League of African Ambassadors Rallies Behind Caribbean Nations, Unveils Solidarity Initiative After Hurricane Melissa

The League of African Ambassadors (LAA) has expressed deep sympathy and solidarity with the people and governments of the Caribbean, particularly Jamaica, following the widespread devastation caused by Hurricane Melissa.

In a press statement issued on Thursday, October 30, 2025, in Lusaka, the League described the hurricane’s impact as a “catastrophic devastation” that has left the African diplomatic community “profoundly moved by empathy and shared concern.”

“While oceans may separate us, the deep historical, cultural, and ancestral bonds that unite Africa and the Caribbean are unbreakable. The pain of our brothers and sisters in the Caribbean is our pain. Their loss is our loss,” the League said.

Signed by the League’s President, Ambassador Nwanne Ominyi, former Nigerian High Commissioner to Zambia, the statement reaffirmed Africa’s Pan-African commitment to stand shoulder to shoulder with Caribbean nations in the aftermath of the disaster.

As part of its response, the LAA announced the launch of the “Hand of Friendship and Advocacy” initiative, a diplomatic and strategic effort designed to mobilize international assistance and strengthen long-term cooperation between Africa and the Caribbean.

According to Ambassador Ominyi, the initiative seeks to amplify calls for help, facilitate coordinated relief operations, and promote the deployment of specialized humanitarian agencies to affected regions.

The League urged the United Nations, humanitarian organizations, and global partners, including the UN Office for the Coordination of Humanitarian Affairs (OCHA) and the Red Cross and Red Crescent Movement, to urgently deploy emergency response teams and technical experts to assist with disaster management and recovery.

Beyond immediate relief, the League called for the establishment of an Africa-Caribbean Partnership on Climate Resilience, a long-term framework aimed at uniting both regions in the fight for climate justice and equitable access to climate financing.

“This tragedy must be a turning point. Small Island Developing States and African nations bear the heaviest burden of a climate crisis they did almost nothing to create,” the statement read.

The League emphasized that global cooperation and sustained advocacy are essential to prevent future disasters and to ensure that vulnerable nations are supported through resilient infrastructure and sustainable development policies.

In its closing message, the LAA assured the governments and peoples of the Caribbean that Africa stands firmly beside them in their time of loss and rebuilding.

“To the governments and peoples of the Caribbean, we say to you that you are not alone. Africa stands with you. Our solidarity is expressed through our unwavering diplomatic voice, our moral authority, and our commitment to ensure your call for help is heard and acted upon across the world,” the statement declared.

The League concluded by reaffirming that “the resources of solidarity are found in the unwavering commitment to stand together as one family, to speak as one voice, and to demand a global response worthy of the resilience and spirit of the Caribbean people.”

“The strength of our global African family lies in unity. In standing together, we transform empathy into action and adversity into renewed resilience.”

As the Caribbean rebuilds in the wake of Hurricane Melissa, the League of African Ambassadors said it will continue to use its diplomatic platforms to amplify the region’s call for relief and justice. The League emphasized that this is not only an act of compassion but also a reaffirmation of the enduring bond between Africa and the Caribbean, a bond rooted in shared struggle, mutual strength, and a collective vision for a more equitable world.

A Chevening Scholar and one of the Nigerian Navy’s most decorated officers, Rear Admiral Abdullahi Ahmed, has been appointed the 22nd Commandant of the National Defence College (NDC), Nigeria’s highest military training institution.

Rear Admiral Ahmed takes over from Rear Admiral James Ohimai Okosun at the premier institution responsible for training senior officers of the Armed Forces of Nigeria and participants from allied countries in strategic leadership and national security management.

The appointment reflects the military’s confidence in Rear Admiral Ahmed’s professionalism, leadership capacity, and wealth of experience accumulated over three decades of distinguished service to the Nigerian Navy and the Armed Forces of Nigeria.

Before his new appointment, Rear Admiral Ahmed served as the 7th Commandant of the Naval War College, Nigeria, where he led key strategic courses and presided over the graduation ceremony of Command Level Officers’ Course 7. He also held significant roles such as Deputy Chief of Defence Space Administration and Director of Recruitment, Resettlement, and Reserve at the Naval Headquarters.

Throughout his career, Rear Admiral Ahmed has held several command and instructional appointments, including Director of Plans at the Naval Headquarters, Chief Staff Officer at the Naval Training Command, Commander of Naval Base PATHFINDER, and Commander of Naval Unit Abuja.

He also served as Directing Staff at the National Defence College, the Air Force War College, and the Armed Forces Command and Staff College, Jaji, where he played a pivotal role in mentoring mid- and senior-level officers in strategy, defence policy, and inter-agency cooperation.

Rear Admiral Ahmed’s academic record is equally outstanding. He is an alumnus of the Nigerian Defence Academy, Kaduna, where he obtained a Bachelor of Science degree in Biological Sciences in 1993. He holds a Master’s degree in International Affairs from the University of Ghana, Legon (2011), and another in International Security Studies from the University of Leicester, United Kingdom (2014). In the same year, he completed the International Cyber Policy Programme at Cranfield University, United Kingdom.

His professional honours include the Grand Service Star (GSS), Pass Staff College Dagger (psc+), and Distinguished Fellow titles from the Air Force War College (afwc+), National Defence College (fdc+), and the Naval War College (defnc). He is also a recipient of the Chief of Naval Staff Commendation and is recognised as a Chevening Scholar, one of the United Kingdom’s most prestigious global leadership awards.

Renowned for his intellectual depth, humility, and calm leadership style, Rear Admiral Ahmed is widely respected across military circles for his commitment to academic excellence, discipline, and professional ethics. African Ambassadors Pushes for African Industrial Revolution, Hails Dangote Refinery as Continental Breakthrough

The League of African Ambassadors (LAA) has called for a renewed push toward Africa’s industrial development, warning that the continent must urgently shift from exporting raw materials to producing finished goods if it hopes to eradicate poverty and underdevelopment.

