removed or funds for them ridiculously slashed by the lawmakers.
It will be recalled that, in a bid to urgently assent to the bill, which was transmitted to him on Thursday, the Presidency had convened an emergency Federal Executive Council (FEC) meeting on Friday where the document was distributed to Ministers to review as it affected their respective ministries, departments and agencies.
At the review meeting presided over by Vice President Yemi Osinbajo, who is the Head of the Economic Team, it was discovered that many strategic projects were either removed or provisions made for them significantly slashed to the point that made a mockery of the projects.
Among the key projects removed from the budget by the lawmakers are the all-important Calabar-Lagos coastal rail line for which Buhari had made a provision of N60 billion in the 2016 estimates.
Incidentally, the railway project is one of the key issues taking Buhari to China.
While that was removed, the lawmakers left the Kano/Lagos railway project untouched but also went ahead to reduce the amount set aside for the completion of the Idu/Kaduna railway project, which has reached an advanced stage of completion, by N8.7 billion.
A top government official, who was privy to the fiscal document, summed the discoveries in the budget that shocked Buhari this way: “At the meeting, it was noticed that some very key aspects of the budget, which have to do with government’s core infrastructural focus, were removed. One of the projects is the subject of the President’s trip to China – the Lagos/ Calabar coastal railway project - for which a counterpart funding of N60bn was provided, but which was completely removed by the National Assembly.
“The executive is working on two major rail arteries, among other rail projects, to service the northern and eastern parts of the country – the Lagos/Kano line and the Calabar/Lagos line. While the Lagos-Kano provision was left untouched, the Calabar/ Lagos line was removed. The projects are to be funded jointly by governments of China and Nigeria. It is one of the main reasons for the President’s scheduled trip to China.
“Also, the amount proposed for the completion of the Idu/Kaduna rail project which has reached an advanced stage, was reduced by N8.7bn, a development which will make it difficult for the project to be completed”.
The source added that another fundamental area noticed in the document was the completion of on-going road projects.
It was learnt that while the executive had provided for the completion of all major road projects across the country, the National Assembly reduced the amounts provided and instead included new roads which studies have not even been conducted.
The source lamented: “The amounts provided by the National Assembly for the projects can neither complete the on-going road projects nor the new ones proposed. At the end of the year, no progress would have been made”.
According to the source, a top Presidency official, allocations for the purchase of essential drugs for major health campaigns like polio and AIDS for which the store is fast depleting, were removed and the amounts allocated to provision of ambulance, which the health ministry did not ask for.
“It was also observed that certain provisions made in the areas of agriculture and water resources to further the Federal Government’s diversification project were either removed or reduced while the funds were moved to provisions of rural health facilities and boreholes, for which provisions have been made elsewhere,” the official said.
“The President is desirous of signing the Bill into law so that implementation of the provisions could begin in earnest for the benefit of the people. That is why the moment he received the document on Thursday, a meeting was convened for Friday to immediately start work on it”, the source concluded.

Nigeria's legal authorities have denied claims that federal prosecutor Rotimi Jacobs has been dropped as the lead prosecutor in the corruption trial of Senate President Bukola Saraki.
Rebutting the story, which was contained in Authority newspaper, are Attorney General Abubakar Malami and the Director Of Public Prosecutions, Sa'idu Diri.
The Attorney General, who is currently in the United Kingdom, told SaharaReporters in a text message he was unaware of such move.
Asked if anyone could have done it in his absence and he mentioned that the Solicitor General, Taiwo Abidogun who he said acts on his behalf while traveling as “Minister of Justice” could take decisions in his absence. SaharaReporters tried Mr. Abidogun’s number severally but his telephone was shut down.
When we reached Mr. Diri, he dismissed the story as completely false.
SaharaReporters had blown the lid on recent maneuvers by Mr. Saraki to frustrate his trial at the Code of Conduct Tribunal , including collusion between his legal team and Ministry of Justice officials led by Abidogun, to hide a motion filed to challenge the jurisdiction of the Code of Conduct Tribunal to try him for false declaration of assets.
One source told SaharaReporters that the news report was being sponsored by Saraki’s lawyers as a way of preparing the public for the removal of Mr. Jacobs from the case.
“A plot was hatched between one of Saraki’s lawyers, Prince Ajibola Oluyede and Patrick Ifeanyi Uba, the oil trader who once worked with failed ex-President Goodluck Jonathan’s election campaign. Ifeanyi Ubah owns Authority newspaper and Oluyede was the lawyer who bought him a permanent injunction stopping the EFCC from arresting Uba for oil subsidy fraud,” our source stated.
Saraki had hired a former Attorney General of Nigeria, Kanu Agabi, to become his lead lawyer because Mr. Agabi claimed his presence as the lead counsel would help tame the lead judge, Danladi Umar and prosecutor, Mr. Jacobs. Both men had served Mr. Agabi in different capacity in the past.
Prior to Saraki’s hiring of Agabi, his agents had threatened Mr. Jacob’s aged mother forcing the prosecutor to move his mother from their hometown in Kwara state.
The Senate President and his lawyer became worried last week Friday when Mr. Jacobs came out swinging, telling the tribunal to dismiss a lame motion challenging the tribunal's jurisdiction.
Saraki is doing everything he can to get Jacobs off the case as a new prosecutor means that the case would suffer more adjournments that would enable him to shop for more pliable judges to throw away the case. Mr. Saraki's legal team are also hopeful that a federal high court judge, Abdul Kafarati, will give a favorable ruling on March 22nd in a case of fundamental rights enforcement where Saraki sought an order from the court to have the tribunal and its lead judge disqualified from trying him.
SaharaReporters has learnt that Saraki is putting several new plots in place to prevent his trial on Friday, including shopping for a medical reason to pre-empt the trial.

