You do not need all this wahala. They may arrest you in the end and don't go thinking you are sacrificing for God while you are in jail.
Being sorry and repentant is enough. Restitution is a personal thing not a pre requisite to enter heaven. All you need for that is repentance. Once you have repented and are sorry that should be enough.

It is not a religious decision. All points made so far are noted.
