please, a noun student who didnt register any course in his first semester, can he register the courses and write exams on all in the second semester

please i am a student of noun, but i couldnt register any course because of my financial incapability but when i got the money, exam registration has closed, will i still be permitted to register this courses and examination next semester or does that mean it is over for me