Following the carte blanche given by President Muhammadu Buhari to clean up the Nigerian National Petroleum Corporation (NNPC) and plug the leakages in the state-run oil firm, its new Group Managing Director, Dr. Emmanuel Kachikwu, will from this week start inviting oil traders who were awarded crude oil swaps and offshore processing contracts by NNPC during the administration of President Goodluck Jonathan. The goal, THISDAY learnt from top NNPC sources, is to reopen the reconciliation process for the oil swaps and offshore processing agreements (OPAs)
to determine if the oil traders met the terms of the contracts in terms of delivery of fuel product cargoes to NNPC’s subsidiary the Pipelines and Products Marketing Company (PPMC). THISDAY last June had exclusively reported that the Department of State Services (DSS) had opened a probe into the crude oil swaps and OPAs entered into by NNPC and oil traders. But the traders claimed that the probe was a witch- hunt triggered by one of their competitors in the industry and argued that swaps and OPAs were covered by irrevocable standing letters of credit to the value of the crude of lifted or petroleum products scheduled for delivery to PPMC. The traders also explained that a quarterly reconciliation process is carried out by NNPC to ascertain under or over-deliveries of product cargoes, following which refunds are made to the corporation and vice versa. However, the suspicion is that some of the traders lifted crude oil and sold it, but under-delivered product cargoes to NNPC, thus costing the country several billions of dollars. This was given fillip by a report released last week by New York-based Natural Resource Governance Institute (NRGI) which claimed that Nigeria lost over
$32 billion oil revenue due to the mismanagement of domestic crude allocations (DCA) by NNPC, as well as the opaque revenue retention practices and oil-for-product swap agreements signed between the corporation and some oil traders.
Accordingly, a top NNPC official informed THISDAY at the weekend that Kachikwu intends to start a probe this week by inviting the oil traders to account for the crude oil they lifted and products that were delivered in return.
He said where it is established that they under- delivered fuel cargoes, they would be asked to repay NNPC what they owe, failing which they shall be handed over to the law enforcement agencies for prosecution. He said: “The goal is to make them pay up once it is ascertained that they under-delivered product cargoes and not to send them to jail. Kachikwu is even willing to accept a payment plan that would ensure that their companies do not go under because they are going concerns and he recognises that they are employers of labour. “So all he wants is for them to refund what they owe NNPC (or PPMC). However, where they prove to be stubborn, he will not hesitate to call in the law enforcement agencies to prosecute them for failing to deliver the cargoes due to the corporation.” Kachikwu, he explained, would also be investigating what became of the funds meant to have been paid to or swapped on behalf of PPMC on retained petroleum products such as low pour fuel oil (LPFO), naphtha, bitumen and other heavy fuels that the oil traders were not required to deliver. “PPMC usually orders for just petrol and kerosene under the oil swaps and offshore processing contracts, as there is high domestic demand for these two products, while diesel which is completely deregulated is imported independently by oil marketers. “However in the refining process, other distillates are produced which may not be required by PPMC. These distillates comprise the heavy liquids, also known as retained products, which are either supposed to be sold and the proceeds from the sale returned to PPMC or swapped for more petrol and kerosene, failing which oil traders will remain indebted to the corporation,” he explained. Of Nigeria’s total oil output, NNPC is allocated 445,000 barrels of crude oil per day (bpd), being the nameplate capacity of its four refineries. The rule of thumb is that NNPC is required to pay for
the 445,000bpd at the going price of crude oil in the international market and remit the proceeds to Federation Account, but often failed to remit the funds to the treasury.
Also, owing to Nigeria’s low refining output, NNPC has operated the crude swaps and offshore processing contracts for decades. Under the swaps, NNPC used to allocate about 50 per cent of its 445,000bpd to oil traders who in turn sold the crude oil and were expected to import
petroleum products or enter into contracts with offshore refineries that produce the products for delivery to Nigeria. By 2014, however, NNPC was allocating its entire 445,000bpd to traders who were alleged to have sold the crude oil but under-delivered product cargoes, thus increasing Nigeria’s losses. Meanwhile, the Federal Inland Revenue Service (FIRS) has said it plans to increase the value added tax (VAT) on goods and service from the five per cent to 10 per cent. The acting chairman of the FIRS, Mr. Sunday Ogungbesan, disclosed this during an interactive session with journalists in Lagos at the weekend.
He said FIRS was consulting with the relevant agencies in government on the need to increase VAT in view of falling oil prices, which has adversely affected the economy. Nigeria has one of the lowest VAT regimes on the African continent. Long before oil prices crashed, several economists had called on the federal government to review its VAT levy in line with what obtains in smaller economies on the continent such as South Africa, Egypt, Morocco and Kenya, among others. Also, FIRS said it might clamp down on recalcitrant companies that have been evading tax in the country. Ogungbesan disclosed that of about 450,000 corporate entities in the country, only about 125,000 pay taxes to the government coffers. According to him, one of the greatest challenges facing the FIRS was tax evasion by most companies and briefcase concerns that cannot be traced.
He explained that the FIRS had resorted to engagement to get tax defaulters to change by paying their taxes as and when due. The FIRS boss said the agency had tried different options in the past to enforce compliance, including the option of sealing companies that evade taxes, but discovered that it adversely affected man hours and Nigeria’s gross domestic product. He maintained that he would continue with the option of engagement rather than clamping down on defaulters, pointing out that the former was already yielding results. He however declared that the FIRS would not hesitate to clamp down on those who remain recalcitrant and refuse to comply with the law.
He said the desire of the FIRS was to meet set revenue targets, pointing out that it would help shore up Nigeria’s finances. He said: “If we achieve our revenue targets, to a large extent government deficits will be reduced,” “Our plan is to bring every business into the tax net, because this economy can survive outside oil." Ogungbesan said the FIRS was doing everything possible to encourage payment of taxes, including allowing companies to pay in installments and more.
“I am ready to allow companies that are willing to pay up to 20 installments,” he declared.