Addressing dignitaries during the official launch of the League in Lusaka on October 14, 2025, the President of the LAA, His Excellency Ambassador Nwannebuike Ominyi, said the continent’s continued dependence on unprocessed natural resources is a major contributor to poverty and underdevelopment across Africa.

“One of the greatest challenges facing the African economy is the lack of value addition to our natural resources. This underpins the continent’s poverty and underdevelopment,” he stated.

Ominyi insisted that African nations must stop dwelling on the past and begin actively shaping their economic future. “We have blamed the West for too long; we have lamented the days of our colonisation far enough,” he said, adding, “It is not up to the slave owner to free the slave; it is the duty of the one enslaved to imagine a better future and to then find his objective realities repugnant enough that he happily dies in pursuit of his freedom.”

He declared that the LAA will take up this challenge using the diplomatic strength of its members to mobilise global partnerships and investments. “We unequivocally assert that it is time to accelerate Africa’s industrialization. We are committed to advocating for this cause globally and partnering with both local and international investors. We stand ready to deploy our diplomatic expertise in every necessary regard.”

As part of the shift toward value addition, Ominyi hailed the milestone achieved by Africa’s richest businessman. “We salute Alhaji Aliko Dangote, President of Dangote Group, for successfully establishing the largest single refinery in the world in Nigeria, marking a significant achievement for Africa’s energy needs.”

He also acknowledged the contributions of the Nigerian government, saying, “We also extend our gratitude to the Government of Nigeria for creating the enabling environment for this project.”

The LAA President noted that several African countries are already engaging with the refinery for petroleum supply. He stressed the need to protect locally made products, adding, “Africa must provide made-in-Africa goods the necessary protection and patronage in order to win the commodity war in the global market.”

Ominyi further commended the efforts of other African industrialists who continue to invest locally despite difficult operating conditions.

He also praised the outcome of a major private-sector gathering last year, stating, “We are thrilled with the recent African Renaissance Retreat held in Kigali from September 6–8, 2024, which brought together top African business leaders to chart a course for the next industrial revolution on the continent.”

Calling it an initiative capable of driving a “value addition revolution and prosperity in Africa,” he assured that the League stands ready as a partner, saying, “Count us as partners.”

As the League of African Ambassadors begins its mandate from Lusaka, Ominyi affirmed that the mission to strengthen Africa’s economy is only beginning.

The summit, the first of its kind in the state’s history, concluded on a high note with the signing of 47 Memoranda of Understanding (MoUs) across key sectors, including agriculture, solid minerals, power, tourism, and extractive industries. The total investment value of these partnerships stands at over $5.2 billion (approximately ₦7.8 trillion). This milestone reflects growing investor confidence in Bauchi’s economic environment, policy direction, and leadership stability.

Among the landmark deals is a $2.7 billion agreement with the China Fuhai Energy Group for the establishment of a Petrochemical City Complex in Bauchi. Another is a $1 billion investment by the African Athlete Academy to develop a world-class sports and youth development facility aimed at nurturing talent and promoting youth engagement. These agreements mark a new chapter for Bauchi, positioning it as a hub for industrial and human development.

Baze University, Abuja, on Monday, October 7, 2025, commenced its annual Career Week, a three-day event designed to promote mental health awareness, career development, and student engagement. The programme has once again positioned the institution as a champion of student wellbeing and holistic education.

The week began with a Health Walk organised by the Student Support Unit to raise awareness about mental health among students and staff. The walk, which started from the university campus, took participants through notable landmarks including the Body of Benchers, National Open University, EFCC Headquarters, and Optima Petroleum.

Participants also made a stop at the Federal Medical Centre (FMC), Jabi, where the Registrar of Baze University, Professor Abiodun Adeniyi, addressed students and staff on the importance of maintaining a balanced approach to mental health.

Led by Professor Adeniyi, alongside the University’s Chief Security Officer, ACP Greg F. Esele (Rtd.), and the Head of the Student Support Unit, the walk witnessed enthusiastic participation from both staff and students. They distributed educational flyers and interacted with members of the public, sensitising them on mental health and wellness.

A representative from FMC’s Psychiatric Unit commended Baze University for the initiative, describing the outreach as timely and consistent with global efforts to mark World Mental Health Day.

The second day of the Career Week featured a General Assembly that brought together distinguished dignitaries and experts. Attendees included the Honourable Minister of Youth Development, Comrade Olawande Emmanuel Ayodele; Technical Adviser to the Vice President on Women and Youth Engagement, Hauwa Liman, who served as Guest Speaker; the Vice Chancellor, Professor Jamila Shu’ara; Deputy Vice Chancellor (Academics), Professor Osita Agbu; Registrar, Professor Abiodun Adeniyi; as well as representatives of the Honourable Minister of Finance and the Federal Medical Centre, Jabi.

The event’s theme, “The Impact of Financial Stress on the Mental Wellbeing of Nigerian Youth,” provided a framework for robust discussions on several related topics. Experts and resource persons addressed issues such as promoting the safety of students with special needs on campuses, tackling substance abuse and peddling among youths, understanding investment scams, and breaking the cycle of youth involvement in ritual crimes.

Through these conversations, participants were encouraged to make informed decisions about their lives, finances, and career choices while prioritising mental wellbeing.

The final day of the Career Week was dedicated to faculty-based sessions, where faculty leaders and members discussed the impact of mental health challenges on academic performance, faculty representation, and general campus life. Each faculty explored how the year’s theme connects to their respective disciplines and how students can maintain balance and resilience within their academic pursuits.

Alhaji Idris Muhammadu Adamu Dankabo, the Hakimin Kabo and Sarkin Gabas of the Kano Emirate, has been laid to rest at the Makabartar Kuka Bulukiya cemetery in Kano, in accordance with Islamic rites.

