Hell No! It's not common and has never been common. Some people cannibalize on strangers. Hosting strangers is a matter of life and death in your region then and most of those places you mentioned.
Some of them practice osu that perpetually segregate against some of their fellow villagers while most parts of your region practice feisty human cannibalism.
