The National Democratic Institute for International Affairs (NDI) is a nonpartisan, nongovernmental organization working to support and strengthen Democratic Institutions and practices around the world, by building political and civic organizations, safeguarding elections through citizen participation, openness and accountability in Government.

In partnership with USAID-Nigeria, and the Government of Bayelsa State, NDI will be implementing the Strengthening Transparency, Research, Independence and Development Systems (STRIDES) project in Bayelsa from April 2013. The project aims to support the Bayelsa state government efforts to carry out budgetary, procurement, and legislative reforms in the State. The project will involve working with the state executive and legislative branches, as well as civil society organizations.

NDI seeks qualified candidates for its Bayelsa office for the following positions:

1. PROGRAM OFFICER
Primary Responsibilities

Under the supervision of the Project Director, provide assistance as follows:
• Support in the design and implementation of program activities such as meetings, Workshops, and seminars;
• Contact program beneficiaries, and effectively coordinate all logistics for program activities;
• Collate activity data and prepare activity reports;
• liaise with key partners in government, and civil society, as desirable to meet program goal;
• Other responsibilities or duties as may be assigned by the Project director.

Required Skills & Experience

● Bachelor’s Degree, preferably in international development, political science or
management; with at least three years of working experience
● Demonstrated ability to work effectively with senior political and civic leaders
● Strong oral and written communication skills in English;
● Experience in democratic governance development, preferably with parliaments, civil
society organizations, and local governments;
● Strong interpersonal and networking skills, as well as the ability to build professional
/political relationships;
● Working knowledge of PC-based word processing and spreadsheet applications;

2. FINANCE AND ADMIN ASSISTANT
Primary Responsibilities
• Provide substantial administrative and accounting support to NDI program in Bayelsa.
• Possess basic knowledge of organizational policies and procedures relating to the position
• Provides a first point of contact to visitors and telephone callers, dealing with enquiries courteously and efficiently.
• Organizes and follow-up workplan /schedules.
• Schedules and coordinates meetings, events, interviews, appointments, and/or other similar activities for supervisors, which may include coordinating travel and lodging arrangements.
• Maintains the program/project filing system.
• Sorts, screens, review and distributes incoming and outgoing email; composes prepares, and ensure timely responses to a variety of routine written enquires.
• Assists with ensuring that appropriate finance systems are maintained, and that all controls are implemented.
• Ensure that all transactions are properly accounted for.
• Ensure compliance with and adherence to financial policies and procedures.
Qualifications
• Bachelors degree or equivalent in Social sciences, Economics, Accounting/Finance, Business administration with at least two (2) years working experience in related field.
• Excellent skills in using computer Microsoft office applications such as Word and Excel
• Good data management and administrative skills
• Strong organizational and work prioritization skills
• Ability to work both independently and as a team
3. DRIVER
Primary Responsibilities
• Provide logistics and driving support to the entire project staff. Drive staff, consultants and guests to various destinations within and outside Bayelsa as desirable;
• Provide guidance on appropriate departure time to meetings and shortest route destinations.
• Drive safely and responsibly at all times,
• Maintains cleanliness of vehicles.
• Reports and arranges any repairs and replacements immediately to the Project Director.
• Ensure that vehicles under his care are secured from loss and damage.
• Delivery of mails;
• Perform other duties as required.
Qualifications
• A minimum of Primary school leaving certificate
• Ability to read and write English is necessary for proper documentation of movement records.
• Five (5) years experience as a professional driver
• Two years experience as a driver for an international donor project.
• A valid Driver’s license is compulsory
• Must have good knowledge of Bayelsa roads and those of the environs

guess we lost it somewhere. wake up guys! thats just the reality of things in 2009. its not about size, its not about roads, or no light. well it is very true. these are all indicators of , and where you intend to be. The 21st century for countries is about innovation, strategic positioning and response to the current market/ economic trend.

Please i beg of everybody to listen to Obama's recent speech in Egypt. Notice how he introduced the concept of how America will relate with the Arab world in the new economy. Its no longer about oil.

Please let us not all be carried away by this man’s utterance. I’ve tried to analyse the situation. Recently I learnt that for effective problem solving we should all learn to think ‘outside the box’. Why would El-rufai make this kind of utterance and allegations at this time? What are the underling motives behind it?