The respected monarch, aged 48, died on Thursday following a tragic motor accident in Kano city.

The funeral prayer (Jana’iza) was held at the Emir’s Palace, led by His Highness, Emir Muhammadu Sanusi II. The Jana’iza drew a large crowd, including family members, traditional rulers, and high-ranking dignitaries from across the state and beyond.

Dankabo’s passing has led to an outpouring of condolences from Nigeria’s political and traditional leadership. Among those who paid their respects were the Executive Governor of Kano State, H.E. Alhaji Abba Kabir Yusuf; the Deputy Governor, Aminu Abdussalam Gwarzo; former Attorney-General of the Federation and Minister of Justice, Mr. Mohammed Bello Adoke (SAN); Senator Bello Hayatu Gwarzo; Danmasanin Kano, and Alhaji Abdulkadir Maitama Sule, among others.

Late Alhaji Idris Dankabo was a respected figure in Kano’s traditional institution and public life. He was the son of the late Jarman Kano, Alhaji Muhammadu Adamu Dankabo, a well-known elder statesman and founder of Kabo Air. Alhaji Idris continued his family’s legacy of public service, influence, and traditional leadership within the Kano Emirate.

He is survived by his wife and two children.

Prayers have continued to pour in for the repose of his soul. Many have described him as a humble, principled, and dutiful leader who upheld the values and customs of the emirate throughout his life.

“We pray Almighty Allah grants him Aljannatul Firdaus and grants his family, friends, and the entire Kano community the fortitude to bear this immense loss,” a family spokesperson said.

Governor Inuwa Yahaya welcomed Malam Ndace and commended his leadership and visionary approach to repositioning Voice of Nigeria as a globally competitive broadcaster and a key player in projecting Nigeria’s image and narratives to the world.

The Governor noted the important role of VON in shaping public perception, enhancing Nigeria's global presence and promoting unity through responsible journalism.

He acknowledged the efforts of the current management under Ndace to modernize the agency, expand its reach and build a more vibrant and professional media institution.

“We in Gombe State recognize the value of strategic media partnerships, and we remain committed to supporting VON’s operations and strengthening our collaboration for mutual benefit", the Governor stated.

There was once a time when the mention of the National Association of Nigerian Students (NANS) evoked respect, admiration, and even a measure of awe. It was the umbrella body that nurtured and propelled some of Nigeria’s finest minds into national service. Names like Lanre Arogundade, Rotimi Amaechi, Opeyemi Bamidele, Francis Shuaibu, Emeka Ezeazu, and Gbenga Olawepo-Hashim remind us of an era when NANS was a noble platform, a bastion of selfless activism, and a voice for truth.

Regrettably, today’s NANS appears to have moved away from that proud legacy. The latest press statement from its leadership, calling for the sack of WAEC’s Head of National Office, Dr. Amos Josiah Dangut, is disappointing and highlights the increased politicisation of what was once Nigeria’s most authentic student movement.

To clarify, WAEC is widely considered a credible and resilient institution in Africa. For over seventy years, it has administered examinations that impact millions of people. While not perfect, its transparent approach to challenges maintains its reputation. Accusations against it, especially those made by a small group claiming to represent students, lack substance and do not accurately reflect the institution’s established track record.

The allegations raised by this faction of NANS lack substantial support. Claims of “systemic failure,” “mass failure,” and “exams conducted late into the night” may be considered strong, but disruptions to examinations, whether due to logistics, weather, or security issues, are not unique to WAEC and do not necessarily undermine the integrity of the process. Furthermore, NANS has not provided any independent evidence to support these broad allegations. As a result, it appears that the group may be acting in response to concerns over WAEC’s rigorous standards rather than clear evidence of wrongdoing.

NANS today seems to operate differently from the past. While it was once guided by ideology and patriotism, there is now a perception that pecuniary interests and external influences play a larger role. Each administration of the body appears increasingly involved in exerting influence, sometimes at the expense of genuine student welfare. This recent vote of “no confidence” in WAEC may be viewed as a political move that undermines the credibility of the association and does a disservice to Nigerian students.

Dr. Dangut and his team at WAEC deserve commendation, not vilification. The challenges they manage are enormous: conducting exams across multiple states with security concerns, ensuring integrity amid rising cases of exam malpractice, deploying technology to reduce leaks, and restoring confidence in a system that millions of families depend on. That WAEC continues to deliver in the face of these pressures is a testament to strong leadership, not failure.

If today’s NANS drew inspiration from its forebears, it might focus on constructive engagement, offering thoughtful solutions, collaborating with WAEC to reduce malpractice, and advocating for policies that make education more affordable and accessible. While its recent actions have sparked concern, there remains potential for NANS to prioritise positive advocacy over adversarial approaches.

The tragedy of NANS’ decline is not just its own loss, but a loss to Nigerian society, which once looked to students as the conscience of the nation. When students led, governments listened. When students spoke, people trusted them. Now, when NANS shouts, Nigerians wonder: “Who paid for this press release?”

WAEC must not be distracted. It must continue its reforms, strengthen its processes, and remain focused on its core mission: providing credible and fair assessments for West African students. The voices of a few politicised pretenders cannot drown out the decades of trust that WAEC has earned from millions of families across the region.
The student body might benefit from introspection. NANS could strive to rediscover its noble heritage to strengthen its moral authority to advocate for Nigerian students. In the meantime, Nigerians need to distinguish between genuine advocacy and actions that may be influenced by other factors.

Currently, WAEC remains a symbol of regional cooperation, academic integrity, and institutional resilience. NANS, meanwhile, faces challenges in living up to its significant history and potential.

Baze University’s Faculty of Law recently demonstrated its strong commitment to experiential learning as 400-level students showcased their courtroom skills during a high-stakes Mock Trial held on Thursday at the Faculty’s Moot Courtroom.

The exercise, part of the Clinical and Moot Court Practice curriculum, simulated an armed robbery trial, with three student teams representing the Prosecution, Defence Counsel for the First Defendant, and Defence Counsel for the Second and Third Defendants.

