Being neutral doesn't mean you always say : "everybody is wrong" or "everybody is right".
Being neutral means you state objective facts no matter whom the facts favour. Judges, for example, are neutral. It is intellectual bankruptcy which makes people think that to be neutral means to ignore facts and just claim everyone is wrong or everyone is right.

Being neutral is always the best. While facts are not neutral, you can remain neutral while stating objective facts which may favour one side or the other. Some people think being neutral means to always equate what one does to what the other side does, for example they would equate the action of raping to the action of being raped. What I learnt about history of science from my European schools is that in the dark ages, Europeans became religious fanatics and forgot all about science whereas the Arabs were less religious and focused on science, especially on ancient greek works. I think "developed" or "discovered" are too strong, I think you should just say the field was named after the persons in question.
Algebra is too wide to have been developed or discovered by a person. Please guys don't talk about things you are not familiar with.

Algebra is like a house in construction, the builders are those whom we call algebrists, each one adds a stone to the house, we call that his work.

A field being named after someone doesn't mean that person was the first to venture in it. I'm almost sure that there are papers in which algorithms were detailed which precede the name algorithm. A cooking recipe is an algorithm.
