There has been nothing like a Judicial University anywhere in the world.
Instead she should have called for upgrading the institute to a research and training centre for Judicial officers. That's their core mandate: to train officers of the law.
They could also offer training like the ASCON or NIPPS. That would have been a very good upgrade instead of changing it to a University