In a statement, the Law Faculty explained that the mock trial is designed to provide students with “hands-on experience in the complexities of criminal litigation.”

The statement added: “This exercise reflects the Faculty’s ongoing commitment to experiential learning, providing students with an opportunity to engage with courtroom procedures in a realistic, practical setting.”

Students fully immersed themselves in the proceedings, assuming roles as prosecutors, defense attorneys, witnesses, and court officials. The trial featured opening statements, direct and cross-examinations of witnesses, and closing arguments, all structured to mirror real-life courtroom dynamics.

Presiding over the mock trial were two experienced legal professionals: Babayemi Olaniyan, Esq. of Lehi Attorneys, and Adamu Abbas Ahman, Esq., an alumnus of Baze University. Course instructor Dayo Ashonibare, Esq. supervised the session, ensuring that legal protocols were observed and offering guidance throughout.

Olaniyan, Esq. praised the students for their performance, saying, “I was impressed by their confidence, professionalism, and mastery of legal concepts. This was not just an academic exercise, it was a powerful demonstration of how well-prepared these students are for legal practice.” He described the event as “one of the academic highlights of the semester.”

Reflecting on the importance of the exercise, Ashonibare, Esq. noted, “What we saw here today is the result of months of legal research, strategic thinking, and team collaboration. It’s exactly the kind of practical exposure that bridges the gap between the classroom and the courtroom.”

“This immersive mock trial reaffirms the Faculty’s dedication to bridging the gap between theoretical knowledge and practical application in legal education,” the Faculty’s statement concluded.

The Regional Vice President for Western and Central Africa at the World Bank, Mr. Ousmane Diagana, on Monday paid a high-level visit to Baze University, Abuja, where he commended the institution’s commitment to academic excellence and assured of future partnerships in critical sectors.

Mr. Diagana, who is in Nigeria for official engagements, lauded Senator Yusuf Datti Baba-Ahmed PhD, Chancellor and Founder of Baze University, for his bold vision and investments in education, describing the institution as a shining example of African excellence driven by Africans.

“I am happy to see a university of this standard built and led by Africans. This is really a thing of joy. We are proud of Baze University and the role institutions like this play in human and capital development,” Diagana said.

He emphasized the World Bank’s focus on people-centered approaches, youth empowerment, private sector development, and agricultural productivity across the region. Diagana also expressed his appreciation for the opportunity to interact with students, noting that “every concept of development begins with learning.”

He also spoke of ongoing innovations, including the planned establishment of a flying school to offer training in aviation management, air traffic control, and hospitality.

Technology company SimplifiedIQ has been named the official assessment partner for Project Tutored 2025, an education program run by the Evergreen Initiative. The partnership will support over 500 underserved students across Nigeria through tutoring and skills development.

SimplifiedIQ will oversee the program’s assessment framework using its AI-powered platform. The system includes digital test delivery, essay and coding evaluations, and real-time analytics, which the company says are optimised for use in low-bandwidth environments.

“Our platform offers secure and scalable solutions for evaluating students fairly and efficiently,” said Sam Obi, founder and chairman of SimplifiedIQ.

The Evergreen Initiative, which focuses on educational access and youth leadership, is implementing the program in seven states. According to its founder, Alli Bob Cinwon, the use of digital tools will improve transparency in tracking student progress.

“This partnership enhances our ability to measure learning outcomes securely and effectively,” said Cinwon. “SimplifiedIQ’s involvement brings added value to our work with students nationwide.”

Cinwon said the project has already reached more than 3,500 students. He described the partnership as a step forward in providing educational support to communities that lack consistent access to learning resources.

The Nigeria Police Trust Fund (NPTF) has commissioned a new Smart Divisional Police Headquarters in Akaeze, Ivo Local Government Area of Ebonyi State, as part of its ongoing efforts to strengthen law enforcement infrastructure nationwide.

The modern facility, officially handed over to the Nigeria Police Force on Tuesday, features a fully furnished station, CCTV-enabled perimeter surveillance, a solar-powered inverter system, a borehole with an overhead water tank, fire safety installations, and landscaped grounds with dedicated parking areas.

Speaking at the commissioning ceremony, Executive Secretary of the NPTF, Mohammed F. Sheidu, stated that the project is designed to enhance operational efficiency, foster better police-community relations, and improve the working conditions of police personnel.

Sheidu reaffirmed the Trust Fund’s commitment to providing the Nigeria Police with the infrastructure, training, and tools required to effectively address modern security challenges across the country.

He also expressed gratitude to key stakeholders who supported the project, including President Bola Ahmed Tinubu for his leadership in advancing police reforms; the Inspector General of Police for championing modernization within the Force; and Governor Francis Ogbonna Nwifuru of Ebonyi State for creating the enabling environment that ensured the project’s successful completion.

CSOs call on Senate President Akpabio to step aside following electoral fraud judgment

Prominent Civil Society Organizations (CSOs) have called on Senate President Godswill Akpabio to step aside from office following the Court of Appeal’s affirmation of the conviction of Professor Peter Ogban, the returning officer in the 2019 Akwa Ibom North-West Senatorial election, for electoral fraud.

The appellate court sitting in Calabar on Wednesday upheld the three-year prison sentence earlier handed down to Professor Ogban, who was found guilty of falsifying election results to favor Senator Akpabio, then the All-Progressives Congress (APC) candidate.

"This ruling raises serious concerns about the legitimacy of Senator Akpabio’s mandate," the CSOs said in a joint statement. "It is deeply troubling that the election which brought him to the Senate has now been judicially confirmed to have been manipulated. In any democratic society, such a development demands immediate accountability and responsible leadership."

