how can I factory reset/format my PC which I don't have access to the administrative account due to forgotten password .. it a dell computer inspiron 6000, I brought a new windows XP CD to install, but it's still asking for password

You don't need to format, there's a way you can remove the password.
Have you tried booting into safe mode
Turn off the PC

PUT it on and immediately start pressing F8 on your keyboard till it shows where you should boot from safe mode.

Do that you should see an administrator account there log into it, it should not be passworded, and if it is let me know.

Then go to user accounts in the control panel and disable the password of the user account there.

After reboot the PC and see if you can log in without password.

After booting into the system.

Press the windows key on the keyboard

Type "msconfig"

Go to startup tabs and disable the all programs there except for your antivirus.
