In case it’s a genuine question, RUSSIA. Without US protection, Russia would have scattered the EU. They would have invaded the tiny Baltic States. Russia still wants to exercise influence over the former Soviet states, which have all joined the EU. Putin still hurts over the disintegration of USSR and loathes that former member States are forming alliance with the West.

Russia is too small to scatter, it can only scatter those states like Finland and poland close to it, country like Germany can defeat Russia comfortable in a one one war.