The CSOs emphasized that while Senator Akpabio has denied personal involvement in the fraud, the conviction of the very official who declared him the winner casts a dark shadow over the credibility of that election. They insist that for the sake of public confidence, the rule of law, and the integrity of Nigeria’s democratic institutions, Senator Akpabio must temporarily vacate his position until the matter is conclusively addressed.

The CSOs raised a fundamental question: having been a confirmed beneficiary of electoral fraud in the 2019 election to the 9th Senate—which he did not even complete due to his later appointment as Minister of Niger Delta—did Senator Akpabio have the legal or moral standing to contest for a seat in the 10th National Assembly, let alone serve as its President?

“This is not just about one individual. It is about restoring public trust in our electoral process. Allowing the Senate President to remain in office under such serious ethical questions undermines democratic values and sends a dangerous signal ahead of the 2027 general elections,” the CSOs stated.

The organizations commended the Independent National Electoral Commission (INEC), particularly former Akwa Ibom Resident Electoral Commissioner (REC) Mike Igini, for spearheading the investigation and prosecution of the case. They urged the National Assembly, INEC, and the judiciary to take this judgment as a clarion call to strengthen mechanisms that prevent electoral manipulation at all levels.

They further called on the APC leadership to demonstrate its commitment to electoral reform and democratic accountability by initiating a rerun or revalidation process for the Akwa Ibom North-West senatorial seat.

“The judiciary has done its part. It is now up to the political leadership to rise to the occasion and show Nigerians and the world that no one is above the law—not even the Senate President,” the CSOs concluded.

CISLAC Urges National Assembly to Prioritise Equity, Transparency in Nigeria Tax Bill 2024

The Civil Society Legislative Advocacy Centre (CISLAC) has been at the forefront of advocating for fiscal policy reforms that address Nigeria’s socio-economic challenges while promoting transparency and inclusiveness.

In a statement signed by the Executive Director of CISLAC, Comrade Auwal Musa Rafsanjani, he noted that the Nigeria Tax Bill, 2024, “a landmark legislative initiative, holds the potential to transform the country’s fiscal framework by consolidating legal provisions, enhancing tax administration, and promoting economic transparency.”

The statement reads: “However, CISLAC strongly urges the National Assembly and the Executive to critically examine and address key gaps in the bill to ensure that its implementation fosters inclusivity, economic equity, and sustainable governance.”

CISLAC has identified several critical areas of concern in the bill that require immediate attention. According to Rafsanjani, “The proposed derivation model for VAT revenue distribution risks deepening economic disparities among states. Addressing such systemic inequities requires a constitutional review. To mitigate these challenges, CISLAC advocates for the establishment of an Equalization Fund to support less-developed states in building their human capital and institutional capacity until 2030. Additionally, VAT must be collected at the point of sale rather than remitted to corporate headquarters to enhance transparency and prevent regional disparities in revenue allocation.”

He added: “The proposed increase in VAT rates, which are set to double by 2030, raises significant concerns about its impact on inflation and poverty. CISLAC recommends maintaining the current VAT rate of 7.5% until the economy stabilizes, coupled with measures to shield vulnerable populations from price shocks. It is also imperative that the list of VAT exemptions be expanded to include essential items such as cooking energy (LPG and kerosene) and electricity for consumer use, to mitigate the regressive effects of taxation on low-income households.”

“To ensure tax incentives are administered equitably, CISLAC emphasizes the need for transparency in their implementation,” the statement continued. “Strengthening the enabling laws of the Nigerian Investment Promotion Commission (NIPC) is critical to preventing misuse and ensuring inclusivity. Furthermore, the bill’s provisions for an effective tax rate on multinationals and high-turnover companies must be backed by clear and enforceable guidelines. Strengthening compliance mechanisms will ensure that large corporations and multinational enterprises contribute their fair share to national revenue.”

“Revenue from the Development Levy must be transparently utilized to enhance education and institutional capacity in underserved regions, supporting long-term human capital development,” Rafsanjani stressed. “CISLAC underscores that fiscal policies should aim to bridge socio-economic divides while fostering trust between the government and citizens. Addressing the identified shortcomings in the Nigeria Tax Bill, 2024, is essential to prevent further entrenchment of existing inequalities.”

He further stated: “CISLAC calls on the National Assembly to engage with stakeholders, including civil society organizations, to ensure that the bill reflects the aspirations and needs of all Nigerians. The Presidential Committee must provide detailed data on the compliance rates of the current VAT regime and address the challenges hindering effective implementation. State governors should prioritize the creation of sustainable industries to generate employment and revenue for economic revival, while public-private partnerships should be encouraged to drive economic development across all states.”

“The Federal Government and state governors must address existing infrastructure gaps, improve citizens’ access to education and healthcare, and ensure that the benefits of taxes are felt by all,” CISLAC concluded. “CISLAC also urges the government to digitize and publish all tax collection processes to curb corruption and enhance transparency. Adequate public consultations with stakeholders and citizens must be observed throughout the legislative process.”

The Nigeria Tax Bill, 2024, represents a unique opportunity to reposition the nation’s fiscal framework for greater equity and efficiency. CISLAC remains committed to collaborating with the National Assembly and other stakeholders to ensure the bill delivers on its transformative potential.

Farid, a student from the Department of Economics in the Faculty of Management and Social Sciences, exemplified the university’s commitment to academic excellence. Recognizing his outstanding achievements, Baze University founder, Senator Yusuf Datti Baba-Ahmed, awarded him $20,000 as a reward for his hard work and dedication.

The government’s commitment to investing in broadband expansion, as outlined in the National Broadband Plan (2020–2025), is promising, but this must go beyond mere connectivity. Establishing public-private partnerships can accelerate the development of essential infrastructure, while incentives for data center construction will ensure data sovereignty and lower costs for tech businesses, laying a foundation for sustainable growth.