I changed my transmission oil with oando dexron 3 just 6 days ago and engine service 3 weeks ago.

transmission oil level is low and I don't know if the oil in the gearbox is dexron II or III.
Due to this, I want to replace my transmission oil. Will it be safe to use Sea Horse dexron IIID atf? Or can I just top it.
I don't want to loose my gearbox.

My toyota CAMRY 2000 loses electric power occasionally for a duration of about 5 minutes before it restored without any serious effort.
During this period all lights on dashboard and inner lights will not respond.
Please, what could be responsible for this as I noticed this after buying a new battery.

The Ogun State Government has signed a $3.2bn light rail project contract with the China Civil
Engineering Construction Company. The contract was signed on Monday at the governor’s office at Oke Mosan, Abeokuta, and the Consul General, the Peoples Republic of China in Lagos, Kan Liu, was present. Governor Ibikunle Amosun, who said the light rail would cover both inter-city and intra-city routes, explained that when operational, it would carry passengers and goods across major cities such as Abeokuta, Ijebu Ode, Sagamu, Agbara and Idiroko among others. He said, “The light rail project is in two phases. The first will cut across the entire cities in the state, while the other phase will be for the Abeokuta metropolis.” Amosun said the project, which is expected to be completed in three years, would greatly reduce the pressure on roads in the state, and enhance its infrastructural development.
According to him, no nation develops without having the necessary infrastructure in place. He said, “Like I always emphasise, without functioning and proper infrastructure, we cannot develop. This step we are taking today will help in technology transfer and bring positive impact on the lives of our people. “If you go to China today, the only reason why they are now rated one of the economic powers of the world is because they have infrastructure in place, without infrastructure nothing can happen. “If you go to Dubai today, you will see
infrastructure there; go to Europe, in France,
everywhere, infrastructure must be there. Without infrastructure, there cannot be any development. The chairman of CCECC, Mr. Cao Baogang, who also said the project would be completed in three years, commended the governor for being a visionary leader. He noted that the rail project would provide jobs for the teeming youths of the state.

There are a lot of things our mechanics don't know and Honda is unforgiving with that. For instance almost all cases of transmission failures are as a result of using non-recommended or wrong gear oil (ATF). Once you use an undesirable ATF, the gear packs up almost immediately and you think Honda has a problem. Some mechanics advise users to change atf with every service while others say after 1 or 2 service. Its all wrong. Honda in most cases recommends change of atf after 60,000miles or 5yrs or sooner if you usually tow or climb hills probably to your home.

Who knows that you need to replace brake fluid every 3 yrs? Who knows that you need to rotate all tyres every 10,000miles? How many original Honda replacement ball joint are in the regular spare part market in Nigeria, almost none? How many motorist care if their suspension squeaks? When it happens, they say its Honda.

Ur comment is quite educative, but why are these complains/faults not so common with other brands?

Why is this so?
