Some even skipped like 4 levels to promote themselves to 4-star general once they became Head of State.

Yakubu Gowon was a Lt Colonel, or at best Colonel - jumped Brigadier Gen, Major Gen, Lt General to become a 4-star General.

IBB was a Major General, jumped Lt Gen to promote himself to 4-star General when he became Head of State.

Only Abacha was a 4-star General before becoming Head of State.

Gowon was a war General. There is such a thing called war rank where an officer can assume higher rank based on his competency to lead in the battle field. The case of Gen. Bradley in WW2 comes to mind. Gen. Bradley was junior to Gen. Paton before the War but Bradley was given a war rank and command of allied forces in Europe with Paton under him.
War Ranks can also see an un-commissioned officer commissioned to an officer as was the case in WW2 where officers where in short supply.
Gowon was the commander of the Nigerian Forces in a full fledged war and as such deserved the tittle of General during and after the Biafran campaign. The same for Ojukwu who was a Lt. Colonel before the War. The Nigerian Army has finally recognized Ojukwu as a General.