Education and skills development are also essential to support the rapid evolution of our tech industry. While our youth have shown remarkable creativity and resilience, there remains a significant gap in digital skills across Nigeria. Expanding digital literacy programs and introducing STEM education into our curriculum from primary levels will prepare future generations for the demands of a technology-driven world. Additionally, incentivizing private sector involvement in tech-focused vocational training and apprenticeships would provide students with hands-on experience and ready them for the workforce. Partnerships between tech companies and educational institutions are essential to bridge this skills gap. When universities and companies collaborate on targeted programs, we’re not only preparing graduates for current industry needs but also cultivating a culture of innovation that can drive Nigeria forward.

Beyond skills and infrastructure, the regulatory environment must support, not stifle, innovation. Fintech, for example, has become one of Nigeria’s fastest-growing sectors, yet regulatory uncertainty has been a challenge. It is crucial that regulations protect consumers while empowering businesses to innovate. The government could explore a regulatory sandbox approach, allowing companies to test groundbreaking ideas within a controlled environment, a model that has shown success in the UK’s fintech sector. Through responsible innovation, Nigeria can develop a regulatory framework that fosters industry growth and builds trust among consumers.

In harnessing our tech potential, Nigeria must also address gender disparity in the industry. Women are significantly underrepresented in tech roles, from software engineering to leadership. This imbalance limits opportunities for women and, ultimately, the industry itself, as diversity has been shown to drive innovation and strengthen performance. By creating mentorship programs specifically for women in tech and establishing incentives for companies that promote diversity, we can build a more inclusive industry that represents Nigeria’s full talent pool. Women-focused tech initiatives, such as coding bootcamps and STEM scholarships, can help bridge this gap, fostering a robust environment where all Nigerians can thrive.

Building Nigeria’s tech ecosystem requires more than infrastructure and regulation—it requires a culture of innovation. Government and private sector collaboration is essential in this regard. Innovation hubs, increased access to capital, and entrepreneurship programs can promote a strong foundation for tech-driven economic development. Decentralizing tech innovation and creating accessible opportunities beyond Lagos will ensure that the entire country can benefit from the digital economy. Supporting incubators and accelerators throughout Nigeria will allow young entrepreneurs to experiment, learn, and grow, establishing a sustainable innovation ecosystem that fosters resilience across diverse regions.

Nigeria’s tech potential is undeniable, and with strategic policies, we can transform existing challenges into opportunities for growth. Our government’s recent support for digital economy initiatives, reflected in the backing of the Central Bank and the Ministry of Communications and Digital Economy, has laid a promising foundation. Now is the time to build on these commitments and advance policies that will ensure Nigeria’s long-term technological leadership.

Digital infrastructure, education reform, regulatory innovation, and gender inclusion are not just aspirational goals—they are critical priorities if we are to unlock Nigeria’s vast potential. This path forward lies in creating an ecosystem that empowers every Nigerian to contribute to and benefit from the digital economy. Reflecting on Honourable Minister Mohammed Idris's first year in office, it is impossible to overlook the significant impact he has had on Nigeria’s media landscape and national orientation. My personal connection with the Minister dates back to his tenure as Chairman of Blueprint Newspaper, offering me a unique perspective on the man behind the title—a leader who has consistently inspired young journalists and PR practitioners and demonstrated an unwavering commitment to the media and public relations industries.

Whenever we meet, Alhaji Mohammed Idris never fails to inquire about my well-being, often with a lighthearted joke: "Ango, Ina Amarya?"—despite my being married for some time. His legendary work ethic is the hallmark of his career. Since his days at Blueprint Newspaper, operating from Maitama, Abuja, I have admired his charismatic presence and dedication to his craft.

My relationship with the Honourable Minister deepened through frequent visits to his office and residence, often accompanying my boss, Mallam Jibrin Baba Ndace, who was then his Personal Assistant/Special Adviser and is now the Director General of Voice of Nigeria. These encounters afforded me firsthand insights into the Minister’s exceptional leadership qualities. His ability to merge media expertise with a grounded and empathetic approach distinguishes him as a respected figure in both media and public relations.

It is no surprise that the Blueprint Impact Series/Awards became a landmark event in the media industry, underscoring Alhaji Mohammed Idris's attention to detail and commitment to excellence. As the publisher of Blueprint and chairman of Kings Broadcasting Limited, owners of WE 106.5 FM Abuja, his influence extends well beyond journalism. His leadership has focused on building platforms that not only inform the public but also contribute meaningfully to national development.

An accomplished media entrepreneur, Mohammed Idris is a Fellow of the Nigerian Institute of Public Relations (NIPR). His influence on Nigeria’s media landscape is profound, bolstered by his participation in numerous local and international workshops and conferences on media entrepreneurship, leadership, and public relations.

Among his notable achievements is the strategic communication guidance he has provided to various public and private organizations, as well as political brands. His roles as Chairman of the Nigerian Institute of Public Relations, Kaduna State Chapter, and Vice Chairman of the Public Relations Consultative Association of Nigeria (PRCAN) further reflect his distinguished career.

Following in the footsteps of media professionals who ventured into politics, such as Chief Lateef Jakande, former governor of Lagos State, and Chief Segun Osoba, former governor of Ogun State, Alhaji Mohammed Idris (Malagi) decided in 2019 to not only take an active interest in politics but also seek political office. From his early political engagements, he gradually earned the trust and admiration of his people in Niger State by advocating non-violent, issue-based politics. While other political actors and their social media proxies often resorted to divisive tactics, Alhaji Mohammed Idris consistently promoted messages of hope, unity, and a brighter, more prosperous Niger State.

His dedication to public service is evident in the revitalization of agencies under his ministry, such as the Nigerian Press Council and the Advertising Regulatory Council of Nigeria, which were restored to budgetary allocations after years of exclusion. His ability to unify agency heads, the national communication team, and private media organizations toward a common goal—restoring public trust in Nigerian media—has been commendable. A key achievement is President Bola Ahmed Tinubu's directive to the Federal Ministry of Industry, Trade, and Investment, through the Bank of Industry, to provide single-digit interest-rate financing to media organizations.

