Please does it darken or brighten the skin

Please help, for the past two months NVC has being rejecting my marriage certificate, saying it is not in the right side up, I have rotated it in different positions and I keep getting the same message, please how did you place yours . I don't know what to do again as I have rotated the document in different positions but I keep getting "Thisdocument is not in the right side up position .please replace  with a scan which displays the words horizontally on the screen", please help me

Please am so sorry to quote you but I don't even know who to meet or put me through, the Nvc has being rejecting my marriage certificate with reason that it isn't in the right side up, I have submitted this document five times changing positions within the space of 2months ,plus how did you place or position you marriage certificate on the ceac site. Please help me. Thanks.
