Can someone who tested negative infect someone else during window period?

So what happens if a person blood is screen and he donated?will the blood bank collect a blood if they are not sure its totally free of any form of infection?

If someone goes to the blood bqnk to donate blood and after all the screening,they bleed you and you donated blood,cwn u be cerrain that you are now free from any kind of infections like hepatitis,hiv and the rest? Had an unprotected sex with a lady sometimes around september7 this year..2week later a relative needed blood transfusion and was beckon upon to donate blood..was a bit scared.even though the lady in question is someone i know and she had done hiv test twice at my request.so i told her of my fear and she told me she will run another test which she did and was negative.si that gave me the courage to go for d blood donation...i was screed and donated blood..my question is does blood donation a certificate of clean bill of health as regards infection of any sort.thanks