Additionally, under his leadership, the Federal Government, through the National Council on Establishments (NCE), approved the redesignation of the Information Officer Cadre to Information and Public Relations Officer Cadre (GL08 to 17) and Executive Officer (Information and Public Relations) (GL06 to 14).

Moreover, the Federal Government has commenced a major rehabilitation of the 14-floor Radio House Complex in Abuja—its first significant renovation in 33 years. This iconic building, once a symbol of national pride, is being restored to its former glory—an achievement that resonates deeply with many who remember its earlier stature in the nation’s history.

Upon his appointment as Honourable Minister of Information and National Orientation on August 21, 2023, I had no doubt that Nigeria had gained a leader committed to service and progress. Honourable Minister Mohammed Idris has exceeded expectations with his five-pillar agenda to revitalize Nigeria’s information sector. This agenda, aligned with President Tinubu's Renewed Hope vision, focuses on rebuilding public trust, amplifying government policies, reshaping national values, modernizing technology, and fostering a conducive environment for media growth.

His Ministerial Press Briefing Series has become a vital platform for transparency and accountability, offering the public direct access to government information. Honourable Minister Idris’s communication strategy goes beyond the mere dissemination of information—it actively engages citizens, builds trust, and ensures that government actions are transparent and supported by the people.

His efforts to advance intellectual property rights are equally commendable. He champions fair compensation for content creators, aiming to spur creativity and innovation in the industry. At the National Conference of the Society of Nigerian Broadcasters, he emphasized the importance of adapting to the rapidly evolving media landscape, particularly with the rise of digital platforms such as social media, streaming services, and podcasts.

As we celebrate his first year in office, Honourable Minister Mohammed Idris stands out as a visionary leader, laying the groundwork for a more informed, united, and progressive Nigeria. His leadership embodies integrity, innovation, and a deep commitment to national development. In an era where public trust in institutions is often fragile, Honourable Minister Idris shines as a beacon of credibility and hope. Under his stewardship, Nigeria’s information sector is being revitalized and positioned to meet future challenges.

Reflecting on this past year, it is easy to appreciate the shared vision he has for Nigeria and the invaluable lessons learned from his dedication. CISLAC Condemns Extravagant Spending By CBN Leadership, Calls for Immediate Reduction in Cost of Governance

As Nigeria continues to struggle with hunger, hardship, and rising inflation, the Civil Society Legislative Advocacy Centre (CISLAC) has strongly condemned the recent extravagant spending by the leadership of the Central Bank of Nigeria (CBN), including its governor, Yemi Cardoso, and his four deputies. The organization is renewing its call for urgent measures to reduce the high cost of governance and ensure greater accountability in government operations.

Reports have surfaced that Mr. Cardoso and his deputies, who were nominated and confirmed by the Senate in September 2023, have spent over N10 billion on ultra-modern armored vehicles. According to sources, Mr. Cardoso recently procured six armored Lexus LX 600 2023 models for himself and his deputies—Emem Usoro, Philip Ikeazor, Bala Bello, and Sani Abdullahi. Insiders revealed that Mr. Cardoso personally acquired two SUVs to be used in Lagos and Abuja, despite already having armored vehicles in their convoy.

Additionally, it has been alleged that Mr. Cardoso purchased about 20 new Toyota Camry cars at the rate of N85 million each for CBN management and board members. Further reports indicate that the governor and his deputies have significantly increased their annual housing allowances to nearly N1 billion, despite residing in official palatial residences in Maitama, Abuja.

In light of these revelations, CISLAC's Executive Director, Auwal Musa Rafsanjani, expressed deep concern over the government's continued extravagant spending amidst the country's economic challenges. He emphasized that such expenditures are irresponsible, particularly when the nation faces severe socio-economic difficulties, including rising poverty, growing insecurity, a failing healthcare system, and an underfunded educational sector.

"We must hold ourselves accountable and take responsibility for the betterment of our nation," Rafsanjani stated. "It is crucial that our government operates efficiently and effectively, serving the needs of the people and fostering sustainable development."

CISLAC stressed that reducing unnecessary spending is essential for effectively allocating resources. "We need to cut down on ostentatious living and excessive spending by our officials," Rafsanjani emphasized. "This will enable us to redirect funds towards creating value and investing in infrastructure and capital projects that can significantly improve the lives of Nigerians."

CISLAC is particularly concerned about the ongoing practice of allocating public funds for the purchase of expensive and luxurious vehicles for ministries and parastatals. The organization highlighted that this practice merely serves the comfort and extravagance of a few officials, rather than fulfilling any justified operational need. CISLAC reiterated that public service should not be an avenue for showcasing wealth or engaging in competitions of affluence, but rather a position of honor and responsibility.

While CISLAC does not oppose individual public officials using their legitimate private resources to acquire luxury vehicles, it strongly condemns the use of public funds for such purposes. The organization argued that being in public service should be synonymous with integrity and honor, not an opportunity for indulging in excessive comfort and luxury. The recent actions by the CBN leadership, where ultra-modern armored vehicles were purchased, mirror similar patterns seen within the executive and legislative branches of government. This has contributed to the proliferation of convoys for ministers and governors, a practice that CISLAC deems wasteful and detrimental to the economy.

The extravagant spending on luxury vehicles and other non-essential items has put undue pressure on the nation's economy, especially at a time when many Nigerians are grappling with hunger, poor infrastructure, and insecurity.

CISLAC insists that public officials must be mindful of the resources they manage and prioritize public accountability and the judicious use of public funds. The organization's concern is further compounded by the fact that such expenses are repeatedly included in the budget year after year, leading to persistent financial strain on the country.

CISLAC has called for a return to the practices of the Murtala administration, where public officials used a standard type and uniform cars, emphasizing that such measures promoted frugality and discipline. Additionally, CISLAC advocates for the promotion of locally made and assembled vehicles, arguing that this would not only boost the economy but also reduce the dependency on imported high-end cars. The organization also raised concerns about the lack of due process in these purchases, noting that many of them come with inflated figures, exacerbating the already dire economic situation.

