The full video of the Senate hearing is almost 5hrs long. Whoever edited the video just cropped the few seconds to make it look like Biden called the Daughters of Confederacy "fine people".

That is even inconsequential right now. Atleast we don't see Biden waiving or snapping pictures with some hate (Confederate, white power and nazi flags) symbols like the present day republicans and their goons like we see at Trump rallies.