Reflecting on past efforts, CISLAC noted that in 2012, the organization held a conference addressing the high cost of governance, where actionable measures were recommended to tackle the issue. However, these recommendations have largely been ignored by both state and federal governments, leading to the current situation of unchecked spending and financial mismanagement.

CISLAC also highlighted the importance of investing in human capital and urged the government to empower public officials with the necessary skills and knowledge to drive progress. The organization called for a culture of innovation and creativity in governance, where new ideas can flourish and contribute to national transformation.

In light of these concerns, CISLAC will continue to provide support to National and State Assemblies to ensure that budget appropriations are adequately scrutinized to remove duplication, waste, and outright diversion of public funds.

CISLAC emphasized that public funds should be judiciously used to address the country's most pressing needs, rather than being squandered on lavish lifestyles and unnecessary expenditures.

The Director General of Voice of Nigeria, Mallam Jibrin Baba Ndace, has commended the International Emergency Management Society (TIEMS) – Nigeria Chapter for its unwavering commitment to enhancing the capacity of humanitarian journalists through ethical and responsible reporting.
 
Mallam Ndace made these remarks during the TIEMS Capacity Building Workshop and Training for Journalists, which focused on effectively covering disaster and emergency issues in Nigeria.
 
Represented by his Special Assistant, Gidado Yushau Shuaib, the DG expressed appreciation for the organization's efforts in equipping journalists with the tools necessary to navigate the complex landscape of crisis reporting.
 
“TIEMS Nigeria's initiative is not just timely but essential in our current climate,” Mallam Ndace stated. “The role of the media in disaster risk reduction cannot be overemphasized. Through accurate, timely, and ethical reporting, journalists hold the power to save lives, shape public understanding, and ensure that authorities are held accountable.”
 
Mallam Ndace emphasized the importance of telling human stories during crises, noting that these narratives not only inform the public but also drive meaningful action and advocacy. He encouraged journalists to focus on recovery efforts and solutions rather than merely sensationalizing the crises they report on.
 
“In times of disaster, the media must serve as a beacon of hope, providing the public with critical information that can guide their actions and decisions. The stories we tell must highlight the resilience of our people and the steps being taken to restore normalcy,” he added.
 
The DG also praised the contributions of the distinguished speakers at the workshop, particularly AVM Mohammed Audu-Bida (Rtd), the Chairman of TIEMS Nigeria; Mr. Sanya Adejokun, a veteran journalist and founding chairman of Journalists Against Disaster (JAD); Gbenga Morenikeji, who spoke on “Building Resilience Through Media: The Role of Journalism in Shaping Public Perception and Behavior During Emergencies”; and Alhaji Yushau Shuaib, CEO of Image Merchants Promotion Limited. He lauded their call for ethical journalism and the fight against misinformation, stressing that such efforts are crucial in maintaining public trust and ensuring effective emergency response.
 
“As media professionals, we have a responsibility to report the truth, avoid sensationalism, and respect the dignity and privacy of those affected by disasters. This workshop is a significant step toward achieving these goals,” Mallam Ndace concluded.

CISLAC/TI-Nigeria Urges Due Diligence in State Contracts Following Seizure of Nigerian Presidential Jets

The Civil Society Legislative Advocacy Centre (CISLAC) and Transparency International Nigeria (TI-Nigeria) have called on state governors to prioritize due diligence and legal consultations in contract negotiations. This appeal comes in the wake of the recent seizure of three Nigerian presidential jets by a French court, following a contract dispute between the Ogun State Government and the Chinese firm Zhongshan Fucheng Industrial Investment Co. Ltd.

In a statement signed by its Executive Director, Auwal Musa Rafsanjani, CISLAC/TI-Nigeria expressed grave concern over the escalating legal battle, which stems from a 2007 agreement for the development of the Ogun Free Trade Zone. Rafsanjani emphasized that the fallout from this poorly managed contract has resulted in significant financial losses and tarnished Nigeria’s international reputation.

“State governors and government officials must fully understand the legal and ethical complexities of international agreements before entering into them,” Rafsanjani stated. “Nigeria is already grappling with numerous socio-economic challenges, and the last thing we need is to be entangled in costly legal disputes that could have been avoided with proper due diligence.”

Rafsanjani criticized the federal government for allowing state governors to access loans without adequately addressing potential risks. He pointed out that personal interests often lead public officials into problematic agreements, drawing parallels to the notorious P&ID case. “CISLAC/TI-Nigeria’s call serves as a reminder of the need for vigilance and ethical governance in handling international contracts to prevent severe repercussions from mismanagement,” he added.

“CISLAC and Transparency International have diligently monitored and advocated for global transparency and accountability, particularly since the initial arbitration order in the P&ID case in 2017, which mandated Nigeria to pay $6.6 billion in fines due to contractual breaches. This amount ballooned to $11 billion due to accrued interest,” Rafsanjani noted.

He continued, “During the legal battle in London to overturn this order, CISLAC and Transparency International collaborated with local and international organizations to demand a comprehensive investigation into all individuals implicated in sabotaging Nigeria’s interests. The prior administration’s failure to act on these calls was disheartening.”

Thanks to the efforts of CISLAC and Transparency International, Nigeria secured temporary relief through a UK court’s decision. CISLAC reiterates calls on President Bola Tinubu and anti-corruption agencies to prosecute all Nigerians and their accomplices, including former senior officials, who were involved in colluding with P&ID for personal gain.

CISLAC/TI-Nigeria’s statement reflects broader concerns about Nigeria’s management of international agreements and the severe consequences of neglecting due diligence. “As the country navigates this complex legal situation, it is crucial to remember the need for vigilance and ethical governance in contract negotiations,” Rafsanjani concluded.
